This paper evaluates the two well-known final waste disposal methods, incineration and landfilling. In particular we compare the social cost of two best-available technologies using a point estimate based on private and environmental cost data for the Netherlands. Not only does our comparison allow for Waste-to-Energy incineration plants but for landfills as well. The data provide support for the widespread policy preference for incineration over landfilling only if the analysis is restricted to environmental costs alone and includes savings of both energy and material recovery. Gross private costs, however, are so much higher for incineration, that landfilling is the social cost minimizing option at the margin even in a densely populated country such as the Netherlands. Furthermore, we show that our result generalizes to other European countries and probably to the USA. Implications for waste policy are discussed as well. Proper treatment of and energy recovery from landfills seem to be the most important targets for waste policy. Finally, WTE plants are a very expensive way to save on climate change emissions. 相似文献

A bstract This paper provides a few historical notes on government involvement in health, followed by a summary of the theoretical arguments that economists offer in its support. Irving Fisher's views and recommendations about health are examined in the light of today's perceptions concerning health, health economics, and health policy. The wide variety of roles that the U.S. and other governments currently play in health is reviewed, and the ability of economics to explain these roles is assessed. The consequences of government involvement for the health of populations, for expenditures on health care, and for political and social stability are examined. Using generalized impulse response functions, this study tests for the trade J‐curve for three transitional central European countries – the Czech Republic, Hungary, and Poland – in their bilateral trade with respect to Germany. Our findings suggest that for each country there are some characteristics associated with a J‐curve effect: after a (real or nominal) depreciation the export‐to‐import ratio briefly drops to below its initial value within a few months and then rises to a long run equilibrium value higher than the initial one. 相似文献

This paper examines the 205 insolvent thrifts that were resolved in 1988 and assesses the cost savings obtained by selling
179 of the institutions through assisted acquisitions rather than liquidating them. It is hypothesized that the cost savings
were determined by factors related both to the future viability of the acquired institution and the particulars of the deal
arranged by the Federal Home Loan Bank Board and the Federal Savings and Loan Insurance Corporation. The added value by selling
a thrift is determined primarily by the level of core deposits obtained by the acquired thrift. However, the branch structure
and purchased mortgage-servicing rights should also add franchise value to the firm. In addition to these factors, the analysis
accounts for the tax benefits and other regulator forbearances associated with the deals. Other characteristics of the deals
are also considered. It is found that core deposits, tax benefits, purchased mortgage-servicing rights, average branch size,
and type of acquirer, as well as some other factors, were significant determinants of the cost savings obtained through selling

More ethics research needs to explore the global differences in ethical evaluations. This study explored the relationships among nationality, teleological evaluations, ethical judgments, and ethical intentions using a sample of 222 American and Spanish business professionals. The path analysis indicated that teleological evaluations were related to ethical judgments and that both ethical judgments and teleological evaluations were related to ethical intentions. Executive nationality was related to teleological evaluations and ethical intentions with American individuals having higher teleological assessments and intentions to act ethically than the Spanish individuals. These findings have implications for global companies, which are presented along with the study's limitations and future research suggestions. 相似文献

The emerging concern about software piracy and illegal or unauthorized use of information technology and software has been
evident in the media and open literature for the last few years. In the course of conducting their academic assignments, the
authors began to compare observations from classroom experiences related to ethics in the use of software and information
technology and systems. Qualitatively and anecdotally, it appeared that many if not most, students had misconceptions about
what represented ethical and unethical behaviors in these realms. Clearly, one can argue that if college students are uncertain
about what constitutes appropriate and inappropriate behavior then this uncertainty will be carried forward into their workplaces
upon graduation. Furthermore, if their workplaces don't provide ethics training as a component of a new employee orientation
program, one can project a potential for unintentional violations and infringements of copyrights and law in the field. This
study was conducted among graduate and undergraduate students to gain insight into their attitudes, perceptions and understanding
of some of the relevant ethics issues. A questionnaire of 11 statements was employed that described ubiquitous but most likely
unethical (or surely dubious) behaviors in the prevailing business and academic environments. Each respondent was asked to
evaluate each statement twice (once for “self” and once for “colleague”) on a five-option highly ethical (5) to neutral (3)
to highly unethical (1) scale. The statements were worded such that lower instrument score was associated with higher ethical
responses. The questionnaire's two-part structure was designed to solicit honest answers. The encouraging learning from this
study was that the overall sample and its various sub-samples did not consider any of the eleven behaviors to be “ethical”
or “highly ethical.” It was also encouraging to note that the overall sample and all sub-samples considered “highly unethical”
those behaviors associated with personal privacy or property or outright theft. This indicated that moral judgment and probity
prevail. The discouraging learning was that behaviors associated with the use of enterprise property were viewed as “neutral”
i.e., neither “ethical” nor “unethical.” These findings suggested confusion and lack of clarity and definition around workplace
deportment as it regards ethics in software and information technology use. The current study suggests that additional research
needs to be conducted to define and clarify the issues, which in turn can form the basis for programs to rectify or at least

This study examines how two dimensions of strategic orientation (customer and competitor orientation) influence logistics and market performance. Two capabilities, operational flexibility and collaboration, are studied. Data were collected from manufacturers working with third party logistics providers. The findings suggest that customer and competitor orientations have different influences upon performance when leveraged through the capabilities. Competitor orientation, while having a detrimental direct effect on logistics performance, appears to be the better strategic approach, when supported with operational flexibility since it results in enhanced logistics (efficiency) and market (effectiveness) performance.
