Large corporations are coming under intense pressure to act in a socially responsible manner. Corporations have accepted this notion provided that it is exercised voluntarily. It has also been argued that corporations can do well by doing good, and that good ethics is good business. This paper presents an alternative viewpoint by demonstrating that while voluntary socially responsible conduct is desirable, it plays a rather small role in inspiring good corporate conduct. Instead, (a) it is the external economic-competitive conditions that define the parameters and opportunities for good corporate conduct; and (b) the values and traditions of the corporations, and their perceived risk in exploiting those opportunities, that influence the extent of a corporation's socially responsible conduct. The framework presented here analyzes certain market-competitive conditions, which determine the scope and direction of socially responsible corporate conduct, and the instruments available to society to enhance ethical corporate conduct. It suggests that from society's perspective, we should move away from the notion of corporate social responsibility and toward corporate social accountability. Most modern economies operate under conditions of imperfect competition where corporations gain above-normal profits, i.e., market rent, from market imperfections. Therefore, corporations should be held accountable for a more equitable distribution of these above-normal profits with other groups, e.g., customers, employees, etc., who were deprived of their market-based gains because of market imperfections and corporate power. Three approaches are suggested for measuring corporate accountability through corrections. Taxes on fats and sugar-sweetened beverages are deployed in the developed world to encourage healthier diets. How effective might such fiscal instruments be in emerging economies? We evaluate the impacts of a subsidy for palm oil, introduced as part of the public distribution system in three Indian states. Using variants of the difference-in-differences approach, we find that palm oil consumption increased, particularly in rural areas, as a result of the subsidy, and traditional oils were displaced by cheaper palm oil. However, the intervention did not significantly alter overall edible oil consumption. These results are robust to different specifications, alternative estimation samples, and the exclusion of households who may have been potential beneficiaries of other interventions. Impacts were higher in Tamil Nadu than in other states, and were higher for vegetarian households in rural areas. There was only weak evidence of spillover income effects on other food groups. Given India's dual burden of malnutrition, our analysis suggests that fiscal policy interventions have the potential to effectively nudge consumer choices towards healthier edible oil consumption. 相似文献

We analyse the school participation decision of children between 13 and 18 years in Indonesia using the 1992 SUSENAS household survey. Our focus is on which household factors determine enrolment and delayed enrolment. We use the multinomial fixed effect model where the cluster-specific fixed effects correct for any regional-specific factors that may influence the demand for education. The model is estimated by conditional maximum likelihood. We find that parent's education has a positive effect on enrolment, where the effects are stronger for boys than for girls. On the other hand, literacy of parents has stronger effects on the girls education than on the boys'. The model without fixed effects is rejected against the model with fixed effects. Hence, omitting regional variation in the model would have led to biased estimates. 相似文献

In this paper, we explore how a large organization, operating in a mature, asset-intensive industry, used the social system of a key supply chain to generate significant improvement in operating performance (e.g., inventory turnover ratio improved from 0.8 to 3.2 in 5?years). A case study approach was used to study a steel rail supply chain involving an Australian railway company as the focal company. This supply chain consisted of two other companies: a steel manufacturer and a bulk transporter. Multiple forms of data were collected and analyzed, including models and process maps of the supply chain, published and internal documents, Enterprise Resource Planning system reports, and in-depth interviews of 31 key personnel involved in the supply chain. We found that the organizations had invested heavily in formal systems, such as governance processes and information technology systems. However, it was the informal mechanisms across and within the social system which made the greatest contribution to the resulting improvements. This suggests that organizations may be able to achieve significant operating performance outcomes at far lower cost and in shorter time frames by working through the existing social systems instead of focusing excessively on formal governance and IT systems. 相似文献

Environmental degradation and extractive industry are inextricably linked, and the industry’s adverse impact on air, water,
and ground resources has been exacerbated with increased demand for raw materials and their location in some of the more environmentally
fragile areas of the world. Historically, companies have managed to control calls for regulation and improved, i.e., more
expensive, mining technologies by (a) their importance in economic growth and job creation or (b) through adroit use of their
economic power and bargaining leverage against weak national governments, regional and international regulatory bodies. More
recently, the industry has had to contend with another set of challenges that involved treatment of indigenous people and
their traditional land rights, fair treatment of workers, human rights abuses, and bribery and corruption involving local
officials and political leaders. These challenges currently fall outside the traditional areas of regulation and control.
Nevertheless, they pose serious threat to the industry’s business practices because of their global scope, threat to company’s
reputation, and long-term risks of political instability leading to increasing cost of capital. Industry has responded to
these challenges by creating voluntary codes of conduct that would signify their intent to comply with higher standards of
conduct, and assuage public opinion that no further action is called for. These codes, however, lack any monitoring mechanism
and reporting integrity to assure the public that the industry members are indeed meeting their commitments. Consequently,
pressure on the industry continues unabated and with ever increasing calls for mandatory regulation and oversight. This article
examines the activities of one mining company, Freeport-McMoRan Copper & Gold, Inc., which has taken a radically different
approach in responding to these challenges at its mining operations in West Papua, Indonesia. While cooperating with industry-based
efforts of voluntary codes of conduct, Freeport also initiated a radically different response through its own voluntary code
that would directly focus on issues of human rights, treatment of indigenous people on whose traditional land its mine was
located; economic development and job creation and, improvements in health, education, and housing facilities, to name a few.
Additionally, the company earmarked large sums of money and involved representatives of the indigenous people in their management
and disbursement. The company took an even more radical action when it committed itself to independent external audits of
the company’s compliance with the code, and that these findings and company’s responses would be made public without prior
censorship by the company. We analyze the nature of corporate culture, vision and risk-taking propensities of its management
that would impel the company to embark on a high risk strategy whose outcomes could not be predicted with any degree of certainty
before the fact. The parent company also had to confront discontent among the management ranks at the mine site because of
cultural differences and management styles of expatriates and local (Indonesian) managers. Finally, we discuss in some detail
the extensive and intensive character of a two phase audit conducted by the outside monitors, their findings, and the process
by which they were implemented and reported to general public. We also evaluate the strengths and challenges posed by such
