In this paper, we present a simple dynamic general disequilibrium model which generates both unemployment and inflation as a stationary long-run equilibrium. Rational expectations (in the mean) are an essential part of this equilibrium. Policy remedies are examined. By means of an example, it is shown that rational expectations are consistent with depressed economic activity and that government policy can play an important role. Using data from various sources to describe 1,077 U.S. cities, I examine the adoption of living wage legislation between 1995 and 2006. I analyze both the decisions to adopt such legislation and the timing of such decisions. My principal finding is that, while the size and political identity of the community play a significant role, the adoption of living wage legislation is also significantly influenced by local economic circumstances. An important implication is that researchers who seek to measure the economic impacts of the legislation must allow for its endogeneity, in order to separate its economic effect(s) from its economic cause(s). 相似文献

We study various decision problems regarding short‐term investments in risky assets whose returns evolve continuously in time. We show that in each problem, all risk‐averse decision makers have the same (problem‐dependent) ranking over short‐term risky assets. The transition from centralized command economies to market orientation requires many adaptations of thinking and practice. The question raised by this article is whether social science can make a useful contribution to the adjustment between two incompatible systems of organizing economic life. The first issue is how to handle the propensity to resist change which is based on a natural system preference for predictability and equilibrium. Second, if resistance can be overcome, can social science contribute to the establishment of a new and superior equilibrium? The Motivated Competence Model is outlined as a contribution toward a better utilization of competence. The model is supported by evidence from research on sociotechnical issues and democratic decision-making procedures. In the last 2–3 years, Process Safety Management (PSM) audits have become more difficult to perform. As time has passed since the adoption of the PSM Standard and Risk Management Program (RMP) rule, as well as state PSM regulations, the guidance published in support of applying the regulations has expanded, while the regulations themselves, at least the federal ones, have remained static. Facilities have become more sensitive to the number and the nature of audit findings, continuous improvement in PSM programs has become somewhat controversial, and the definitions of “overdue” and “timely” have become more difficult to interpret and apply.
