An Incumbent Country View on Eastern Enlargement of the EU Part I: A General Treatment

An eastern enlargement of the EU, from an incumbent country point of view,involves a fiscal burden from extending Union agricultural and cohesion policiesto new members, coupled with potential gains as well as adjustment problemsderiving from an extended customs union and a larger single market. Enlargementis controversial, because the net effect is unclear, a priori, and will certainly vary across individual countries. Our two-part contribution tries to do shed light on this controversy. In this first part, we present a general treatment of the likely effects on different incumbent countries, while a subsequent companion paper will take a closer look at the specific case of Austria. The general view of part I, in turn, first focuses on various empirical measures highlighting crucial differences between incumbents, pertaining to the fiscal burden on the one hand, and integration gains on the other. We then argue that a proper evaluation must rely on an explicit welfare criterion, and we use a general model of economic integration in order to identify the principalchannels through which aggregate welfare of an incumbent country is affected by an enlargement of the EU. We address traditional effects of trade creation and trade diversion, as well as growth effects arising from an abolition of trade barriers. In addition, we ask how enlargement affects foreign direct investmentand labor migration, and what this implies in welfare terms for an incumbent western European country. Taken together, these effects generate a certain presumption of integration gains, which need to be set against the fiscal burden. However, a final judgement requires a case-by-case approach, based on empirical implementations of enriched and parameterized models for specific countries. The companion paper, therefore, uses a suitably specified, calibrated dynamic equilibrium model, in order to take a closer look at the Austrian case.     

What if Bourdieu had played FarmVille? Examining users’ motives for playing the browser game FarmVille in relation to socio-demographic variables

With its almost 80,000,000 users, FarmVille is the number one browser game on the Internet. This real time game places its players into the role of a farmer who has to plough land and raise livestock. Given the game??s popularity, on the one hand, and the specific overall theme of farming, on the other, we ask which motives drive players to participate in a game that involves such a considerable amount of time and effort. Against the background of Bourdieu??s sociological perspective and concept of habitus, we hypothesized that diverse user characteristics impact usage motives. A survey we conducted (N?=?210) revealed, for example, that entertainment, challenge, and escapism were the most important motives. Furthermore, a relationship between the occupational status of players and their gaming motives was found: Those who had not yet started an occupational career focused more on entertainment and challenge than gamers who had gained occupational success. Results are discussed against the background of Pierre Bourdieu??s sociology of difference.     

REDISTRIBUTIVE EFFECT OF INCOME TAXATION: DECOMPOSING TAX BASE AND TAX RATES EFFECTS

This paper introduces Gini-based decomposition formulae for the redistributive effect of income taxation. It examines the interaction between and the relative significance of tax base and tax rate components in the final determination of the overall redistributive effect. The resulting formulae can readily be applied to available income and tax statistics.     

A stochastic bargaining process for n-person games

A stochastic bargaining process for a cooperative n-person game is investigated. The bargaining consists of proposing a sequence of utility vectors each of which improves upon (blocks) the foregoing one. In this sequence the proposals are chosen according to a transition probability fulfilling some regularity conditions. It can be proved that almost every sequence converges to an imputation in the core of the game. Further, the probability of ending up in a neighborhood of the core converges quickly to one as the number of proposals goes to infinity.     

Boundary behavior of supply: A continuity property of the maximizing correspondence

The normal cone correspondence, which assigns to each point of a convex set the cone of normal vectors to the set at this point, is well known not to be lower hemi-continuous. Sufficient 'conditions for a weaker approximability condition of some points in the graph of this correspondence are given. The result is applied to study the boundary behavior of supply functions of producers who maximize profit on a convex set.
