中国央行票据对人民币利率和汇率的影响——来自香港地区离岸市场的证据

本文采用事件分析法量化分析中国离岸央行票据发行对在岸和离岸人民币利率、汇率和汇率预期的影响。实证结果发现:第一,离岸央行票据发行对在岸和离岸人民币利率具有明显预公告效应,且在发行事件后对在岸和离岸人民币利率下跌有短期抑制作用;第二,离岸央行票据发行对离岸人民币汇率有预公告效应和缩小人民币贬值幅度的作用,但并不能抑制在岸人民币汇率的贬值趋势;第三,离岸央行票据发行使在岸和离岸人民币汇率均出现了短暂的汇率升值预期。

Optimal Exchange-Rate Policy in a Model of Local-Currency Pricing with Vertical Production and Trade

In this paper, we examine optimal exchange-rate flexibility in a model of local-currency pricing with vertical production and trade. Following a large body of empirical evidence, we assume that final-goods prices are sticky, but intermediate-goods prices are flexible. We find that, unlike what is found in the literature, optimal nominal exchange rate is flexible under local-currency pricing. The key element in deriving our conclusion is the difference in expenditure shares between home and foreign households. The conclusion holds even if the degrees of home bias in production are identical between home and foreign final-goods producers, which contrasts with the findings in the literature.     

财政分权和地方政府非税收入:基于省级财政数据

本文就中国的财政分权问题和地方政府非税收入两者间的作用机制进行研究,主要结论是:第一,收入分权程度提升会减少地方非税收入比例,而预算内支出分权程度提高则会降低非税收入比例,但后者没有前者那么显著;但是就预算内外总支出分权而言,它会提高非税收入比例;第二,相比之下,东部地区的分权程度比较显著地减少了非税收入比例;第三,提高地方财政收入自有度,减少纵向财政不平衡会减少非税收入比例;第四,非税收入比例和经济发展水平呈现近似的倒U型关系.     

2006年中国天然气行业发展综述

截止到2006年底,全国剩余天然气可采储量约为3.09万亿立方米,比上年增长约8.4%.全年天然气产量为585.55亿立方米,比上年增长约17.2%;销售量为491亿立方米,比上年增长约21.8%,销售量增长最快的是长江三角洲地区.城市燃气和化工(包括化肥)用气占天然气销售量3/4,发电用气的增幅接近1 00%.2006年是天然气管道建设的高峰期,全年管道建设的总长度为1600千米.2006年的天然气市场开发工作主要围绕西气东输管线、忠武管线、陕京线系统、冀宁联络线和引进LNG市场展开,天然气引进工作也在积极稳妥地开展.广东深圳项目投产、天然气供应平稳过冬、天然气价格上调以及天然气利用产业政策编制,成为2006年我国天然气市场关注的焦点.     

Group-based pay-for-performance plans and firm performance: The moderating role of empowerment practices

As the popularity of group-based pay-for-performance plans persists, compensation researchers are exploring the conditions under which these plans contribute to the financial performance of firms. Based on a sample of 1,933 employees from 415 companies in South Korea, we found that group-based pay-for-performance plans enhance both objective and subjective measures of firm performance. Furthermore, consistent with the contingency perspective of fit, we found that empowerment practices positively moderate the relationship between group-based pay-for-performance plans and firm performance. These findings suggest that empowerment can enhance the effectiveness of such pay plans. We discuss implications for research and practice.

我国现行的地方政府融资模式不具有可持续性,已逐渐显现出系统性风险.而国外允许地方政府采取"市政债券银行模式"发行市政债券是一种比较规范的地方政府融资模式,具有较强的可持续性,值得我国借鉴.本文首先分析了我国建立市政债券市场的必要性,并从地区差异性角度探讨了我国通过市政债券银行发行市政债券的合理性,最后提出政策建议.
