The unification of both Germanies and the introduction of the market economy in eastern Germany came as a shock to existing firms and led to an enormous boom in the establishment of new firms. The first section of this paper shows that during the period under observation (January 1991--June 1995) the number of firms nearly doubled and in 1995, nearly 50% of all jobs were to be found in firms established after 1991. Shortly after unification, a kind of "start- window" existed during which the conditions for establishment, growth and survival of firms were extraordinarily good. The next section deals with the determinates of the growth of these newly founded firms. Most determinants have been selected on the basis of the most recent studies by Brüderl, Preisendörfer and Ziegler (1996), and Storey (1994). The analysis included not only establishment characteristics but also strategic factors such as the technological status of the establishment, the proportion of sales in interregional markets, and a corporate competitive strategy indicator. A comparison of these results with other studies shows that the determinants that affect employment growth in new firms in eastern German are apparently the same as in western Germany and Britain, albeit to different extents. 相似文献

We consider a general equilibrium model with individual and collective risks. The article builds on a contribution by Chichilnisky and Heal, who show that contingent Arrow–Debreu equilibria can also be supported in economies with Arrow securities and mutual insurance contracts. However, they show this to be true in general only if beliefs are identical, a very restrictive assumption in the context of unknown risks. Moreover, they claim complete insurance in equilibrium to be impossible if beliefs are different. Using a linked employer–employee data set for Germany, this paper analyses wage setting in a cohort of newly founded and other
establishments from 1997 to 2001. While theory provides alternative explanations for higher or lower wages in newly founded
firms, we show empirically that start-ups tend to pay lower wages, ceteris paribus. On average, wages in newly founded establishments
are 8% lower than in similar incumbent firms. This negative wage differential is substantially smaller in eastern than in

In 2009 the German central health fund was implemented. It was the result of a political compromise. One political party intended to equalise the risk structure among 130 different health care funds, and the other wanted to intensify competition and to improve efficiency among the different health insurances. The fund is flanked by a health-based risk adjustment and is aimed at sustainably ensuring the funding of the statutory health insurance system. It also constitutes the basis for competition among statutory health care funds, securing quality and efficiency in health care provision. To cover additional expenditures, health insurers had to charge flatrate premiums. A new law, which will come into effect in January 2015, will oblige health insurers to charge income related contributions. It is not clear how this will change competition among insurers. The federal government will not need to finance subsidies to low income individuals anymore. Income redistribution will only take place within the public health insurance system, exempting the privately insured and public servants from supporting low income individuals. The authors claim that the health care fund will not succeed in its aim of securing a sustainable financial basis for the statutory health insurance system. This article reports on a symposium held at Fort Hare University in July 1998. Its objective was to assess the current state of knowledge on communal rangelands and identify issues important for policy making. This was done in the light of concerns about recent policy reform. Uncontrolled access to resources and the lack of services were identified as the main constraints on socio‐economic development in the communal rangelands, and inadequate forage during the dry season was recognised as a general constraint on livestock production, irrespective of mean annual rainfall. Government policies must recognise these issues and the social and ecological heterogeneity of communal rangelands in South Africa. The conclusion with the most far‐reaching implications, however, was that degradation has occurred in some, but not all, communal rangelands and is most likely to occur in arid areas. This finding is in direct contrast to the current base for agricultural policies in South Africa, which assumes that livestock have little impact on rangelands. 相似文献
