Universal service and public access in the networked society

Concern about access to the new services and facilities emerging from the technologically dynamic telecommunications industry and its ‘convergence’ with broadcasting and information technology has resulted in calls for a reconsideration of the nature and scope of Universal Service Obligations (USOs) so that they are more adequate and relevant in an era of technological acceleration towards a networked information society. This paper assesses approaches to upgrading USOs and to developing policies for public access to the networked society undertaken thus far in various OECD countries, and proposes frameworks for conducting the tasks in a systematic manner.     

The sustainability behaviour of small firms in tourism: the role of self-efficacy and contextual constraints

This article presents a grounded theory to explain why some small businesses in tourism adopt sustainable business practices while others do not, even when they share environmental and wider sustainability concerns. It does so based on research undertaken among business owners in Crete. The paper starts by considering studies on sustainability awareness, knowledge and the mechanisms for accepting responsibility. Secondly, it summarises the influence of task difficulty and effort on sustainability self-efficacy. Thirdly, it focuses on social comparisons and vicarious experiences, as a way of learning what is important. Finally, it examines powerlessness due to perceived situational constraints. In so doing, the study finds that self-efficacy helps to explain sustainable attitude formation and the attitude-behaviour gap; it partly shifts the locus of responsibility for an inability to act sustainably away from the individual and towards their context. The paper contributes to the theoretical literature on small businesses and sustainability, and leads to new avenues for policy interventions.     

Research engagement,impact and sustainable tourism

In this editorial, we reflect on how the Journal of Sustainable Tourism can contribute towards sustainable tourism researchers achieving more impact with their research. We propose some changes that can be tested in, and introduced gradually and collaboratively with, the community of the editorial board and authors. To support impactful mind sets, we will promote research that reflects diverse academic communities. To promote impactful research topics, we will encourage authors to frame their submitted articles against the Sustainable Development Goals, while research that is time sensitive will be fast tracked so it can contribute to current debates. To promote impactful methodologies, we shall favour articles that use mixed methods and action research, and those that conduct longitudinal, experimental, and evaluative research. To promote impactful partnerships, we will favour multidisciplinary approaches and research that has been co-created with stakeholders. To promote impactful communication and dissemination, we will continue to build an online community on social media for sustainable tourism researchers, we will promote articles in social media to raise their visibility, and we will provide free access to those articles that are deemed to have the greatest potential to impact positively on society.     

Farmland for tomorrow in densely populated areas

The paper describes the results of a research that aimed to come up with a well structured method to estimate future farmland requirements in densely populated areas. By using in depth interviews, scenario analysis and strategic orientation rounds, a method is developed to support policy optimization and to explore alternative future developments. The method is applied to the case of agriculture in the Flemish part of Belgium to show the feasibility of the model and to provide input for the discussion among policy makers in Flanders. The research results can be used by policy makers to build a new Spatial Plan Flanders for the period 2007–2013.     

Corporate social responsibility: The disclosure–performance gap

As increased stakeholder pressure requires companies to be transparent about their CSR practices, it is essential to know how reliable corporate disclosure mechanisms are, testing the gap between corporate social responsibility claims and actual practice. This study benchmarks corporate social responsibility policies and practices of ten international hotel groups of particular importance to the European leisure market. We found that corporate systems are not necessarily reflective of actual operations, environmental performance is eco-savings driven, labour policies aim to comply with local legislation, socio-economic policies are inward looking with little acceptance of impacts on the destination, and customer engagement is limited. Generally larger hotel groups have more comprehensive policies but also greater gaps in implementation, while the smaller hotel groups focus only on environmental management and deliver what they promised. As the first survey of its kind in tourism, both the methodology and the findings have implications for further research.     

Recent Developments at DG Competition: 2013–2014

The Directorate General for Competition at the European Commission enforces competition law in the areas of antitrust, merger control, and state aids. In 2013–2014 important antitrust decisions (Samsung and Motorola) were in the area of standard essential patents. In merger control the European Commission carried out an ex-post evaluation of past mergers in the INEOS/Solvay case in order to obtain valuable insights for the merger under review. In state aid, as a part of the State Aid Modernisation programme, guidelines were prepared to help EU member states to design and carry out ex post assessments of state aid schemes.     

Mapping themes in the study of new work practices

Both shaping and shaped by technological, economic and social facets, the world of work has witnessed a wide array of changes. This review article sets out to provide a synthesis of some of the main directions and insights of existing research connected to the new world of work. In particular, we approached the topic of new work practices through four key dimensions: (1) Conceptual and methodological dimensions in the study of new work practices; (2) Spatial and temporal manifestations of new work practices in the collaborative economy; (3) Individuals, organizations and new work configurations; (4) Power and control. The review article critically discusses the future of work and argues that the ‘new’ world of work simply repeats asymmetrical power relations and inequalities that characterise work activities, with the potential of exacerbating even further disparities, inequalities and precarity.     

Volatilidad en los ingresos y en el mercado de trabajo de los jóvenes en Europa

Los autores ofrecen nuevos datos empíricos sobre la volatilidad en los ingresos y en el mercado de trabajo (incluyendo entradas y salidas del empleo) de los jóvenes en Europa durante la Gran Recesión. Los datos de EU‐SILC para el periodo 2004–2013 revelan grandes disparidades al respecto entre los países europeos. La Gran Recesión incrementó la volatilidad entre los jóvenes. Mediante un ejercicio de descomposición de la varianza se observa una mayor rotación laboral en el sur de Europa. Según un modelo de efectos fijos, un mayor nivel de prestaciones de desempleo y de protección del empleo se asocia con una reducción de la volatilidad.     

Service-Oriented Computing for intelligent train maintenance

The purpose of this work is to apply the servicization of enterprise information systems in maintenance, particularly in the management of the maintenance process of the component parts of trains. Service Oriented Architecture (SOA) is an architectural approach that permits servicization since it provides a flexible set of design principles used during the modeling practices (abstraction and realization). With a view to supporting the model-driven engineering of software systems, Mode Driven Architecture (MDA) is a design approach delivering a set of guidelines for the configuring of specifications in systems development. Therefore, the combination of these two approaches can be fruitful to address the challenging issues the enterprise information system is facing today. Our study is based on a methodological approach using the MDA models for the automatic generation of web service. The case study concerns a Railways Maintenance Workshop (RMW) at Sidi Bel Abbes (Algeria). Finally, the information system for the management of maintenance of the component parts of passengers and baggage railcars, using the generated solution, is realized and deployed. This software helps to have better management of the RMW by the effective planning of interventions, improve performance by increasing reliability, traceability, and availability of the equipment (parts).     

Measuring Aggregate Human Capital

Weconstruct a set of human capital indexes for the states of theUnited States for each census year starting in 1940. To do so,we propose a new methodology for the construction of index numbersin panel data sets. Our method is based on an optimal approachby which we choose the ``best' set of index numbers by minimizingthe expected estimation error subject to some research constraints.Some of the empirical findings are that the stock of human capitalin the United States grew twice as rapidly as the average yearsof schooling and that human capital inequality across stateswent up during the 1980s (while the dispersion of schooling actuallyfell). We conclude that using the average years of schoolingfor the empirical study of existing growth models may be misleading.
