目前我国对绿色生态城区建设的指标体系与评价标准主要关注的还是项目在规划设计阶段的技术目标,虽然评价内容可以分为规划设计评价、实施运管评价两个阶段,但具体的评价体制并未能提供城区在运营阶段的实际碳排放量值的定量评价。要对绿色生态城区在运营阶段对城市整体低碳发展的碳排放减缓贡献有明确的监控方法,必须要建立我国城市绿色生态城区运营阶段温室气体特别是碳排放量的测量、验证与报告(MVR-Monitoring,Verification,Reporting)管理体制。梳理目前有关城市碳排放量度监控方面提出相关的方法,再通过对城区建设管理流程和责任主体的分析,提出一套运营阶段碳排放量测量、验证与报告体制建议。管理体制包括针对我国城区尺度建设项目的 7个排放板块,提出对每个板块的报告主体、核算物理边界、核算周期、核算气体种类、核算运行边界、数据获取方式以及报告指标等要求。同时,为了保障实施,建议明确执行主体层级结构和报告关系,包括对各主体在项目生命周期不同阶段的要求,建立责任约束效应的测量、验证与报告保障制度。  相似文献

Changes in the exchange rate have direct and indirect effects on the prices of domestically produced goods and imports in the domestic market. The direct effects originate with the impact of the exchange rate on the marginal cost of imports; the indirect effects, with its impact on the price of materials used by domestic producers and hence on their marginal costs. Direct and indirect exchange rate pass-through elasticities are estimated for 37 Canadian manufacturing industries and their determinants are examined in a cross-section analysis. It is found that the direct and indirect elasticities are approximately equal in size for domestic goods, while the direct effect is dominant for imports. For a small number of industries, the net result of the direct and indirect effects is that a depreciation of the domestic currency increases the competitiveness of imports, contrary to conventional analysis. Important determinants of the direct (indirect) elasticities are the import share and non-tariff barriers (the responsiveness of domestic costs to changes in the exchange rate, and concentration).  相似文献

Abstract . It is the purpose of this paper to examine critically the choice of “zero discharge” as me ultimate goal of our federal water pollution policy and to demonstrate that a goal of 90 percent removal of pollutants from effluents of urban areas will be more economically efficient. Our results indicate that in reaching “Zero discharge,” there is a minimal return in water quality for urban areas which are located on large bodies of water. The final conclusion is that the substantial resources, which would be required to surpass the level of 90 percent removal of pollutants, could be employed more effectively in other social programs.  相似文献

This paper examined climate change adaptation strategies in fish farming and the effect of such methods on the profit of fish farmers in the Niger Delta region of Nigeria, Africa’s most populous country. Using cross‐sectional data obtained from 420 fish farmers from the region and applying multivariate probit and instrumental variable regressions, the study found that fish farmers have adopted a broad range of strategies to address climate risk and that these have significantly increased farmers’ profit. Our findings indicated important relationships between certain farm, socio‐economic and institutional characteristics and the adaptation actions. The study provides useful insight into factors that potentially encourage the adoption of livelihood‐enhancing climate risk adaptation strategies by fish farmers in the Niger Delta region and similar contexts.  相似文献

Building on the Porter hypothesis, which posits that regulatory stringency triggers innovation and thereby allows firms to achieve the dual purpose of environment protection and enhanced business performance, the present research develops an integrative model that explores the determinants of green innovation with a focus being placed on knowledge sharing. Data were collected from 203 green innovation project leaders from electronics manufacturers operating in China. The results indicate that knowledge sharing mediates the relationship between green requirements and new green product success as well as that between green requirements and green product and process innovations. Interestingly, the empirical analysis rejects the hypothesized positive influence of green requirements on green product and process innovations as well as that on new green product success, while confirming that there exists a direct and positive association between green requirements and knowledge sharing. The direct positive impact of knowledge sharing is the strongest on green process innovation. This study provides a theoretical basis for investigating the possible determinants in the causal links between green requirements and green innovation success and establishes that knowledge sharing and green process innovation may be the points where leverage can be applied to best secure innovation success. Implications of the findings on environmental policy and law design are also discussed to see how the regulatory role of the government can be better positioned to facilitate compliance and innovation. Pressure continues to build on the operations management function to facilitate system and firm level benefits. In the online marketplace, one area of growing interest is that of product returns. Though commonly viewed as a cost center from an operations perspective, operations’ actions have the potential to strongly influence future customer buying behavior in several ways. Using an archival database of actual purchase and returns history provided by a moderately sized online retailer, this study examines the relationship between a customer's experience of product returns, and subsequent shopping behavior. Employing transaction cost, consumer risk, and procedural justice theories, we demonstrate that the returns management process, rather than being regarded as an afterthought to the production and deployment of goods, can significantly and positively influence repurchase behavior. Additionally, we provide evidence that certain customers should be considered for prioritization in the returns process. We suggest ways through which operations managers can take care in discharging their responsibilities in this area – to make returns processing more than simply a “necessary cost of doing business” rather, using it to their advantage in engendering repeat and increased purchase behavior.  相似文献

In 2006, bus rapid transit (BRT) swept across South African cities. Within three years of learning of the Bogotá model of BRT, Johannesburg's Rea Vaya opened, followed shortly by Cape Town's MyCiTi, while several other cities are at various stages of planning and implementation. This article traces the circulation of BRT across the South African urban context to expose the multiple and varied temporalities through which BRT came to appear as the only available solution. These earlier encounters, which include the first published discussion of BRT in South Africa in a 1973 conference report, study visits to Curitiba in the 1990s and a failed attempt to implement a Bogotá‐style BRT system in Cape Town in 2003, were instrumental in creating a fertile ground for later adoption practices. While it may appear as if circulated policies shorten the gestation time from policy introduction to policy adoption, these repeated attempts to implement circulated innovations ensure that the turnover only seems accelerated. This article unravels the story of BRT adoption, departing from the theoretical discussions of the policy circulation process as a rapid phenomenon, instead demonstrating that it is gradual, repetitive and at times delayed.  相似文献
