区域发展模式的形成研究——兼论毕节模式

多元化的世界演绎了多元化的区域发展模式，中国岩溶贫困山区典型——毕节模式，是毕节试验区社会整体发展的轨道逻辑，是基于毕节区域社会的内生性特质建立并成功运行的，其对中国岩溶贫困山区尤其是西南贫困山区的区域发展具有重要的借鉴性。

以私人占有制为基础的资本主义市场经济运行机制造成了人与自然关系的对立.中国自改革开放以来,逐步建立起社会主义市场经济,也出现了人与自然不和谐的现象.但由于社会主义与资本主义制度的本质区别,通过发挥以公有制为基础的制度优势,能够实现人与自然的和谐相处.     

Analysis of marine ecological compensation for environmental risk caused by chemical spill based on game theory

The problem of marine environmental risk is ultimately the result of game theory between the marine environmental managers and the enterprise of potential environmental risk. This paper analyzes the internal economic relationship that whether the “protection” policy is applied between the protection action of marine environmental managers and the chemical enterprise. The result shows that the key factor whether the enterprise adopt the “protection” policy or not is the amount of penalty and the government＇s cost of execution, and the compulsive ecological compensation is obligatory from the angle of stimulating the enterprise of canonical action and adopting the “protection” policy. To build the ecological compensation mechanism based on the environmental risk will effectively improve the level of management in sea area and decrease the probability of chemical spill.     

公安院校警务化管理与学生个性发展

Ownership and production efficiency: Evidence from Taiwanese banks

In the early 1990s, Taiwan began her deregulation trend in order to enhance competition and economic efficiency across all industries. We derive a theoretical framework to predict possible rankings in technical efficiencies of public, mixed, and private banks. A panel data set with 43 Taiwanese banks during 1997–1999 is used for empirical analysis. We then apply a translog distance function to estimate technical efficiencies. The relationship between technical efficiency and government shareholding is also examined. Empirical results show that a public bank in Taiwan can improve its technical efficiency by mixed ownership at a diminishing rate. Moreover, banks in Taiwan on average performed worse after the 1997 Asian financial crisis.     

THE IMPACT OF ANTI‐TERRORISM EXPENDITURE ON ECONOMIC GROWTH AND WELFARE

This paper examines the effects of increasing anti‐terrorism expenditure on economic growth rate and social welfare. It is shown that: (i) spending the least amount possible on anti‐terrorism expenditure will lead to a maximum economic growth rate; and (ii) to achieve maximum social welfare, the government should allocate its budget to anti‐terrorism expenditure. The results shed light on why the US government has chosen to uphold and pursue its anti‐terrorism policies in recent years to present day.     

关于国际石油工程风险管理中存在的不足及对策的分析研究

最近二十年,中国石油企业已逐步走入世界.而国际石油工程因为结构功能复杂且规模较大,又有着与中国不同的政治因素,还有其存在的自然灾害,施工风险,市场风险等因素,导致国际石油工程存在很大的风险.所以我们应当充分认识工程中的风险,并及时的针对这些风险探讨解决的对策.     

混凝土裂缝缺陷分析及措施

混凝土是当代最主要的土木工程材料之一。它是由胶凝材料,集料、骨料和水按一定比例配制,经搅拌振捣成型,在一定条件下养护而成的人造石材。在实际施工过程中,经常会发现混凝土结构在成型后,出现各种裂缝。现将施工中混凝土裂缝的成因和处理措施分析如下。

＂十二五＂发展时期,在科学发展观成为新的指导思想、转变发展方式成为贯穿经济发展全过程始终的新要求的背景下,广西新型工业化道路将面临着新矛盾,需要完成新任务。文章认为,广西应采取统筹兼顾的方法,三产并进、改革创新、全面合作和适度超前的战略,通过制度创新推进＂洼地＂建设,建立原始积累机制、科技创新机制、人才积聚机制、全面合作机制和分类考核机制等,促进广西新型工业化道路的发展。
