民间金融与地方经济发展——温州融资模式的启示

由于我国现有金融体制的不足，无法满足私营中小企业和个体经济的融资需求，民间金融有其产生和存在的必然性和合理性。从温州发达的民间金融对其经济发展的作用和我国许多落后地区与温州改革前经济落后状况的雷同来看，我国现阶段应尽快建立健全民间金融制度和体系，以促进国民经济的快速发展。构建民间金融制度可分两步：首先承认民间借贷和各种会的合法地位，然后通过发展民营中小银行逐步取代它们。

Principles for a European Union''s Public Debt

The EU has neither the power to tax nor the right to run a public debt. We analyze if the EU should receive the right for public indebtedness. We make use of the normative theory of public indebtedness and of positive political economy analysis. Our normative analysis identified specific cases for an appropriate use of public indebtedness. According to the political economy analysis, a misuse of public debt may be possible. As the implementation of strict constitutional constraints can limit this misuse, we propose the assignment of a right to public borrowing to the EU within tight constitutional restrictions.     

美、德农业社会化服务提供的启示

美国的农业社会化服务主要由三个部分组成：农业公共服务体系、集体农业服务体系和私人农业服务体系。公司＋农场、公司＋农户以及合作供销是美国农业社会化服务的三种形式。德国的农业社会化服务体系在于农业专业合作社组织的成功发展,尤其是健全的农村金融服务体系,由一个具有三级层次结构的分权型组织组成,通过立法和提供一些优惠政策,政府在服务体系中起了重要作用。我国农业社会化服务体系的组成和服务形式与美、德十分相似,在推动农村经济发展方面却有一定差异,美国和德国农业社会化服务的经验对中国农业社会化服务的发展具有重要启示。     

“宪政转轨论”评析

中俄改革的比较研究 ,一直是新兴的转轨经济学关注的热点。1 998年俄罗斯爆发金融和经济危机 ,激进改革的支持者一度趋于沉寂。然而 ,从 1 999年下半年开始 ,俄罗斯经济出现转机 ,2 0 0 0年经济增长居世界第一 ,GDP增幅达 8 3 %。与此同时 ,中国经济改革进入攻坚的中期阶段。在这一关键阶段 ,渐进改革积累的矛盾日趋严峻 ,同时还面临加入WTO市场化改革滞后的外在压力。毫无疑问 ,中国经济仍要进行重大调整和改革。在这一背景下 ,国内外经济学界又在进一步探讨中俄改革的道路和方式问题。本文是对目前讨论的一个著名观点“宪政转轨”论进行分析和批驳。     

HEDONIC PRICING MODELS FOR VEHICLE REGISTRATION MARKS

Abstract.  This paper attempts to link Chinese numerology to the determination of vehicle registration mark (VRM) prices in Hong Kong through the hedonic pricing analysis. The values of different patterns of the numbers and Roman alphabet letters are examined. We find that there is a very strong preference for the number '8', that visually appealing patterns add great values to a VRM and that the non-transferable VRMs are more expensive than transferable ones. We also show that their prices move in tandem with the Hang Seng Index. The findings suggest that the government can raise revenue by auctioning off intangible assets containing alphanumerical identification marks.     

NONPROFIT EMPLOYEES' MACHIAVELLIAN PROPENSITIES

Nonprofit organizations are held to high ethical standards due to their charitable missions serving the common good. Incidents of fiscal mismanagement within the nonprofit sector make it relevant to assay the ethical principles of employees. This study examines the level of Machiavellian propensities of US nonprofit employees. Results indicate Machiavellian propensities do exist in certain nonprofit employees and these employees agree with questionable behavior. Policy makers and oversight agencies may find these results useful in developing corporate governance and accountability measures for nonprofit organizations. Furthermore, board of director members may use these results to monitor employee actions and address management training.
