We exploit the strict class size rule in Norway and matched individual and school register information for 1982–2011 to estimate long‐run causal effects on income and educational attainment. Contrary to recent evidence from the US and Sweden, we do not find any significant average effect on long‐run outcomes of reduced class size. We further use the large register data set and quasi‐experimental strategy to estimate whether the class size effect depends on external conditions facing students and schools, such as teacher quality, extent of upper secondary school choice, school district size, local fiscal constraints and labour market conditions. Overall, we find that the class size effect does not depend on these factors measured at the school district level. The absence of class size effects on long‐run outcomes in Norway is consistent with earlier findings for short‐run outcomes, using comparable data and empirical strategies.  相似文献

The Scientific Advisory Board of the German Federal Ministry of Transport and Digital Infrastructure has commented on draft legislation dealing with the structure of an infrastructure company for federal highways. The Scientific Advisory Board explicitly appreciates institutional reforms of the administration of federal highways but points to several critical design options that have not yet been finalised. Criticism concerns particularly the participation of private investors. Material privatisation of subsidiaries of the infrastructure company should be ruled out in any case.  相似文献

We study the contribution of market regulations to the dynamics of the real exchange rate within the European Union. Based on a model proposed by De Gregorio et al. (Rev Int Econ 2(3):284–305, 1994a), we show that both product market regulations in nontradable sectors and employment protection tend to raise the real exchange rate. We then carry out an econometric estimation for European countries for 1985–2006 to quantify the contributions of the pure Balassa–Samuelson effect and those of market regulations on real exchange-rate variations. Based on this evidence and on a counter-factual experiment, we conclude that the relative evolutions of product market regulations and employment protection across countries play a very significant role for real exchange-rate variations within the European Union and especially within the euro area, through their impacts on the relative price of nontradable goods.  相似文献

We provide a first attempt to include an off-balance sheet, implicit insurance to SIFIs into a consistent assessment of fiscal sustainability, for 27 countries of the European Union. We first calculate tax gaps à la Blanchard (OECD Economics Department Working Papers, No 79, 1990) and Blanchard et al. (Revue économique de l’OCDE, 1990). We then introduce two alternative measures of implicit off-balance sheet liabilities related to the risk of a systemic bank crisis. The first one relies on microeconomic data at the bank level. The second one is based on econometric estimations of the probability and the cost of a systemic banking crisis. The former approach provides an upper evaluation of the fiscal cost of systemic banking crises, whereas the latter one provides a lower one. Hence, we believe that the combined use of these two methodologies helps to gauge the range of fiscal risk.  相似文献

In response to equity concerns surrounding the spatial distribution of CO2 emissions and assumptions of CO2 convergence within some climate models, this paper examines the convergence of CO2 emissions within the OECD over the period 1870–2004. More specifically, using the Local Whittle estimator and its variants we examine whether relative per capita CO2 emissions are fractionally integrated, that is they are long memory processes which, although highly persistant, may revert to the mean/trend in the long run. Our results suggest that CO2 emissions within 13 out of 18 OECD countries are indeed fractionally integrated implying that they converge over time, albeit slowly. Interestingly though, the countries whose emissions are not found to be fractionally integrated are some of the highest polluters within the OECD, at least in per capita terms. Our results have implications both for future studies of CO2 convergence and for climate policy.  相似文献

International markets are increasingly signaling demand for quality-differentiated coffee, which the Colombian Coffee Growers Federation (FNC) proposed to exploit to identify those regional coffees that would fulfill the requirements to be classified as denomination of origin. The objective of this study was to develop and implement a sound, robust and repeatable approach with and for the FNC to identify regional causal relationships between coffee quality and environmental characteristics as bases for labels of denomination of origin. Environmental differences between coffee-growing areas in the departments of Cauca and Nariño were statistically significant for several characteristics, including the number of dry months, annual precipitation and diurnal temperature range. The dominant varieties (Caturra and Colombia) did not show major differences in quality attributes, and were pooled for the analyses with the environmental data. There are significant differences in biochemical and sensorial product characteristics between the two departments. The spatial patterns in product characteristics exhibit a non-random, regionally-changing structure that is related to those in the environmental data. The generated results provided ample evidence to support the application for regionally-based denominations of origin. Recommendations were derived to help mainstreaming the developed approach and thereby facilitate policy decisions for its use in other geographies and with other crops. Furthermore, the importance of systematic interdisciplinary institutional collaboration for large-scale denomination of origin projects was corroborated for food policy dialogue and decision making. It seems plausible that producers of high-quality products within other commodities are likely to follow the FNC in seeking denomination of origin for their goods. Germany’s substantial current account surpluses are an ongoing subject of debate, both at the domestic and the European/ global level. Advocates of high surpluses emphasise the need to accumulate foreign wealth in order to finance future investment and consumption expenditures of an ageing population. This contribution gauges the profitability of Germany’s foreign wealth. It identifies large valuation losses to the tune of half a trillion euros in recent years as well as a persistently adverse trend in previous decades. This unfavourable development as well as historically low refinancing costs point to the comparatively greater benefits of a domestic investment offensive aiming to equip Germany for central long-term challenges.  相似文献

By changing its product development strategies to match more closely the wants and needs of the marketplace, a firm can transform product development into a formidable competitive weapon. Just as formidible, however, is the effort that this transformation requires. Established organizational structures and corporate politics present significant barriers to acheiving fundamental changes in product development strategy. Christer Karlsson and Pär Åhlstrom present a case study of one firm's efforts to build capabilities for creating new products quickly and efficiently. Rather than focus on the content of the firm's product development strategies, however, they emphasize the process this electromechanical manufacturing firm used for changing its product development strategy. Drawing on their experiences as clinical researchers in this effort, they describe key lessons learned during the change process, and they offer suggestions for managing the process of changing product development strategy. They highlight five key lessons learned during the strategy development process. First, rather than viewing product development as a line function, a firm should view product development as a key executive area with responsibility for the company's competitive position. Second, market issues are the responsibility, not only of marketing, but also of product development and production. Third, to avoid corporate myopia, management control systems must consider not only time and money, but also acheivement of goals. Fourth, strategic planning flows more smoothly if the participants start by mapping the firm's past and present position before attempting to define the desired position. Finally, formulation of a product development strategy is the responsibility of a multifunctional team of executives. Managers should keep a few rules in mind when devising a process for formulating a product development strategy. First, adopt a learning strategy throughout the change process. Formulation of a product development strategy involves many abstract concepts, and a successful strategy requires cross-functional consensus. Second, combine tangible, direct activities with long-term strategic aims. Third, avoid the pitfall of best practice. The form that the product development organization takes depends, to a great extent, on the type of development work. Finally, before discussing future strategies, the strategy formulation process should focus on analyzing the current situation.  相似文献
