加强政策事中事后评估的思考

党的十九届四中全会明确提出要强化决策执行、评估、监督,做好政策评估对优化政府职能、推动国家治理体系和能力现代化有积极作用。加强政策运行情况的评估,应从优化评估工作机制、完善和培育评估机构、强化评估结果的应用入手,不断提升评估工作质量,形成适应中国特色社会主义现代化治理体系的事中事后政策评估机制。

随着国家经济建设的快速发展,测绘作为各建设项目的基础工作越发重要,因为从业门槛较低和从业人员队伍庞大,所以测绘安全生产显得尤为重要,如何进行安全生产管理,值得每个从业人员深思。

独立学院教学秘书是教学管理中最基层的实施者,其工作质量直接影响着整个学院的教学管理水平,本文结合独立学院教学秘书队伍的现状提出了有针对性的建议。     

Government Regulation,Corporate Board,and Firm Value: Evidence from China

This paper investigates the determinants of board composition and its consequences on firm value in China by focusing on the impact of ultimate owner type and financial needs under the institution environment with government intervention and weak investor protection. We find that State‐Owned Enterprises (SOEs) are more likely to choose politically connected directors without professional backgrounds, but non‐SOEs are more likely to have independent directors, or politically connected directors with professional business backgrounds. Appointment of independent directors has no effect on firm value. Due to weak legal investor protection in China, a dominant shareholder can easily remove independent directors, as there is no mature market for directors. Politically connected directors without professional business backgrounds are negatively associated with a firm's value. Although such directors can help a company establish relationships with the government, their firms may suffer due to inferior professionalism.     

火力发电厂中基于光纤传感技术的火灾报警系统设计

针对国内外电厂对缆式线型感温的设计要求,突出了线型感温探测的重要性。从光纤感温探测的原理开始,对整套系统进行了结构性研究。主要研究了系统结构、探测光缆、控制器等组件。结合拉曼散射原理,剖析温度变化引起探测光缆的吸收和反吸收效应;强调了光学感温探测系统的应用优势和安装条件等。最后结合实体项目,分析对比了传统感温电缆和光学感温探测系统在实际工程应用中的优缺点,并提出了优化方案,以提高火灾报警系统的工作效率。     

Determining the integrated volatility via limit order books with multiple records

The integrated volatility plays an important role in risk management and portfolio selection, the estimation methods regarding the quantity have been widely investigated, either under low-frequency data or high-frequency data, or a combination of both. In this paper, we propose a measure for the integrated volatility via limit order book data with possible presence of multiple records. The estimator is valid under mild conditions and it is easily implemented. The finite sample performance of the proposed estimator has been verified by simulation studies and we apply the method to some real high-frequency data-sets as well.     

A genetic algorithm based approach to transactional and QoS-aware service selection

As there are various risks of failure when Web services are deployed in unreliable environment, the execution of a composite Web service (CWS) requires the transaction mechanism to guarantee its reliable execution. However, the existing service selection approaches consider QoS and transaction separately and have not considered that transactional properties may affect the QoS such as the execution time of a CWS. This work addresses the importance of considering transactional properties and how the transactional properties affect the QoS simultaneously in the process of service selection by a QoS-aware and transactional-aware selection approach. First, a performance evaluation method is proposed to calculate the execution time of a transactional CWS. Then, a genetic algorithm based approach, which takes into account the execution time, price, transactional property and successful execution rate of CWS, is presented to achieve global optimisation service selection. Finally, experimental results show the efficiency and effectiveness of the approach.     

Financial investor sentiment and the boom/bust in oil prices during 2003–2008

From both theoretical and policy perspectives, it is important to understand if financial speculation contributes to the boom/bust in oil prices during 2003–2008. In this paper, we disentangle the effects of financial speculation from those of economic fundamentals by focusing on exogenous changes of financial speculation in oil markets identified by changes in financial investor sentiment. Furthermore, we focus on a quasi-experiment setting, and investigate both sentiment-driven overvaluation of oil prices and subsequent mispricing correction. Our findings suggest that financial speculation might have contributed to the 2003–2008 boom/bust in oil prices.     

巴基斯坦俾路支解放军的起源、发展及走向探析

俾路支解放军是俾路支斯坦民族主义运动中具有分离主义性质的武装组织,它的产生有其深刻的国际、国内背景。从它的组织架构和近年来在巴基斯坦实施的暴力分离活动看,俾路支解放军有着深刻的历史渊源和政治目的。今后受各种因素的影响,巴基斯坦俾路支地区还将继续出现以"俾解"为代表的民族分离组织。     

组织创新的消极影响:创新研究中的盲点

创新带来的消极影响开始引起学术研究者和管理实践者的关注。从组织创新的概念界定出发,辨析创造力和革新的区别与联系,综述创新在个体层面、团队层面以及组织层面可能产生的消极影响,从前因变量和调节变量两个方面探讨创新产生消极影响的原因,指出未来研究不应忽视创新的消极影响,而应更加科学地解释组织创新的效能。
