GPs as firms: Creating an internal market for primary care

Outsiders are often amazed at the lack of contact and communication between general practitioners and other members of the primary care team on the one hand, and the rest of the national health service on the other. One way to help close the gap and improve services generally would be to provide GPS with appropriate incentives.     

Globalization,employment relations and human resources indicators in ten developed market economies: international data sets

This paper provides statistical information on internationalization, human resources and labour market outcomes in ten important developed market economies (DMEs). Such data are useful for practitioners and academics who are interested in international HRM. The article's aim is to provide easily accessible statistical tables of selected characteristics, which can be used to draw initial comparisons between countries and to test competing accounts of the impact of globalization on national patterns of employment relations. It includes standard sources so readers can elaborate and update these data.     

Public spending and old age

With the elderly, as with other beneficiaries of the welfare state, need seems to rise faster than available resources. A closer look at the precise nature of the need can lead to a better balance between cash payments and service provisions. And, in the end, quite modest proposals can lead to significant benefits.     

Corporate strategy financialized: Conjuncture,arbitrage and earnings capacity in the S&P500

The conjuncture that ushered in the era of shareholder value served to embed capital market expectations into corporate governance aligning management and shareholder interests. Market arbitrage focussed on modifying contractual relations with stakeholders to extract a (higher) return on invested capital. In this article we focus on cash earnings on capital employed generated by the S&P 500 survivor group of firms covering the period 1990–2008. We use this financial data to construct three complementary perspectives on corporate financial performance: firm, firm-relative and macro. Within this framework the financial numbers and perspectives are analogous to a ‘hall of mirrors’ where ambiguity and contradiction are in play frustrating straightforward performative narratives that connect purpose with financial transformation an era of shareholder value.     

From welfare state to entitlement programmes

This paper reviews the record on the development of the welfare state. The Beveridge model though world famous had few imitators and insurance based models were more common. The irony of development was that the United States which had the greatest resistance now has the most severe problem with rising spending. From 1990 onwards there was a phase of reform with three there key variables in play, concern about competitiveness (Germany), the power of recipients of entitlement programmes (US) and concerns about work incentives (UK). The recession has made the problem of containing welfare spending more urgent but the political resistance has increased. The welfare state, the consensus programme for social solidarity of the twentieth century was set to be he focus for political conflict and social division in the 21st century.     

The forgotten employees? The experiences of expatriate staff returning to the UK

This article reports on the experiences of a group of expatriate UK managers and professionals who have recently returned to the UK from foreign assignments. A brief review of the literature in this field is presented and the findings of a questionnaire survey of 124 ‘returnees’. The data show that many expatriates face difficulties upon their return in terms of their career prospects, psychological well-being and general adaptation to life back home. The paper goes on to suggest ways in which these transitions can be managed more effectively by organizations and individual employees. It concludes by proposing directions for future research.

The outcome of the Athens and Brussels summits was a cruel disappointment for all European optimists. The brunt of the consequences of this diplomatic failure will be borne by the Common Agricultural Policy. Is it now time to write its obituary?     

An empirical analysis of air pollution emissions policy for the U.K. residential sector

In this paper an analysis of the U.K. government's air pollution emissions policy for the residential sector is undertaken. The analysis covers emissions arising from water and space heating, electric appliances and cooking appliances. Using an integrated economic-engineering model, the effects of the Energy Savings Trust and the imposition of Value Added Tax on residential fuel will be evaluated in terms of energy consumption and pollution emissions. It is found that the initial proposed policy was not sufficiently stringent to meet the government's environmental objectives, and that subsequent events have undermined the government's programme even further. Unless alternative policies are introduced, emissions from the residential sector will play an important role in jeopardizing the ability of the U.K. government to meet its international obligations.
