There is increased interest in greater localization of food supply chains but little evidence about the effects of localization on supply-chain costs. Assessing these effects is complex in multiple-product, multi-process supply chains such as the dairy industry. In this study, we develop a spatially-disaggregated transshipment model for the US dairy sector that minimizes total supply-chain costs, including assembly, processing, interplant transportation and final product distribution. We employ the cost-minimizing solution as benchmark to compare alternative scenarios of increased supply chain localization. Our results indicate: (1) short-run limits to increased localization, (2) modest impacts on overall supply-chain costs, and (3) large cost re-allocations across supply chain segments, regions and products. We find that increased localization reduces assembly costs while increase processing and distribution costs. Cost increases are larger in regions with smaller raw milk supplies and during the season when less raw milk is produced. Minimizing distances traveled by all dairy products results in tradeoffs across products in terms of cost and distance traveled. The relationship between increased localization and costs appears to be nonlinear.  相似文献

Using new sources, this article examines how in the years around 1550 Charles V and the imperial estates came close to creating a common currency for the Holy Roman Empire. The article analyses whose interests prevailed in the negotiations and how, despite the resistance of some important actors, the Imperial diet of 1551 was able to unanimously agree on the currency bill. It also analyses why the common currency still failed: This was the case because of the desire of many princes to ease the repayment of their debts by establishing a bimetallic currency, and even more importantly because of Charles V's attempt to weaken the Elector of Saxony by undervaluing the taler. In this, Charles exploited the diet's implicit ex‐ante agreement with him to set the rates at which old money was allowed to continue in circulation. His manipulations provoked resistance, raised the costs of implementing the common currency, and caused its failure.  相似文献

Economic theory suggests that some of the trade remedies allowed by the WTO may lead away from liberal trade and impose costs on those that apply them. Breuss has provided evidence in the case of four EU-US mini-wars that the policy that created the trade conflict was not clearly in the economic interest of the offending country and that the sanctions imposed exacerbated rather than alleviated the problem. Breuss builds a case for compensation payments rather than trade sanctions for rule violations and for targeting of the recipients of those payments.If trade policy were a matter of economic rationality then this approach would be convincing. For better or worse, the trade rules are an unruly mix of economic, political and legal constructs. The commentary expands on this to explore the role of the dispute settlement process itself and the sanctions designed to give it teeth. The conclusion is that the economic calculations, while a good measure of the costs of legal or political decisions, are not central to the dispute settlement and sanctions processes. The dispute settlement process is also about preserving the balance of political advantage from negotiated rules and schedules, and the sanctions process is as much to do with preventing abuse as correcting it. So a full economic analysis would have to compare politically balanced alternative scenarios and the incorporate the effect of the threat of sanctions on government behavior.  相似文献

This paper addresses the unresolved debate about the timing of economic disengagement between Australia and Great Britain. During Chifley's administration international economic collaboration between Australia and Britain was close, Australia tending to identify its interests with those of the UK and the sterling area. Yet collaboration never stretched to acceptance by Australia of traditional forms of manufacturer–primary producer complementarity; this played no part in Canberra's postwar planning and priority given to industrialization led to the relative neglect of rural industries, which, together with the rapidly growing demands of its own population, reduced export surpluses and contributed to Australia's poor record as a food supplier. Buoyant export prices, especially for wool, combined with capital inflows from the UK to stimulate import demands. Because of dollar shortages most of these had to be sourced from Britain. From 1948 the UK not only expanded exports dramatically but was a major source of migrants and capital. Yet British industrial capacity in particular proved unequal to the task of meeting Australian needs. Imperial self-insufficiency again stood revealed, encouraging Menzies to look beyond the sterling area to support Australia's rapid development.  相似文献

There is a debate about whether coastal shipping experienced substantial productivity growth prior to the advent of steam power. To study changes over the long eighteenth century, this article uses thousands of coastal journey times culled from Board of Trade crew lists between 1835 and 1844 and coastal port books for the mid‐to‐late 1600s, along with a newly digitized coastal network. Comparisons between matched samples show that journey speeds, defined as miles sailed per day, were significantly higher in the crew lists compared to the port books, and that voyage cycle times, defined as days between starting two identical voyages, were substantially lower. The study also shows that voyage times in the east coast coal trade were substantially lower around 1840 than around 1700, but the difference was much smaller when peace years are compared. These new data imply that total factor productivity growth in the east coast coal trade was significant, especially if one accounts for gains from peace after 1815. The findings contribute to the larger literature studying the rate and sources of productivity growth during the industrial revolution.  相似文献

This article describes how and why the Thatcher government introduced index-linked gilts in 1981. It outlines the earlier deliberations by the monetary authorities during the 1950s and 1960s on how an indexed government security might help or hinder the fight against inflation. Although these discussions came to nothing, rising inflation and increasing difficulties with managing the gilt-edged market during the 1970s revived interest in the indexation of government securities. Both the Page Commission in 1974 and the Wilson Report in 1980 recommended the introduction of inflation-indexed securities, but the election of the Conservative government in 1979 gave real momentum to their possible issuance. Although Margaret Thatcher was initially opposed to indexation, Nigel Lawson galvanized the Treasury and the Bank of England to work on a scheme to issue index-linked gilts as a means of improving economic performance. The article traces the contentious series of discussions surrounding the possible effects of index-linked gilts on government debt interest costs, on monetary policy and monetary targets, and on the possible ‘crowding out’ of corporate bonds and equities which could not offer a guaranteed real return. Despite teething problems, the introduction of inflation-linked bonds in the UK was deemed a success.  相似文献

In this paper we present a multi-disciplinary analysis of the potential impacts of undertaking similar environmental actions on multiple farms in a small geographic area, using organic farming as a proxy for a co-ordinated approach. Recent papers have called for more co-ordinated efforts between farmers in terms of their environmental actions, but there has been limited applied research demonstrating the environmental benefits or the economic and social implications to farmers of this approach. Comparative analysis of biodiversity, soil and water, and farm profitability were undertaken in England on 32 matched farms in areas of low and high organic farming concentration; qualitative interviews were also conducted with 48 farmers living in two of the eight areas. Findings demonstrate higher overall levels of biodiversity on organic farms (particularly in “hotspot” areas) but this was not universal across the species groups investigated. Higher water infiltration rates were found in organic grasslands, which could prove to be a useful measure to combat flooding. In terms of the technical efficiency of producing these environmental gains, conventional and organic farms in hotspot areas demonstrated equivalent efficiency from a financial perspective. Socio-cultural research identified the different amounts of trust farmers have in their neighbours, based in part on their performance as ‘good farmers’. We discuss the neighbourhood effect with a multi-disciplinary approach and conclude that encouraging local farmer co-ordination can have clear environmental benefits without high economic cost, but must be undertaken with caution - specifically regarding the trade-offs between benefits, local geophysical and social characteristics, and assumptions made about inter-farmer trust.  相似文献

Using German regional data for 1998, 2002 and 2006, this study examines the Oswald hypothesis, the conjecture that high levels of homeownership are linked to inferior outcomes in the labor market. Applying a set of control variables, three different econometric models are specified and estimated: a cross-sectional model, a pooled data model, and a model taking into account unobserved regional heterogeneity. Once unobserved regional effects are accounted for, the findings are consistent with Oswald’s hypothesis. The economic significance of the relationship is at best marginal, however.  相似文献
