电子商务:经济发展的新税源

随着我国电子商务行政管理机构的确立,我国电子商务发展已经初具规模,政策法规已初步完善.预计十五期间,网络规模将迅速发展,电子政务将迅速普及,数字化生活将迅速推广,电子商务将成为21世纪人类信息世界的核心、新型的经济贸易形式和新的经济增长点,也必将成为税收制度建设的新税源.     

Firm-level interactions between exporting and productivity: Industry-specific evidence

This paper investigates interactions between exporting and productivity at the firm level, using a panel of firms in the UK chemical industry. This is both highly technology intensive and the UK’s largest exporting sector. We find exporters are more productive than non-exporters, but are also on average smaller. This superior productivity performance among exporters appears to be caused by both self-selection and learning-by-exporting effects. In contrast to other studies, we find learning effects are significantly positive among new entrants, weaker for more experienced exporters and negative for established exporters. JEL no. 论我国农业区域结构调整

我国农业区域结构中存在结构趋同，比较优势不能发挥，资源环境破坏严重等问题，产生这些问题的主要原因是市场经济不发达，宏观调控体系不健全等。这对全国农业统一大市场的形成，对建立社会主义市场体系是极炒利的。我们必须对我国农业区域结构进行合理调整。     

Finding Pareto Optimal Insurance Contracts

This paper deals with on-line computation—or step-wise learning—of Pareto optimal insurance contracts. Our approach tolerates that the loss distribution might be unknown, intractable, or not well specified. Thus we accommodate fairly inexperienced parties. Losses are here simulated or observed, one at a time, and they cause iterated revisions of the premium. The mechanical and global nature of probability calculus thereby yields to more tentative, myopic procedures, possibly closer to how humans operate or reason in face of risk. Sequential revisions may also reduce the expense of insurers' time and money in seeking sufficient statistics. Emphasized below is the remarkable simplicity and stability of the resulting adaptive procedures. Special attention goes to catastrophic risks, and to subsidized or competitive insurance.
