A New Form of Chinese Human Resource Management? Personnel and Labour‐Management Relations in Chinese Township and Village Enterprises: A Case‐Study Approach

Township and Village Enterprises (TVEs) in China have in the last decade played an increasingly important role in the Chinese economy, employing over 120 million workers. This article examines their human resources, personnel and labour‐management relations, based on in‐depth case studies of a selected number of TVEs located in southern China, reflecting the influence of diversification, local labour‐market conditions and marketisation.     

Migration Intermediaries and Codes of Conduct: Temporary Migrant Workers in Australian Horticulture

Over recent decades, developments in network governance have seen governments around the world cede considerable authority and responsibility to commercial migration intermediaries for recruiting and managing temporary migrant labour. Correspondingly, a by-product of network governance has been the emergence of soft employment regulation in which voluntary codes of conduct supplement hard (enforceable) legal employment standards. This paper explores these developments in the context of temporary migrant workers employed in Australian horticulture. First the paper analyses the growing use of temporary migrant labour in this industry. It then describes how different types of intermediaries interact with this workforce. The paper then outlines both hard and soft employment regulations, and contrasts them with actual employment conditions, questioning how a network governance approach has affected this vulnerable workforce. The paper concludes that changes in network governance of migration and employment relations have emasculated formal legal regulation, leaving market forces to operate without effective or ethical constraints at the expense of the public good.     

On globalization ‘with Chinese characteristics’?

This Commentary looks at Globalization ‘with Chinese Characteristics’ (quanqiu hua yu zhongguo tese) as revealed through the lens of President Xi Jinping’s recent speech to the World Economic Forum in Davos, Switzerland in January, 2017. In this, he sets out a positive role for the PRC in the ‘Globalization’ stakes. He also puts himself forward as ‘Expert’, rather than ‘Red’, in the ongoing polemic on the benefits of further reductions in barriers to doing business. But whether this may be taken at its face value remains to be seen. Whilst the Chinese appear to promote more of ‘Globalization’ and the Americans seem to retreat from the model, the world economic community may well suspend its judgement.
