Abstract . Developing countries face an inconsistency between the need for more equitable distribution of income and wealth between classes and groups and the goals of an industrial relations system in which the trade unions have a systematic commitment to allied political parties to support them in exchange for some control over economic and social policy, or where unions compete with parties for popular support of certain social and political goals. This is designated as 'political unionism' in contradistinction to 'business unionism' where unions support any party whose overall strategy and objectives are most compatible. The analysis shows that ‘political unionism’ led, in Jamaica and in Trinidad and Tabago, to lags in growth which make industrial relations reform a necessity of an effective program of social change.  相似文献

A bstract . Based on the belief that the major remaining hurdle to integration is economic , the proposition has frequently been advanced that if minority households could afford decent housing outside their current communities , many would move from their ghettoes into society at large. Evidence from two housing allowance demonstration projects and the recently completed Experimental Housing Allowance Program raises doubts as to the validity of this contention. While recipients of housing allowances frequently moved to better neighborhoods , only rarely were they able to break free of traditional settlement patterns . Findings suggest that while it may be necessary to increase the rent paying abilities of low-income minority households as a precondition of integration, that segregation is not likely to be eliminated until the social, psychological, and remaining legal issues associated with it are addressed as well.  相似文献

Government regulations, competitive pressures, and public opinion have forced firms to reexamine their residual disposal activities. Properly implemented, disposal programs offer the advantages of lower costs and opportunities for strategic partnerships with raw material suppliers. Responsibility for this activity is usually given to the procurement function, forcing supply managers to develop knowledge of environmental legislation, scrap markets, and disposal outlets. This article presents research about plant disposal practices, focusing on a single residual—ferrous scrap. This study explored factors that influenced scrap disposal strategies and found that volume played a dominant role. The volume-based strategies identified differed with respect to how plants structured relationships with intermediaries, resulting in a range of generator-processor dependency levels. In addition to volume, a range of both internal and external factors were found to influence plant disposal requirements. Ultimately, the development of appropriate disposition strategies required an understanding of total disposal costs. A conceptual framework is developed, highlighting the complexities associated with implementing effective and efficient disposal programs.  相似文献

The international ski tourism industry is highly vulnerable to inter-annual climate variability and climate change. Accordingly, there is a strong need to advance our understanding of climate risk for this multi-billion tourism market that is so important to mountain regions around the world. This study addressed major limitations in the ski tourism literature, while concurrently supporting priority information needs of ski tourism stakeholders. An improved version of SkiSim 2.0 is applied to all 34 alpine ski areas in southern Ontario (Canada) to examine potential changes in the capacity of this regional marketplace. Model improvements include differential snowmaking capacities of individual ski areas, updated snowmaking decision rules, as well as a new indicator, termed ‘terrain-days’, to estimate changes in system capacity. The results project two fundamentally different futures for this ski tourism marketplace under climate change. If the international community succeeds in achieving the?+?2°C Paris Agreement policy goal, then losses in system capacity can be limited to less than 10% in the mid- and late-century. In contrast, a high-end emission scenario (RCP 8.5) would severely disrupt this ski tourism market by mid-century, with system capacity losses between 28% and 73%.  相似文献

In France, owing to the railway regionalization process, regional “governments” are finding themselves increasingly involved in transport policy-making. Based on a multidisciplinary comparative study conducted in six French regions, this paper aims to analyze the ways in which regional rail policies are constructed by examining, in particular, the way they are generated as a result of interactions between different institutional actors. These interactions are linked to tensions in three main areas: the financing of transport investments, the financing and nature of rail services and regional governance. We examine these tensions by referring to three configurations of actors: the first includes the Regions and the State, the second, the Regions and the rail actors, and the third, the Regions and other local authorities. Finally, we discuss our findings, emphasizing what they teach us about the regionalization process in France.  相似文献

Interviews were conducted in Kitchener‐Waterloo, Ontario, at eight different recreation areas. These were classified as either designated or nondesignated recreation areas. The interview was designed to obtain information regarding demographic characteristics of the user, attitudes toward the use of urban recreation areas (both playgrounds and areas that are not designated as recreational in character), reasons for choosing a particular recreation site and what users considered to be part of an ideal recreation area. Information gathered by the interview method was supplemented by a series of observations. Results indicated a significant difference between age and reasons for nonattendance at designated play areas. Differences in use by sex were, however, not significant.  相似文献

In this article, the authors describe the place of econometrics in undergraduate economics curricula in all American colleges and universities that offer economics majors as listed in the U.S. News & World Report “Best Colleges 2010” guide (U.S. News & World Report 2009). Data come from online catalogs, departmental Web sites, and online course syllabi. About one-third of the schools require econometrics of all students majoring in economics, about half require it of none, and a sixth require it of some, but not all, economics majors. Among universities with economics PhD programs and liberal arts colleges, almost all those ranked in the top 10 require it. Below the top 10, there is little correlation between ranking and econometrics requirements. Liberal arts econometrics classes are much more likely to require research projects than their counterparts in universities.  相似文献
