Ground handling services at European hub airports: Development of a performance measurement system for benchmarking

The liberalization of ground handling in Europe forces airports to assess their performance relative to their competitors in order to remain competitive and sustain long-term competitive advantage. Together with main EU hub airports, action research was conducted for one year to develop a holistic performance measurement system (PMS) for ramp services. The resulting PMS entails a process-based perspective and reflects the supply chain of airport logistics. As the findings of an ex-post validation suggest, the system represents a suitable basis for competitive benchmarking activities.     

Monetary and fiscal policy interactions in a New Keynesian model with capital accumulation and non-Ricardian consumers

The paper examines simple monetary and fiscal policy rules consistent with determinate equilibrium dynamics in the absence of Ricardian equivalence. Under this assumption, government debt turns into a relevant state variable which needs to be accounted for in the analysis of equilibrium dynamics. The key analytical finding is that without explicit reference to the level of government debt it is not possible to infer how strongly the monetary and fiscal instruments should be used to ensure determinate equilibrium dynamics. Specifically, we identify bifurcations associated with threshold values of steady-state debt, leading to qualitative changes in the local determinacy requirements.     

THE RELATIONSHIP BETWEEN FOOD PRODUCTION AND CONSUMPTION VARIABILITY: POLICY IMPLICATIONS FOR DEVELOPING COUNTRIES

This paper examines whether there is increased inter-year instability in food consumption at the national level, and to what extent this is attributable to increased instability of food production in the wake of adoption of modern agricultural technology. The data analysed indicates that increased production instability does translate into increased fluctuations in consumption. Nevertheless, year-to-year consumption variability among the sample of 38 countries has declined during the past 25 years. This is attributed to improved stocking operations and trade practices which accompany economic growth. Nevertheless, food insecurity, as measured in terms of fluctuations around trend levels of consumption, does remain a problem, especially among the poor. Therefore, policy options to reduce consumption instability are outlined.
