Fulfilling its promise? Strategic public procurement and the impact of equality considerations on employers’ behaviour in Scotland

ABSTRACT

Public administration is an important force influencing equality in today’s society. Like budgetary choices, public procurement has increasingly gained attention as a means to promote equality. Yet, there are important gaps in knowledge, especially regarding how equality requirements in public procurement affect company behaviour. This paper sheds first light on the impact strategic public procurement has on employers’ behaviour. Based on empirical research, this paper highlights that companies perceive a limited prevalence of equality stipulations in Scottish public procurement practices and raises doubts about the impact of public procurement practices to create a successful business case for equality.     

The Development of a Process for Evaluating Marketing Sponsorships

Despite the increasing resources being allocated from marketing budgets to sponsorship, effective evaluation is relatively rare, and sponsorship evaluation methods are often proprietary in nature. This paper reports on a research project designed to develop a process model for evaluating sponsorships. An initial version was conceived from agency theory, the evaluation literature, and sponsorship writings. This draft was then assessed by sponsorship experts during a series of 14 in‐depth interviews. Based on these analyses, a final version of the process model was proposed. The revised version was then adopted to evaluate—as a demonstrative example—a specific sponsorship. Results of this case and recommendations for future research and practice in sponsorship evaluation are presented. Copyright © 2011 ASAC. Published by John Wiley & Sons, Ltd.     

Agricultural Economics and Rural Development: Marriage or Divorce? Presidential Address

Rural development is a growing field of interest, both in policy and conceptual terms. However, it is sometimes loosely defined, and statistical information is therefore often confusing. This paper attempts to clarify some of the concepts involved, and then to explore the relationship between the study of rural development and that of agricultural economics. It is argued that much would be gained by a clearer separation between the economics of land, covering its environmental aspects as well as food production, and that of the rural population and economy. Links between the two certainly exist, but are better recognised individually, by analysts and policymakers alike.     

The Public Interest in Converging Communications

The convergence of broadcasting, telecommunications and computing raises the question of whether the converged markets will continue to meet the public interest. That interest is in seeing the full potential benefits of convergence – including benefits to the economy, to consumers and to society. Neither the marketplace, nor external regulation of the marketplace, will online deliver those benefits to the fullest possible extent. The BBC's role is more important than ever, in helping to ensure that the powers of digital technology are harnessed for the benefit of all.     

Disrupted work: home‐based teleworking (HbTW) in the aftermath of a natural disaster

Natural disasters disrupt the nature of work, promoting an urgent review of where work is performed. Home‐based telework (HbTW), a common form of telework, is increasingly promoted as a means to ensure continuity of operations in an emergency situation. While widely advocated, little is known of the challenges and outcomes of HbTW when employed in disaster situations. This article explores the organisational and employee experiences of HbTW in the aftermath of a disaster, drawing on data from over 240 public sector workers and their managers who worked from home following a series of earthquakes in Christchurch, New Zealand. Findings point to critical factors shaping the experiences and outcomes of HbTW in disaster situations. Significant variation in the experiences and perceptions of HbTW for team leaders highlights their pivotal role and heightened pressures to maintain control in complex disaster situations.     

A note on the computation of inequality constrained least squares estimates

We derive the implications of the Kuhn-Tucker conditions for the inequality constrained least squares problem. A novel implication is that if each imposed constraint fails if individually relaxed, at least one will fail if any number are relaxed jointly.     

Federal Home Loan Bank Lending to Community Banks: Are Targeted Subsidies Desirable?

The Gramm-Leach-Bliley Act of 1999 amended the lending authority of the Federal Home Loan Banks to include advances secured by small enterprise loans of community financial institutions. Three reasons for the extension of this selective credit subsidy to community banks and thrifts are examined, including the possible need to: subsidize community depository institutions, stabilize the Federal Home Loan Banks, and address a market failure in rural markets for small enterprise loans. We empirically investigate whether funding constraints impact the small-business lending decision by rural community banks. We estimate static and dynamic models of small-business lending by community banks. The data reject the hypothesis that access to increased funds will increase the amount of small-business loans made by community banks.
