Brain drain,illegal migration and capital exports from less developed economies: a neoclassical approach

This model shows that LDC's brain drain triggers emigration of unskilled labor and capital exports, skilled workers and agricultural capitalists gain, unskilled workers and industrial capitalists lose, and demodernization of the economy results. Demodernization of the economy occurs when labor force and output of the industrial sector decrease, and employment and production in agriculture increase. The problem analyzed in this model is what happens to the incomes of those who are left behind when some of the skilled workers migrate abroad. The results show that with the exodus of both skilled labor and capital, the marginal productivity of unskilled workers in industry also falls below the unskilled wage. Although one would expect a brain drain to result in gains for those skilled workers who remain in the source country, and for the capital owners who receive unskilled workers as a result of emigration, the losers are the unskilled workers and the capitalists in the sector where the migrants worked.

RJJ—60井式气体渗碳炉是工业上对工件进行表面硬化的热处理设备。它是五十年代仿苏式的结构,炉膛密封性不好,漏气,散热比较严重,耗电多,加工周期长,使加工的成本提高,是工业炉窑的“电老虎”。为了降伏这只“电老虎”,我们在铜井耐火材料厂的大力协作下,采用全硅酸铝砖对北京叉车一分厂的一台炉进行了改装硅酸铝保温材料具有重量轻、耐高温、导热系数低、隔热保温性好的优点在国外热处理电炉上已获得了广泛的应用,目前正向采用全厚硅酸铝纤维材料的方向发展。我们在改炉前后,共进行了六炉试验,在节电方面获得了较好的效果。     

Economic aspects of family planning

The report of the mission sponsored by UNDP, IBRD and WHO in 1970 to develop a comprehensive family planning program for Indonesia omits the important role that commercial distribution of contraceptives can and must play if the desired effect is to be achieved. The government should provide contraceptives to interested traders at low wholesale prices. Every encouragement should be extended to heighten competition in the commercial sector. These initiatives would serve 2 purposes: 1) bring down the current erratic and unreasonable cost of commercially distributed contraceptives and 2) have the benefit of spreading the family planning message by means of traders' competitive promotion. Until this plan can be implemented, import duties on commercial importation of contraceptives should be lifted. In addition, free distribution of contraceptives in government clinics should be introduce d.     

资本账户管制自由化

什么原因可以解释过去20年里资本跨国流动的快速增长?资本账户自由化给出了答案的绝大部分。虽然20世纪80年代中期以来的资本跨国流动(包括工业国之间的流动和从工业国到发展中国家的流动)的增长带来了许多收益，但是它也在一些金融危机中发生了作用。资本流动带来了一些基本的问题：既然存在风险，为什么许多发展中国家跟随发达经济体同意将资本账户放开?资本账户的自由化真的如一些反全球化者所称的那样，是导致危机的罪魁祸首吗?
