金融机构市场退出的法律问题研究

金融机构市场退出法律制度是金融生态的有机组成部分，其健全与否会严重影响金融生态的和谐发展。然而，我国当前却缺乏规范、有效的市场退出法律制度，特别是金融机构接管、撤销、破产三大法律规范存在严重缺憾，亟待加以完善。     

公允价值的引入对投资性房地产核算的税务影响

新会计准则对企业的税务影响主要是相对影响,着重表现在对企业所得税费用的影响,但也有绝对影响,即对应纳所得税额的影响。本文结合实例分析新会计准则在投资性房地产等业务处理上适度引入"公允价值"作为会计核算计量模式后的税务影响。

我国的城市公用事业由于投资主体单一、缺乏竞争、效率低下、服务质量差等特点，急需实行民营化以激活民间资本，提高公共产品的供给效率。本文分析了城市公用事业的现状、民营化趋势、民营化模式以及政府的管制政策。     

Estimating the Impact of Transgenic Bt Cotton on West and Central Africa: A General Equilibrium Approach

West and Central Africa (WCA)’s cotton sector is experiencing rising production costs and lower yields, reversing decades of growth. Declining input use, soil fertility and inefficient chemical pest controls are contributing factors. We evaluate the potential impact of Bt cotton on WCA using a multiregion general equilibrium model and multicountry estimates of Bt-induced productivity. We find that Bt cotton raises growers’ returns, land value and welfare. Released labor from cotton is shifted to food crops hence reducing labor shortage constraints. Overall, results indicate that potential gross benefits from Bt cotton are substantial for WCA cotton sector, and that the economic costs of nonadoption are equally significant.     

Where have all the traditional classroom settings gone?—The use of large scale, public sector projects to illustrate a multidisciplinary approach to problem solving

This work describes the evolution and potential of an elective course for students who have already been exposed to the standard techniques of problem solving as presented in traditional courses. Students apply these techniques to large scale problems in directed mullidisciplinary project teams. In doing so, they are provided with a unique learning experience allowing them to serve as a resource to the community. Course projects described here include the promotion of a railing retail district; the formulation, implementation and monitoring of litter reduction strategies; the economic evaluation of using inmate labor to clean public areas; and economic comparisons of recycling strategies for used tires.     

Risk Management Using Quasi–static Hedging

In this paper, we try to develop a comprehensive theory of risk management for illiquid trading instruments and exotics by examining the consequences of a quasi–static hedging strategy. In contrast to a static hedging strategy, in which an initial hedge once executed is kept in place for the life of the trade, and a dynamic hedging strategy, in which hedges are frequently adjusted over the life of the trade, a quasi–static hedging strategy utilizes hedge adjustments but tries to minimize the frequency. Almost all the examples studied in the framework introduced here take this minimization to the extreme by limiting hedge adjustments to at most one during the life of a trade. We examine the application of this approach to long–dated forwards, long–dated options and exotic options such as cliquet and barriers. The model we present for barriers is a new generation of the Derman–Ergener–Kani approach which combines the flexibility of the approach with a sizable increase in model independence.

公共部门效率理论及实践

目前比较流行用“经济人”概念分析政府行为,但吴俊培教授在《公共部门效率理论及实践》一文中认为,把政府假设为“经济人”是不真的,在市场经济中,“经济人”是“人”的一部分,但不是全部。政府和市场一样,应该是“经济人”和“非经济人”的统一。公共部门效率不应该是纯粹经济学意义上的效率,其职责的主要目标是维持社会的公正和正义。在实践中,政府为了完成国内生产总值(GDP)的增长,甚至有招商引资的任务。这种做法不是淡化而是强化了部门利益,与公共部门的职能定位是不相符的。     

罕见的怀孕犀牛化石

9月29日,山东山旺国家地质公园古生物化石陈列馆展出一件世界罕见的长2.7米、高1.7米,怀有身孕的无角犀牛化石。这件怀胎待产的犀牛化石是在保护地质遗迹、修建硅藻土页岩剖面时发掘出土的世界上第一件完整而又怀孕的犀牛化石,距今约1800万年。上世纪七八十年代山旺山东鸟、齐鲁泰山鸟等鸟类化石的发现,填补了中新世时期的空白,从而成为国际上中新世生物建阶的重要依据,被称为“世界古生物化石宝库”。2001年末,“山旺国家自然保护区”被批准为国家地质公园后,国家先后投入2000万元对1.2平方公里的山旺国家地质公园核心区域的地质遗迹进行了…
