中小企业融资合作联盟的系统协调性:烟台案例

中小企业融资难是一个系统性问题,更是一个系统协调不平衡问题.为有效解决这一问题,2008年6月,烟台市在充分考察论证的基础上,创造性地发起成它了"中小企业融资合作联盟",通过银政企联手搭建合作平台,把政府部门的协训优势、金融机构的资金优势、担保机构的同风险控制优势有机整合,使中小企业融资道路越走越宽.

对完善我国农产品出口预警机制的思考

我国加入世界贸易组织五年来,对外出口一直呈上升趋势,特别是农产品的出口,由2001年的166.26亿美元上升到2005年的271.83亿美元,为我国的经济发展提供了强劲的支持.但在出口扩大的同时,我国的农产品遭遇到国外各种各样越来越多的非关税壁垒,遭受了重大损失,农产品贸易也出现了逆差,2004年逆差10.3亿美元,2005年逆差14.7亿美元,而2006年上半年就已经逆差21.5亿美元.建立农产品出口预警机制已经成为摆在我们面前的一项紧急任务.本文简要论述农产品出口预警机制的建立理论以及我国的预警机制现状,着重阐述了预警机制的组织体系建立,建议形成一个由中央统一协调管理,地方分工合作的预警体系.

基于博弈论的ICT低碳方案协同创新行为及策略分析

通过ICT促进节能减排,实现低碳经济发展,需要ICT低碳方案提供商、高能耗工业企业及政府的共同努力。基于博弈论分析高能耗工业企业与ICT低碳方案提供商通过收入分享方式合作时,本文分析了各方的最优投入水平,以及政府激励和监管的协调作用。研究表明收入分享比例是影响合作与否的关键;政府资金资助和监管惩罚力度、税收优惠能分别提高ICT低碳方案提供商和高能耗工业企业的最优投入,协调双方因收入分享比例导致的利益冲突,但须合理设置经费资助的首期拨付比例。     

监管防范BEPS 基层税务机关应该做什么

跨国企业利用税务筹划方案侵蚀税基或进行利润转移的行为十分普遍,对我国税收主权造成了很大的威胁,然而目前我国基层税务机关还不能很好地应对BEPS带来的挑战。本文介绍了BEPS的基本形式、对我国的影响及OECD防范BEPS的最新进展,并从基层税务机关的角度出发,提出了关于监管防范BEPS的工作建议。
