Interregional exchange as a development factor of the cluster structure of a regional economy

This article considers theoretical, methodological and practical aspects of the formation of the cluster structure of a regional economy, shows the role of interregional exchange in this process and presents parameter estimates of interregional exchange on the basis of a gravity model (on the example of the Republic of Bashkortostan).     

Some problems of Russia’s railway infrastructure

This paper provides a brief analysis of the state and development prospects of the railway infrastructure. Particular attention is paid to the study of the system capacity, bottlenecks in railway systems, their causes, and failure resilience. We analyze the main provisions of the “Development Strategy of Rail Transport in the Russian Federation until 2030.” The author presents his views concerning the possibilities to satisfy the demand for rail freight.     

A Comparative Study of the Benefits of Applying Target Cost Contracts Between South Australia and Hong Kong

This article aims to identify and analyze the key benefits of adopting Guaranteed Maximum Price and Target Cost Contracts (GMP/TCC) over and above the traditional lump‐sum contractual arrangement through an empirical questionnaire survey conducted in South Australia and compared with the findings in Hong Kong. The Mann‐Whitney U Test indicated differences in perception between the two groups of respondents on the majority of the identified benefits. The study has provided an in‐depth understanding of the perceived benefits of the GMP/TCC scheme, hence leading to a wider application of those alternative integrated procurement strategies in both regions for reference by the construction community at large.     

Post-Industrial Society: The myth of the service economy

There is a popular view of the current pattern of change in developed societies, a view typified by Daniel Bell's The Coming of Post-Industrial Society, that recent economic growth has been increasingly concentrated in the collective provision of services rather than in individual consumption of material goods, and that this change of economic focus from goods to services is a trend which will continue into the future. The author argues, using UK data, that the trend is in fact away from the expenditure on services and towards expenditure on goods. The growing employment in the tertiary sector, previously used as an indicator of the growth of the service economy, emerges here as a manifestation of the division of labour—a process which increases the efficiency of production of material goods—while the final production of services, using automatic machinery and “direct labour”, will increasingly take place in the home.     

Possibilities and conditions for the formation of integration relationships in the field of shipbuilding in Russia and Ukraine

The article gives a systematic analysis of the state, problems, and prospects for developing ship-building in Ukraine. The experience in forming and implementing the cluster concept in Ukraine and Russia, including in the shipbuilding industry, has been analyzed. The prospects for cluster cooperation between Ukraine and Russia in the shipbuilding industry have been assessed, and proposals for its effective implementation have been made.     

Development of the RF pension system as an element of long-term economic policy

This article analyzes the role and place of the pension system in the structure of the Russian economy; the directions of its impact on major macroeconomic indicators are estimated. On the basis of a calculation system, the key requirements for the pension system in the long term are formulated.     

Diversity in organizations: Where are we now and where are we going?

A great deal of research has focused on workforce diversity. Despite an increasing number of studies, few consistent conclusions have yet to be reached about the antecedents and outcomes of diversity. Likewise, research on different dimensions of diversity (e.g., age, race, gender, sexual orientation, disability, and culture) has mostly evolved independently. Therefore, the purpose of this review is to examine each of these dimensions of diversity to describe common themes across dimensions and to develop an integrative model of diversity.     

Social contracts,markets and efficiency: Groundwater irrigation in North India

This paper uses primary data to analyze the institutions and informal markets that govern groundwater allocation in a sugarcane-cultivating village in North India. We find that, in contrast to earlier literature, the observed water trades result in efficient water allocation across farms. We interpret this and other stylized facts in terms of a social contract using a simple bargaining model with limited inter-player transfers. Poor functioning of the power sector leads to reduced pumping and a water supply constraint. Simulations show that power supply reform can significantly increase farm yields, and be financed out of increased farm profits.
