Currency boards: More than a quick fix? 总被引:6,自引:0,他引:6
Once a popular colonial monetary arrangement, currency boards fell into disuse as countries gained political independence. But recently, currency boards have made a remarkable come-back. This essay takes a critical look at their performance. Are currency boards really a panacea for achieving low inflation and high growth? Or do they merely provide a 'quick fix' allowing authorities to neglect fundamental reforms and thus fail to yield lasting benefits? We have three major findings. First, the historical track record of currency boards is sterling, with few instances of speculative attacks and virtually no 'involuntary' exits. Countries that did exit from currency boards did so mainly for political, rather than economic reasons, and such exits were usually uneventful. Second, modern currency boards have often been instituted to gain credibility following a period of high or hyperinflation, and in this regard, have been remarkably successful. Countries with currency boards experienced lower inflation and higher (if more volatile) GDP growth compared to both floating regimes and simple pegs. The inflation difference reflects both a lower growth rate of money supply (a 'discipline effect'), and a faster growth of money demand (a 'credibility effect'). The GDP growth effect is significant, but may simply reflect a rebound from depressed levels. Third, case studies reveal the successful introduction of a currency board to be far from trivial, requiring lengthy legal and institutional changes, as well as a broad economic and social consensus for the implied commitment. Moreover, there are thorny issues, as yet untested, regarding possible exits from a currency board. Thus currency boards do not provide easy solutions. But if introduced in the right circumstances, with some built-in flexibility, they can be an important tool for gaining credibility and achieving macroeconomic stabilization. 相似文献

Understanding visitor experiences is essential if park managers are to facilitate beneficial outcomes for both individuals and society. We investigated visitor experiences in a special model of thematically connected guided walking, biking, and 4WD tours in Australian national parks. Outcomes attained by first-time and repeat participants were assessed by questionnaires with more detailed insights from semi-structured interviews with repeat participants. Participants developed strong social ties with community members and experienced significant improvements in health, well-being, and competence, gaining a sense of achievement from mastering a challenge with positive implications for their lives beyond the tours. The tour series performed well in achieving visitor satisfaction, repeat participation, and word-of-mouth recommendation. The experience increased participants’ attachment to national parks, reinforcing their sense of environmental stewardship. The findings are especially relevant to efforts in parks and elsewhere to better integrate senior citizens into the community and provide opportunities to increase their physical, mental, and social well-being. Such opportunities become limited, for example, when people retire from work or suffer health impairment. The tour series proved an effective tool for outcome-focused park management, providing significant personal benefits to participants with positive implications for larger societal benefits, plus political and financial advantages for park managements. 相似文献

Multinational organizations frequently administer employee surveys online. This process is accompanied, however, by concerns about the psychometric equivalence of measures administered by different modalities. Using data from a large multinational organization (N = 57,861 in Study 1; N = 105,734 in Study 2), the present research examined cross-national generalizability of the measurement equivalence of an organizational attitude survey administered by computer and paper-and-pencil. Results of multiple group confirmatory factor analysis indicated psychometric equivalence of the test modalities in disparate national samples. Structural equation modeling (SEM) is a popular statistical technique that has become an essential tool for business academics and practitioners. The technique is particularly well suited for evaluating the relationships among any number of observed and latent variables. Thus, typical applications for SEMs are model and theory testing, and scale development. The purpose of this article is to introduce the technique and to explain its use in practical terms that do not require a strong statistical background. As opposed to political democracy and its attempts at power control in the public sector, the concentration of economic power, and its antidote, the concept of economic democracy, has received much less attention. In the paper, we first offer a definition of economic democracy as a “a system of checks and balances on economic power and support for the right of citizens to actively participate in the economy regardless of social status, race, gender, etc.” Based on our definition, we suggest six possible faces of economic democracy and look at their implications for the vision of a sustainable, equitable and non-growing society, as discussed within the degrowth movement: (1) Regulation of market mechanisms and corporate activities. Regulation is one of the most obvious paths to curbing economic power, hence we highlight the issue of deregulation vis a vis possible degrowth policies. A revision of the free-market paradigm is suggested. (2) Support for social enterprises. We discuss different forms of democratic governance within enterprises and suggest that co-operative approaches, common in social enterprises, are better suited to a degrowth economy. (3) Democratic money creation processes, including pluralist community currencies, are suggested to counter economic power caused by the practice of fractional banking. (4) Reclaiming the commons (especially in their original sense as communal land stewardship systems) both conceptually and physically is seen by us as an important aspect of enhancing economic democracy. (5) Redistribution of income and capital assets is discussed as another approach to achieving economic democracy. (6) Finally, inspired by Vandana Shiva, we suggest that a broader view of economic democracy would involve a diversity of production scales and modes, including small-scale, subsistence and self-employment. 相似文献

In 2009, Greenpeace launched an aggressive campaign against Nestlé, accusing the organization of driving rainforest deforestation through its palm oil suppliers. The objective was to damage the brand image of Nestlé and, thereby, force the organization to make its supply chain more sustainable. Prominent cases such as these have led to the prevailing view that sustainable supply chain management (SSCM) is primarily reactive and propelled by external pressures. This research, in contrast, assumes that SSCM can contribute positively to the reputation of an organization as a “good citizen” and, thereby, counter the impression that external stakeholder pressure is the only driver of SSCM. The study draws on Resource Dependence Theory in analyzing the three competing models of the potential stakeholder, SSCM and the corporate sustainability performance relationship. A dataset of 1,621 organizations allows the statistical comparison of these three models. Findings suggest that stakeholder pressure and SSCM both contribute to an organization’s sustainability performance. Thus, supply chain managers will perceive benefits from SSCM other than merely the reduction of risk from reputational damage through stakeholder activism. 相似文献
