This paper focuses on the 1986 Amendments to the False Claims Act of 1863, which offers whistle-blowers financial rewards
for disclosing fraud committed against the U.S. government. This law provides an opportunity to examine underlying assumptions
about the morality of whistle-blowing and to consider the merits of increased reliance on whistle-blowing to protect the public
interest. The law seems open to a number of moral objections, most notably that it exerts a morally corrupting influence on
whistle-blowers. We answer these objections and argue that the law is not objectionable on these grounds. Since there are
no compelling moral objections to the law, it is appropriate and acceptable to judge the law in terms of its economic costs
and benefits. We assess the most salient of these and conclude that the benefits outweigh the costs. We suggest that a mechanism
similar to the Act should be considered for protecting stockholders’ interests in the private sector. We conclude by making
several proposals for improving the existing legislation.

Housing market researchers have long suspected that the market for single family homes is not efficient. The apparent predictability in housing prices, at least in the short run, leaves open the possibility of speculative purchases in the housing market. The purpose of this paper is to investigate the relative influence of speculative and economic demand on median house price on the Santa Barbara South Coast. An empirical model is presented that allows for decomposition of house price appreciation into that driven by economic and demographic forces and that resulting from speculative demand. The decomposition reveals a speculative bubble in the housing market forming in late 1987 and collapsing in mid 1990. 相似文献

To date, no sustainable treatment program exists for kidney failure in countries in sub-Saharan Africa. No data are available on the incidence, prevalence or cause of chronic kidney disease (CKD). The world's focus has been on treating 'priority diseases' as defined by the United Nations Millennium Project and the World Health Organization because of their high mortality rates. This is understandable because HIV/AIDS, tuberculosis, diarrheal diseases and malaria claim majority of the lives; however, in many cases, the mortality is due to acute renal failure (ARF) as a consequence of the progression of these diseases. Moreover, to date, no data are available on mortality rates due to ARF as a consequence of these 'priority diseases.' Sustainable Kidney Care Foundation (SKCF), working with industry, institutions, universities and funding organizations, is in the process of establishing a pilot program for the treatment of acute renal failure (ARF) using peritoneal dialysis (PD) as the modality of choice with a special focus on treating children and women of childbearing age in the United Republic of Tanzania. 相似文献

The use of deception during social interactions is a serious ethical concern for business. Interpersonal Deception Theory (IDT) proposes that strategies for using deception are influenced by personal factors. We tested this proposal by assessing participants’ strategies for using deception during an employment interview. Specifically, we examined three personal factors [gender, Machiavellianism, and self-monitoring (SM)] and intentions toward four types of deceptive behaviors (Extensive Image Creation, Image Protection, Ingratiation, and Slight Image Creation). We used path analysis to examine the intentions of 125 undergraduate students. Our results partially confirm the proposal of IDT by showing that intentions toward using Extensive Image Creation (i.e., generating wholly untrue personal information) are higher for men than women. Intentions toward Image Protection (i.e., hiding unattractive personal truths) are higher for men and for women high in Machiavellianism relative to women low in Machiavellianism. Intentions toward using deceptive Ingratiation are highest for men and high Machiavellianism women, but only when sufficient SM skills are present. For intentions toward Slight Image Creation (i.e., mild exaggerations to personal truths) there are no gender, Machiavellianism, or SM effects. Our research has implications for understanding how deception in the workplace can begin before an individual is hired, and we offer suggestions for several lines of future research. 相似文献

The primary objective of the study was to examine the relationship between patterns in car-to-car crashes involving young drivers and car and driver characteristics and the research design was a national register-based prospective cohort study. Individual records in a cohort born 1970 – 1972 are linked to road-traffic-crash data (1988 – 2000). Subjects' first police-registered two-car crash leading to severe or fatal injury (n = 4875) are identified. Typical crash patterns are highlighted and associations between pattern and both car and individual socio-demographic characteristics are tested. Four crash patterns are highlighted. Male drivers and those with lower educational attainment are over-represented in all patterns. Pattern-based risk levels vary considerably according to car safety level and driver's age at time of injury and socio-economic status. Crash patterns might be considered in young adult driver education systems, bearing in mind the consistent higher risks of male drivers and of drivers with lower educational attainment. 相似文献

Outcome‐based education is a pedagogical process which focuses on the achievement of certain specified results. Outcome‐based teaching and learning (OBTL), therefore, is concerned with curriculum design and ensuring that the contents, delivery, activities, and assessments are all aligned to help facilitate students to attain specific intended learning outcomes. This study explores whether and how outcome‐based teaching impacts on the learning approaches of one cohort of undergraduate business students at a university in Hong Kong, China to undergo outcome‐based teaching, newly introduced as part of a university‐wide policy to adopt OBTL. The learning approaches of these business students were measured using John Biggs's (1987) Study Process Questionnaire (SPQ) to determine whether these students tended to favor surface learning approaches, deep learning approaches, or achieving learning approaches upon initial entry into the university. Changes in learning approaches were tracked, after a semester's exposure to OBTL, through survey and focus group interview methods. Findings indicated a significant amount of transference between learning approaches deployed by these students, demonstrating a high level of adaptability. 相似文献

This study examines the relationship between student perceptions of different types of educator power and different modes of student complaining behaviour in the case of university education. A large sample of marketing students in the business school responded to the study from a state university in Northeastern United States. Factor analysis and canonical correlation analysis are used to explore the relationships between five bases of power perceptions (referent, expert, reward, legitimate, and punishment) and four modes of complaining behaviour (voice, negative word of mouth, third party, and exit). The results indicate that students engage in different modes of complaining as they perceive different types of educator power. The predominant complaining mode is found to be voice under referent or expert power, third party under legitimate power, and exit under reward or punishment power. Our findings offer important implications for student satisfaction, retention, and completion rates in higher education. 相似文献
