In July 1980, the UK government set into motion a programme of reform for telecommunications. The British Telecommunications Act 1981 maintains British Telecom's exclusive privilege but provides for market entry in network transmission, services and attachments. The process continues with a new Telecommunications Bill, currently being considered by Parliament, which will make shares available to the public and allow for the creation of a new Office of Telecommunications (OFTEL). The telecommunications world is being swept by technological and national regulatory changes. The international telecommunication institutions — the ITU, INTELSAT and CEPT — were founded in times when technological trends were more stable and national regulation was more homogeneous. How will they cope with these new changes? In an era of growing heterogeneity, the ITU may need to look increasingly beynd itself to maintain its centrality. Meanwhile, INTELSAT faces challenges from new market entrants and a more flexible approach to new technological and commercial imperatives in satellite and cable services. The EEC is awakening to the need for institutional change within Europe and this is already having an impact on CEPT. It is concluded that to survive and to maintain relevance the existing international institutions will need to initiate changes or face a loss of authority to other institutions such as OECD and EEC. 相似文献

In this article we offer a new econometric approach to the evaluation of information content within labor markets. We define ignorance as the difference between the wage (price) individuals earn (pay) with full information and the wage (price) they actually receive (pay) given their limited information stocks, and we make use of a frontier production function approach to measure ignorance for various markets. Our empirical results are highly consistent with the analytical results in six areas of search theory. Furthermore, our results suggest a new interpretation of the role of unions. 相似文献

Initial Association to Advance Collegiate Schools of Business International accreditation involves a process of pairing mentor and host schools to provide guidance and feedback on the congruence of the host school with the accreditation standards. The mentor serves as the primary resource for assisting the host school in identifying gaps with the standards, and the development and implementation of an initial self-evaluation report to detail steps to meet the standards. Matching mentors and host schools to encourage an effective relationship over a 5-year period would seem to be critical to achieving initial accreditation. In the present study, eight factors related to matching the mentors and host schools were identified. Results revealed only two significant differences between host business schools and mentors, indicating that the process is working well. Based on the results, ways to sustain and enhance the mentor–host school relationship are discussed. 相似文献

Despite a more rapid increase in female work behavior in the 1970s than in the 1980s, the male-female wage gap in the 1970s narrowed one-eighth as quickly as in the 1980s. This paper uses 1972 through 1988 Panel Study of Income Dynamics data to explain why women's wages rose less quickly in the 1970s. It illustrates how new female labor market entrants in the 1970s brought down mean female wages, thereby driving down female wage growth. This decline played itself out in the 1980s as the relative growth in female labor market entrants diminished and as the proportion of women's potential work years actually worked increased. 相似文献

We examine the effect of California paid family leave (CPFL) on young women's labor force participation and unemployment, relative to men and older women. CPFL enables workers to take at most 6 weeks of paid leave over a 12‐month period in order to bond with new born or adopted children, or to care for sick family members or ailing parents. The policy benefits women, especially young women, as they are more prone to take such a leave. However, the effect of the policy on overall labor market outcomes is less clear. We apply difference‐in‐difference techniques to identify the effects of the CPFL legislation on young women's labor force participation and unemployment. We find that the labor force participation rate, the unemployment rate, and the duration of unemployment among young women rose in California compared to men (particularly young men) and older women in California, and to other young women, men, and older women in states that did not adopt PFL. The latter two findings regarding higher young women's unemployment and unemployment duration are unanticipated effects of the CPFL program. The study examines whether corporate carbon risk exposure is associated with financial reporting quality and whether voluntary carbon disclosure mediates the relationship. We analyze data drawn from firms traded on the Johannesburg Stock Exchange (JSE), for the period 2011 to 2015. We document robust evidence that firms with higher carbon risk exposure tend to provide financial statements of poorer quality (i.e., direct effect) and this association is partially mediated through voluntary carbon disclosure (i.e., indirect effect). The overall negative association between corporate carbon risk exposure and the firm's financial reporting quality is partly explained by the quality of voluntary carbon disclosure. 相似文献
