This article discusses the adjustment of large firms in France, in particular how they regionalized their production structures in the 1980s. Throughout the ‘Golden Age’, large firms had geographically reorganized their activities: strategic planning remained in Paris, while the actual production was decentralized into the provinces, primarily to address cost and labour conflict issues. When the large firms faced a profitability crisis in the 1980s, and the traditional state‐financed way out of the problems was no longer available, they saw in these proto‐regional production systems a chance to become more competitive. They relied on the decentralization policies of the governments in the 1980s, and used the second‐order effects of the new policies as a means to modernize their own operations. L'article examine l'adaptation des grandes entreprises françaises, notamment la régionalisation de leurs structures de production dans les années 1980. Durant ‘l'Age d'Or’, les grosses entreprises avaient réorganisé géographiquement leurs activités: la planification stratégique restait à Paris, tandis que la production réelle se décentralisait en province, principalement pour résoudre des problémes de couûts et de conflits sociaux. Lorsque ces grandes entreprises se heurtèrent à la crise de rentabilité des années 1980, alors que la solution traditionnelle de financement étatique n'existait plus, elles virent dans ces systèmes de production proto‐régionaux une chance d'améliorer leur compétitivité. This commentary is a revised version of a speech that was delivered by the Honorable Thomas Harris to the Thunderbird community at the Glendale campus on February 6, 2001. Although the speech was delivered in 2001, its attendant concerns and arguments endure and are germane in today's global business considerations. Ambassador Harris is presently Her Majesty's Consul General and Director General of British Trade and Investment in the United States. Following his graduation from Cambridge University, Ambassador Harris joined the Board of Trade in 1966, and subsequently the British Diplomatic Service. His diplomatic career included stints in Tokyo, Washington, and Lagos. He has also held various appointments in the Foreign and Commonwealth Office. His most recent overseas posting was as British Ambassador to Korea between 1993 and 1997. He was later appointed Director General for Export Promotion in the Department of Trade and Investments (now known as British Trade International), before taking on his present assignments in New York. As Director General of British Trade and Investment, he has overall responsibility for the promotion of British trade throughout the U.S. and for securing investment by U.S. firms in the United Kingdom. This paper demonstrates that applications of existing approaches to measuring market orientation are myopic, non-comparative and over-reliant on the views of single respondents. Consequently, a multi-perspective, multi-informant approach for measuring market orientation is generated which focuses on gauging customers', competitors' and intra-organizational members' perceptions of the market orientation of an organization. To evaluate the psychometric properties of this approach an application of this design in a survey of manufacturing industry is subjected to tests for inter-rater reliability, scale reliability, content validity, criterion-related validity and construct validity. The conclusion of this evaluation is that the developed measure is both a reliable and valid means of gauging market orientation. Industrial policy in any economy has a number of varying and occasionally conflicting objectives, but the overarching intention of the various grants, subsidies and support schemes, arguably, must be to improve the economic performance of the plants they assist directly. However, in the absence of counterfactual evidence, whether or not assistance does improve performance is hard to establish. We evaluate and qualify Friedman's, 1953, “case for flexible exchange rates” in the presence of sticky prices in a two country
model. We find that a flexible regime performs indeed better when the degree of nominal price rigidity is high while a bilateral
peg does better when prices are fairly flexible. This result obtains independent of whether monetary policy is activistic
or not and is mostly due to the negative relationship between employment and productivity shocks when prices are relatively
sluggish (Gali, 1999). A unilateral peg tends to produce the lowest level of world welfare but it sometimes represents the
best monetary arrangement for the pegger.

Cash settlement of derivative contracts makes them susceptible to manipulation by traders who expect to close large positions upon final settlement. Cash settlement also increases underlying volatility when hedgers unwind their hedges if they have no incentives to control their trading costs. Limits on the positions that traders can carry into final settlement can be used to mitigate associated economic inefficiencies when surveillance is insufficient. This article develops a model that regulators can use to set these limits that is based upon microstructure theory.
