中国的土地财政与宏观经济波动研究——基于贝叶斯估计的DSGE模型分析

利用贝叶斯方法估计模型参数,定量分析土地财政的宏观经济效应。研究表明：土地的出让收入构成了地方政府财政主要收入来源;土地出让冲击最高可解释34.21%的土地价格波动,土地需求冲击可解释超过50%的投资波动,并带来消费、投资及产出的正向响应,说明土地市场的供求关系是导致宏观经济波动的重要原因,而地方政府的土地财政行为通过影响土地价格传导至实体经济,放大了宏观经济波动。因此,改革分税制度、完善土地市场机制、制定科学的长期供地计划、加快土地市场改革进程,有助于避免供地行为本身对经济波动的影响。     

The World Social Forum as an emergent learning process

One of the most prominent manifestations of world civil politics today—and arguably, in history—is the World Social Forum, set up in 2000-2001, which held its first world meeting in Porto Alegre, Brazil, in January 2001. Beginning with the emphasis on opposition to neo-liberal globalisation, the ferment generated by the Forum soon gave rise to its evocative slogan, ‘Another World Is Possible!’ and the emphasis moved from opposition to developing specific alternative proposals for a world level political and economic system. In the last few years, the WSF has evolved into a permanent, horizontal open public space, a commons, which provides an opportunity to diverse organisations and individuals from all over the world to meet and dialogue across boundaries and to interact and exchange information in multifarious ways to work towards making another world possible. This paper examines the dynamics of the WSF process and argues why perhaps it is one of the most significant developments of the last century, which is giving rise to another, more open culture of politics and is forging a great piece of public ‘architecture’ in our times. The WSF is not only calling for another world, in a sense it contains the other world, or plural other worlds!

Convergence and Overtaking in a Dynamic two Country Model

In two-sector infinite-horizon trade models with factor–price-equalization, convergence of aggregate capital-labor ratios and incomes does not occur because the Euler equations imply equal growth rate of consumption in all economies. In a two-country dynamic specific factors model, we show that factor–price-equalization occurs only in the long run. Per capita incomes and consumptions do not necessarily converge. These depend on the endowments of the primary factors. Depending on these endowments, an initially poorer economy may end up as the richer economy in the steady state, overtaking the initially richer one.

Misalignment of the Baht and its Trade Balance Consequences for Thailand in the 1980s and 1990s

This paper examines Thailand's pre‐crisis exchange rate policy, focusing on the degree of the country's real exchange rate misalignment pre‐crisis and its consequent effects on Thailand's trade balance with its two large trading partners, the US and Japan, in the 1980s and 1990s. Defining misalignment as the difference between actual and ‘equilibrium’ exchange rates, we estimate three key ‘equilibrium’ exchange rates of the Thai baht: (a) the real effective equilibrium exchange rate of the Thai baht against its twenty‐two major trading partners; (b) the bilateral real equilibrium exchange rates of the baht against the US dollar; and (c) the bilateral real equilibrium exchange rate of the baht against the Japanese yen.
