ACCOUNTING FOR CONTRIBUTED SERVICES: AN IDENTIFICATION OF ISSUES*

The purpose of this paper is to identify the main issues of accounting for contributed services in not-for-profit organisations. The AICPA position on accounting for contributed services is reviewed. The findings of a survey of not-for-profit organisation's use of and accounting for the contributed services of voluntary workers are reported.     

Intercultural Competency Development in Conjunction With a Short Term Study Away Experience： Changes in Undergraduate Students

The purpose of this research was to examine whether undergraduate business students who participated in a short term study abroad course and intercultural competence building coursework demonstrated a significant increase in intercultural competence over those who only enrolled in the study abroad course. The 20 participants attended a small liberal arts College in Midwestern United States. The Intercultural Development Inventory （IDI） was administered to the participating students before and after their study away experience. The IDI （v.3） is based on the theoretical framework of the Developmental Model of Intercultural Sensitivity （DMIS） introduced by Milton Bennett. The DMIS is based on the assumption that intercultural competence can be strengthen through the development of intercultural knowledge and experience with people from other cultures. The IDI has been used in numerous scholarly studies and has demonstrated valid and reliable results. It is a self-administered 50-item series of statements in which participants are asked to rate the level of their agreement with statements that address their relationship to and evaluation of cultural difference. In the model, people progress in a linear developmental fashion through six stages： defense, denial, polarization, minimization, acceptance, and adaptation. This study was designed to determine if students who studied away and completed intercultural coursework （prior intercultural knowledge and an intercultural experience） would increase their level of intercultural competency more than those students who just studied away （intercultural experience only） as measured by the change in their IDI scores. The results of this small sample show that intercultural coursework in conjunction with a short term study away experience can have a positive impact on individual intercultural development.     

Aiding self‐employed car‐washers in the informal sector in Durban

In the past year, the South African Government has committed itself to ‘developing’ the informal sector as a strategy to ease the unemployment crisis and to aid the underemployed. In this paper, the author examines both the lives of self‐employed car‐washers and car‐washing as an activity within the informal sector. He argues that many ‘marginalised’ people who eke out a subsistence in the lower echelons of the informal sector in South Africa regard themselves as lumpenproletariat (or ‘wage‐labourers‐in‐waiting') and not dynamic entrepreneurs. These people expect the Government to intervene in the process of their transition to proletarianism. Further, activities such as car‐washing offer no prospects for self‐advancement.     

Electronic Commerce and the Future for SMEs in a Global Market-Place: Networking and Public Policies

This paper explores three inter-related issues: globalisation; the role of small and medium sized enterprises (SMEs); and electronic commerce (e-commerce). A central question is whether e-commerce offers advantages to SMEs that may facilitate their access to global markets and help them overcome the disadvantages they face vis-à-vis large transnational corporations (TNCs)? The paper starts by briefly considering the extent of globalisation and its relationship to free trade. We then go on to consider recent developments in e-commerce, focusing on the key issue of e-payment systems. Differences in the requirements of large and smaller firms are identified, and we identify a number of key issues concerning access of smaller firms to e-payment systems and the (virtual) market place, and outline their implications for regulatory policy. Our analysis highlights the importance of network externalities, and institutional factors affecting trust and the relationships amongst different economic actors. This leads to a consideration of networking and public policies more broadly. One of the central conclusions of our analysis is that there are important synergies between e-commerce (virtual) networks and (real) production networks. This suggests that policy makers and smaller firms should think in terms of extending existing, and catalysing new, real production networks to incorporate e-payment systems for networks of firms in order to facilitate their access to virtual markets.

     

Imperial Self-Insufficiency Rediscovered: Britain and Australia 1945–51

This paper addresses the unresolved debate about the timing of economic disengagement between Australia and Great Britain. During Chifley's administration international economic collaboration between Australia and Britain was close, Australia tending to identify its interests with those of the UK and the sterling area. Yet collaboration never stretched to acceptance by Australia of traditional forms of manufacturer–primary producer complementarity; this played no part in Canberra's postwar planning and priority given to industrialization led to the relative neglect of rural industries, which, together with the rapidly growing demands of its own population, reduced export surpluses and contributed to Australia's poor record as a food supplier. Buoyant export prices, especially for wool, combined with capital inflows from the UK to stimulate import demands. Because of dollar shortages most of these had to be sourced from Britain. From 1948 the UK not only expanded exports dramatically but was a major source of migrants and capital. Yet British industrial capacity in particular proved unequal to the task of meeting Australian needs. Imperial self-insufficiency again stood revealed, encouraging Menzies to look beyond the sterling area to support Australia's rapid development.     

Capital Cash Flows,APV and Valuation

This paper examines three different methods of valuing companies and projects: the adjusted present value (APV), capital cash flows (CCF) and weighted average cost of capital (WACC) methods. It develops the appropriate WACC and beta leveraging formulae appropriate for each valuation model, so that given a particular valuation model the correct APV and CCF values can be determined from the WACC value and vice versa. Further it goes on to show when the perpetuity formulae give poor estimates of the value of individual cash flows, even though the overall values are correct. The paper cautions that the APV and CCF models require more information than is currently known, such as the value of the corporate use of debt, and consequently can give misleading results, particularly in sensitivity analyses.     

ATKINSON AND BOURGUIGNON'S DOMINANCE CRITERIA: EXTENDED AND APPLIED TO THE MEASUREMENT OF POVERTY IN FRANCE

We demonstrate that the criteria put forward by Atkinson and Bourguignon (1987) can be satisfactorily applied to the analysis of poverty even when the demographic composition of society and the definition of poverty change over time. We show that they provide both sufficient and necessary conditions for any robust conclusions concerning the changes in welfare and poverty. We apply these criteria to a set of data tracking annual income distribution movements in France from 1977 to 1994. The Atkinson and Bourguignon criteria posit that recent changes in poverty are a function of macroeconomic fluctuations in activity.
