信息化、全球化的发展使组织机构跨国活动日益增多,但在社会管理与商业贸易活动中却难以获得跨国组织机构信息,造成了管理与诚信的真空和失控。建立组织机构管理国际信息合作体系,加强国际问信息交流是解决矛盾的根本方法。文章阐述了组织机构管理国际信息合作体系的7个方面,提出关于各国组织机构管理机构共同合作、构建一个组织机构管理信息互联互认互用互信实体系统的设想,面向全球各类用户实现跨国组织机构信息访问与应用,并给出系统模型。  相似文献

We evaluate the Smets-Wouters New Keynesian model of the US postwar period, using indirect inference, the bootstrap and a VAR representation of the data. We find that the model is strongly rejected. While an alternative (New Classical) version of the model fares no better, adding limited nominal rigidity to it produces a ‘weighted’ model version closest to the data. But on data from 1984 onwards - the ‘great moderation’ - the best model version is one with a high degree of nominal rigidity, close to New Keynesian. Our results are robust to a variety of methodological and numerical issues.  相似文献

This paper is concerned with the study of a circular random distribution called geodesic normal distribution recently proposed for general manifolds. This distribution, parameterized by two real numbers associated to some specific location and dispersion concepts, looks like a standard Gaussian on the real line except that the support of this variable is [0, 2π) and that the Euclidean distance is replaced by the geodesic distance on the circle. Some properties are studied and comparisons with the von Mises distribution in terms of intrinsic and extrinsic means and variances are provided. Finally, the problem of estimating the parameters through the maximum likelihood method is investigated and illustrated with some simulations.  相似文献

After the Doi Moi reforms, Vietnam pursued fiscal decentralization to strengthen the autonomy and governance capacity of local governments. While several empirical studies analysed the impact of fiscal decentralization on the economic growth of Vietnamese provinces, very few studies examined its impact on their social development. This study represents an initial effort to fill this gap. The empirical analysis applied the panel corrected standard errors (PCSE) estimation and stochastic frontier analysis (SFA) to an updated panel data of 63 Vietnamese provinces, spanning the period from 2011 to 2019. The results indicate a positive impact of fiscal decentralization on both economic and social development as well as efficiency of resource utilization for development targets. However, realizing the full potential of fiscal decentralization requires the fulfilment of certain conditions.  相似文献

The purpose of this study is to extend the empirical research concerning the impact of human resource management (HRM) practices on organizational effectiveness into the context of developing and transitional economy countries. From a survey of 137 cross-sector companies, it was discovered that there are five dimensions of HRM practices currently in use in Vietnam. Variation in the application of these dimensions can be partly traced to several organizational characteristics, but most salient is the perception of management on the value of human resources. In some dimensions, this variation constitutes a source of the difference in the perceptual company performance. These findings break new ground to propose a process for implementing HRM practices in Vietnam.  相似文献

Different policies are being promoted to increase the labour supply in ageing labour markets. This article presents the results of a large-scale survey carried out among Dutch employers into their management of the constraints presented by a tight labour market. Organizations take different measures in response to staff shortages, which can in fact be distinguished as four strategies. The first relates to the recruitment of new groups of workers: groups that traditionally were perhaps not a preferred choice. The principal measures in this strategy are the recruitment of women and ethnic workers, and to a lesser extent the elderly. The second strategy focused on increasing the labour supply of existing workers. Overtime, encouraging part-timers to work extra hours and a structural increase in the length of the working week were part of this strategy. The measures constituting the third strategy were of a different type. Generally, these measures were adopted in order to cope with temporary peaks. Work was outsourced, a recruitment agency used, and higher wages offered to try to fill a vacancy. The fourth strategy focused on substituting technology/capital for labour. Regression analyses is carried out to explain which strategies organizations use to deal with shortages.  相似文献
