The European Monetary System as a factor of integration

Critics of the EMS claim that it has failed to realise the hopes aroused at the time of its inception; a convergence of economic policies, they maintain, has not been induced by fixed exchange rates. What is the true position with regard to the convergence of economic policies?     

Economic reforms in the industrial sector of the People's Republic of China

At the end of the 1970s there occurred a re-orientation of development policy in the People's Republic of China. Changes were introduced in the sectoral development priorities, the guiding principles of the State's incomes and foreign trade policies and in the organization of agricultural production. Above all, initial steps were taken to realign the administrative control system in the industrial sector more towards a market-oriented economic system. This article examines the guiding ideas behind the reform of the industrial sector and the measures taken so far. Emphasis is placed on the introduction of taxation on enterprises' profits which was recently decided and had long been a subject of dispute.     

Multivariate time series models for Austrian interest rates

Zusammenfassung Fünf monatliche österreichische Zinszeitreihen, die Habenzinsen, die Sollzinsen sowie die Zinssätze für Dreimonatsgelder, der täglich fälligen Gelder und der Anleihen (i. w. S.) werden für den Zeitraum 1972 bis 1980 mit Hilfe multivariater (oder vektor-)autoregressiver (AR) Prozesse untersucht.Nachdem die Zeitreihen mittels der Methode vonKitagawa-Akaike (1982) auf Ausreißer geprüft und korrigiert wurden, zeigt sich, daß die korrigierte Zeitreihe der Sollzinsen bessere Prognoseeigenschaften erzielt. Obwohl die Stationaritätsvoraussetzungen für alle Zeitreihen etwas problematisch sind, bringen auch einfache Transformationen wie Differenzenbildung keine Hilfe bezüglich Stationarität. Die Schätzung eines simultanen fünfdimensionalen AR-Prozesses allerZinsreihen ergibt, daß ein Aufbrechen dieses Systems in zwei Blöcke das beste Resultat im Sinne des InformationskriteriumsAIC ergibt. Der erste Block wird durch die Habenzinsen und die (korrigierten) Sollzinsen gebildet, die eine wechselseitige Dynamik bis zum Lag 2 aufweisen. Der zweite Block wird durch die Zinssätze für Dreimonatsgelder, täglich fällige Gelder und Anleihen gebildet. Als Nebenprodukt dieser multivariaten Zeitreihenanalyse können temporale Kausalitäts- (oder Feedback-)maße berechnet werden. Es wird jedoch gezeigt, daß das Zusammenwirken von bestimmten Schätzprozeduren mit dem InformationskriteriumAIC die Schätzung dieser Kausalitätsmaße nicht immer ermöglicht. Allgemein läßt sich sagen, daß die instantane Kausalität in den Modellen dominiert, was teilweise durch nichtstationäre Einflüsse und Ausreißer erklärt werden kann.     

Growth,distribution and motivation in LDCs

Economic growth leads, according to Kuznets, at first to glaring income disparities and only when a certain state of development has been reached to a levelling of incomes. Translating this thesis to the developing countries, one would have to assume that there exists a constant conflict of objectives between an equitable income distribution and increased economic growth. The author examines various alternative explanations of the personal distribution of income to answer the question how the distribution objective can be attained and what effect certain measures of distribution policy have on growth.
