Modularity is an important concept in evolutionary theorizing but lack of a consistent definition renders study difficult. Using the generalized NK-model of fitness landscapes, we differentiate modularity from decomposability. Modular and decomposable systems are both composed of subsystems, but in the former, these subsystems are connected via interface standards, while in the latter, subsystems are completely isolated. We derive the optimal level of modularity, which minimizes the time required to globally optimize a system, both for the case of two-layered systems and for the general case of multi-layered hierarchical systems containing modules within modules. This derivation supports the hypothesis of modularity as a mechanism to increase the speed of evolution. Our formal definition clarifies the concept of modularity and provides a framework and an analytical baseline for further research. 相似文献

Participatory arrangements have become a popular way of addressing modern challenges of urban governance but in practice face several constraints and can trigger deep tensions. Facilitative leadership can play a crucial role in enabling collaboration among local stakeholders despite plural and often conflictual interests. Surprisingly, this style of leadership has received limited attention within debates linking urban governance and participatory democracy. We summarize the main insights of the literature on facilitative leadership and empirically develop them in the context of participatory urban governance by comparing recent participatory processes in two Italian cities. Whereas in one city facilitative leadership gradually emerged and successfully transformed a deep conflict into consensual proposals, in the other city, participatory planning further exacerbated pre‐existing antagonism, and local democratic culture was only later slowly reinvigorated through bottom‐up initiative. These diverging pathways explain how facilitative leadership is: (1) important for making things happen; (2) best understood as situated practices; (3) an emergent property of the practices and interactions of a number of local actors and (4) a democratic capacity for dealing with continuous challenges. There is a general sense of urgency that major technological transitions are required for sustainable development. Such transitions
are best perceived as involving multiple transition steps along a transition path. Due to the path dependent and irreversible
nature of innovation in complex technologies, an initial transition step along some preferred path may cut off paths that
later may turn out to be more desirable. For these reasons, initial transition steps should allow for future flexibility,
where we define flexibility as robustness regarding changing evidence and changing preferences. We propose a technology assessment
methodology based on rugged fitness landscapes, which identifies the flexibility of initial transition steps in complex technologies.
We illustrate our methodology by an empirical application to 2,646 possible future car systems.

Next generation access networks are expected to bring ubiquitous broadband access and have attracted interest of municipal governments. This paper investigates the support by municipal authorities for the rollout of such a city-wide wireless broadband access network. Different business cases for 3G and WiFi operators are developed and it is indicated how to model the specificities for commercial versus public players. Furthermore, a game theoretic approach is used to investigate the investment options of the municipal player. It is shown that a partnership between a commercial and public player is the most likely investment strategy. However, bringing more players into the competitive environment reduces the intention of the commercial partner to engage in the public–private partnership (PPP). 相似文献

Although marketing scholars have emphasized both the importance of internal learning mechanisms and of external learning through supply chain partners research findings on how these factors influence each other are merely lacking. Analyzing survey data of 182 industrial firms, we examine how information provision by upstream and downstream supply chain parties moderates the effect of internal deliberate learning mechanisms on value innovation ability. Results of the PLS analysis suggest that internal learning mechanisms and external information exchange do not always work symbiotically.
