As the population ages there will be potentially significant implications for a wide range of economic variables, including in particular the fiscal costs of social expenditures. Long‐term fiscal planning requires estimates of the possible future path of public spending. This article presents projections for 14 categories of social spending. These projections are based on detailed demographic estimates covering fertility, migration and mortality. Distributional parameters are incorporated for all of the major variables, and are used to build up probabilistic projections for social expenditure as a share of gross domestic product using simulation. Attention is focused on health expenditures which are disaggregated into seven broad classes. In addition, we explore the impacts of alternative hypotheses about future health costs. While it can be predicted with some confidence that overall social expenditures will rise, the results suggest that long‐term planning would be enriched by recognising the distributions around point estimates of projected social costs.  相似文献

The theory of information pricing implies that the benefits from obtaining costly information should be offset by the costs. In the case of mutual funds, this theory suggests that trades by fund managers should take place at prices that compensate their clients for the managers' costs of becoming informed. This paper controls for risk, fund size, and age to assess the relationship of a fund's information costs to its performance. The findings show that stock funds charging the highest expenses generally earn returns insignificantly different from funds charging the lowest expenses. This lends support to the theory of information pricing. The findings are also indicative of an efficient market, given that information is costly.  相似文献

Spurred by the political debate in the US and several high-profile corporate moves, "offshoring" has become a lively topic of discussion. This paper by Grant Colquhoun, Keith Edmonds and David Goodger tries to put recent developments in context and argues that "offshoring" should be seen as part of a long-standing and largely beneficial trend of international specialisation. In the short term at least, the transfer of service sector activities abroad is likely to involve relatively small numbers of jobs when compared to overall UK employment and labour market turnover. However, specific areas — such as call centres, back office functions and software programming — are expected to be increasingly affected, impacting upon regions of the UK with heavy exposure to those activities and giving rise to adjustment costs. In contrast, retailing, hotels and catering and personal services could well benefit from the move of low value-added jobs abroad. Overall, the impact of "offshoring" on the UK economy in terms of output and productivity should be positive.  相似文献

This study investigated the differences in responses of undergraduate business students to an ethical dilemma. Demographic characteristics were collected on the respondents and profiled as a means of examining common bases for decision. The authors found that certain demographic characteristics appear to be predictors of ethical decision behavior of future businessmen.Eugene W. One of his areas of research interest is the predicability of ethical decision behavior in potential employees. Neither the corporate view of whistle blowers as tattle-tales and traitors, nor the more sympathethic understanding of them as tragic heroes battling corrupt or abused systems captures what is at stake in whistle blowing at its most distinctive. The courage, determination and sacrifice of the most ardent whistle blowers suggests that they only begin to be appreciated when they are seen as the saints of secular culture. Although some whistle blowers may be attempting to deflect attention from their own deficiencies and others may be disgruntled employees, the most serious instances involve a level of moral sensitivity that approaches religious proportions that are baffling for a culture that has dispensed with sainthood.  相似文献

Despite the long relationship between the European Union and the African, Caribbean and Pacific (ACP) countries aimed at encouraging their exports while stimulating growth and investment, the ACP states still face difficulties in integrating into the world economy. This paper examines the non‐least developed ACP countries preferential trade with the EU using data on EU member states’ imports eligible for preferences under the Cotonou agreement for the period 2001 at the 8‐digit level. Using data on tariffs and preferential quota applicable on each 8‐digit product for the year 2001 ad‐valorem tariff rates were calculated. The paper also investigates the existence of a threshold in the offered duty reduction under which traders have no incentives to ask for preferences since the costs of obtaining these exceeds their benefits. Our results showed that the higher the value of preferences offered, the higher the probability that preferences are requested. Using endogenous threshold estimation techniques we also provided evidence that there exists a minimum value of preferences needed for traders to request preferences. More specifically, if the difference between preferential and third country tariff rates are lower than 4 per cent, there are no incentives for traders to request preferences since the costs of obtaining the preferences are expected to be higher than the benefits from obtaining the preferences. Our results additionally indicate that country specificities also play an important role in the decision whether requesting preferences or not and how much to import.  相似文献

Zusammenfassung Die ?konomischen Wirkungen der Agrarpolitik in Westdeutschland. - In diesem Aufsatz wird ein Modell des allgemeinen Gleichgewichts benutzt, um die Wirkungen der Agrarprotektion auf die gesamte Volkswirtschaft abzusch?tzen bzw. zu ermitteln, wie sich eine Liberalisierung auswirkt. Dabei werden die nationalen, aber auch die von der EG gew?hrten Subventionen berücksichtigt. Es wird simuliert, da? alle an Auflagen gebundenen Subventionen und der implizite Zoll auf Agrareinfuhren in H?he von 54 vH abgeschafft werden. Die Ergebnisse zeigen, da? nach einer Liberalisierung die gesamte Besch?ftigung um rund 4 vH und das Einkommen um etwa 3 vH zunehmen würden. Die Importe landwirtschaftlicher Erzeugnisse würden ebenso steigen wie die Exporte von Sektoren wie der Elektroindustrie und des Maschinenbaus, bei deren Produkten die Bundesrepublik einen komparativen Vorteil hat. Der Agrarprotektionismus verursacht also viel h?here Kosten als nur die, die sich im ?ffentlichen Haushalt und in den Preissteigerungen für die Verbraucher zeigen.
Résumé Les effets économiques de la politique agricole en Allemagne de l’Ouest. - Dans cet article les auteurs appliquent un modèle de l’équilibre générale pour évaluer les conséquences de la protection agricole ou d’une libéralisation. Les subventions sur le niveau national et international sont considérées. Les auteurs simulent une élimination de toutes les subventions liées à un but spécifique et du tarif implicite sur les importations agricoles de 54 pourcent. Les résultats démontrent qu’après une libéralisation l’emploi agrégé accro?traient à peu près par 4 pourcent et le revenu par 3 pourcent. Les importations agricoles accroissent aussi bien que les exportations des secteurs - comme par example de la construction des machines électriques et mécaniques - où l’Allemagne de l’Ouest possède un avantage comparatif. La protection agricole implique des co?ts beaucoup plus hauts que ceux qui sont reflétés dans le budget publique et dans les augmentations des prix au consommateur.

Resumen Los efectos económicos de la política agraria en Alemania Occidental. - En este trabajo se utiliza un modelo aplicado de equilibrio general para investigar las consecuencias de la protección al sector agrario y de una liberalizatión sobre toda la economía. Se toman en cuenta subsidios tanto a nivel nacional cómo a nivel de la Comunidad. Se simula la eliminación de todos los subsidios condicionales y del arancel implícito sobre las importaciones agrarias del 54%. Los resultados muestran que bajo una liberalizatión el empleo agregado incrementaría en un 4 % y el ingreso en un 3 %. Las importaciones de productos agrarios aumentarían, como también las exportaciones de sectores como ingeniería eléctrica y mecánica, en los cuales Alemania goza de ventajas comparativas. Se concluye que la protección al sector agrario genera más costos que aquellos que se reflejan en el presupuesto nacional y en incrementos de los precios al consumidor.
