Innovation for inclusive development (IID) is widely promoted as a policy objective in the global South, but the challenge is that there is little design and implementation of context-appropriate instruments and incentives. One critical foundation is network alignment – that innovation policy should be aligned with the goals and strategies of government departments responsible for promoting inclusive development (Von Tunzelmann, N, 2007. Approaching network alignment. Draft Paper for the U-Know Consortium: Understanding the relationship between knowledge and competitiveness in the enlarging European Union). The paper contributes by using qualitative analysis software to analyse the nature of shared policy goals and instruments in South Africa, and assess how these can be aligned with each other and with the goals of IID. Three main spaces for policy intervention are identified, to promote IID in a way that goes beyond the aspirational and the rhetorical. Such analysis of formal policy does not take into account the political will, capabilities and resources for implementation, but it does provide a systematic evidence base to effect strategic change.  相似文献

Draft lottery data combined with Danish longitudinal administrative records show that military service can reduce criminal activity for youth offenders. For this group, property crime is reduced, and our results indicate that the effect is unlikely to be the result of incapacitation only. We find no effect of military service on violent crime, on educational attainment, or on employment and earnings, either in the short run or in the long run. These results suggest that military service does not upgrade productive human capital directly, but rather affects criminal activity through other channels (e.g., by changing attitudes to criminal activity).  相似文献

This article examines the affect of state prevailing wage laws (PWLs) on the amount and mix of wages and benefits paid to construction workers. PWLs require contractors who win bids on state-financed construction projects to pay compensation rates equivalent to those prevailing in local construction markets. During 1982-1992, 6 states repealed their PWLs, 9 states who never had a PWL did not enact one, and 32 states kept their PWLs. Data from the Form 5500 series, the Census of Construction Industries, the Current Employment Statistics, and the Current Population Survey are combined to evaluate the effects of PWL repeals on compensation. When comparing the experiences of different states, PWLs enhance both wages and benefits, with the largest percentage increase going toward employer pension contributions. PWLs appear to create an incentive for both employers to pay and workers to accept a larger percentage of their total compensation in the form of benefits.  相似文献

This article focuses on the way small entrepreneurs in the tourism industry of the Puerto Plata region try to cope with contextual changes caused by the development of (mass) tourism. These entrepreneurs struggle with all sorts of problems, mainly resulting from the dominance of the large, multinational, all-inclusive resorts in the tourism industry. With the introduction of these large resorts in the early 1980s, the local entrepreneurs were hoping to obtain a substantial part of the income-growth derived from this new industry. As a result many locals shifted from their previous jobs to professions in the tourism industry. Nearly 30 years later, most of them are disappointed with the results, but because of the region's dependence on tourism they feel they have no way out. The Puerto Plata case is used to further explore the impact of tourism on the culture and identity of the small entrepreneurs.  相似文献

The introduction of an unconditional universal basic income would change the entire system of income distribution and have far-reaching implications for aggregate labour supply, labour demand and wages. Changes in the labour market would subsequently lead to adjustments in the markets for goods and services, as well as in capital markets. This would impact productivity, prices, income distribution, international competitiveness and economic growth. Furthermore, financing such a policy would affect public finances. Public–private partnership (PPP) projects may be organized in a variety of ways, depending on the level of integration of the so‐called Special Purpose Vehicle. Based on the analyses of four major PPP light rail projects in Spain, this article outlines two fundamentally different models of organizing the Special Purpose Vehicle in PPP projects; moreover, the article examines the central principles of these two different models of organizing the private sector Special Purpose Vehicle and their implications for risk sharing and project management in large‐scale infrastructure PPP projects.  相似文献

Although economists usually support the unrestricted entry of firms into an industry, entry may lower social welfare if there are setup costs or if entrants have a cost disadvantage. We consider the welfare effects of entry within a standard Cournot model where some of an incumbent firm’s costs are sunk. We find that the range of parameter values over which entry can harm welfare declines monotonically in the fraction of cost that are sunk. Furthermore, the presence of even a small fraction of sunk costs often reverses an assessment that entry harms welfare.  相似文献

The problem-solving style exhibited by accounting educators may affect their propensity to implement innovative pedagogical and curriculum changes. This study used Adaption-Innovation Theory as a framework to investigate the problem-solving style of accounting educators. The sample consisted of 82 accounting educators from Missouri and Tennessee. More participants were found to be adaptive than innovative problem solvers though not to the extent found in prior research with accounting students. Faculty problem-solving style was found to be associated with preferences for certain pedagogical methodologies in the education process.  相似文献

We examine what determines executive compensation in privately held firms. Our study is motivated by the fact that most studies in this area rely on data from publicly traded firms. Further, the few studies that are based on data from privately held firms only examine a limited number of determinants of executive compensation. Our findings indicate that the pay‐to‐performance relation is weak. Board size and ownership concentration are the only corporate governance characteristics that explain variations in executive compensation. Executive characteristics like skills, title and educational attainment all explain variations in executive compensation. Contrary to our expectations, we do not find a stronger pay‐to‐performance relation in firms with better designed bonus plans.  相似文献
