Differences across decades in the counter‐cyclical stance of fiscal policy can identify whether the growth in government spending affects output growth and so speeds recovery from a recession. We study government‐spending reaction functions from the 1920s and 1930s for twenty countries. There are two main findings. First, surprisingly, government spending was less counter‐cyclical in the 1930s than in the 1920s. Second, the growth of government spending did not have a significant effect on output growth, so that there is little evidence that this feature of fiscal policy played a stabilizing role in the interwar period.  相似文献

A nuclear regulator’s paramount purpose is to utilize its expertise to ensure protection of public safety. But, recent actions by countries, such as Germany, to phase out nuclear power illustrate that public perception of nuclear safety can change swiftly despite a country’s long history of safely operating nuclear power plants. Public trust, acceptance, and involvement in nuclear regulatory decisions, therefore, are critical to a successful nuclear power program. In the United States, the US Nuclear Regulatory Commission (‘NRC’) has a long-standing practice of conducting its regulatory responsibilities in an open and transparent manner. The NRC, as a regular part of its decision-making process, also reaches out to affected and interested parties and invites their involvement in its regulatory processes. The NRC’s efforts to instill public confidence are an explicit recognition that nuclear safety and security are the public’s business. While the NRC must balance the public’s rights to participate in the licensing process with the applicant’s right to an efficient and timely licensing decision on an application, ultimately the NRC’s decision-making process is more effective and more broadly accepted by the public when it includes participation of a diverse range of interested and affected parties.  相似文献

This paper examines the critical role that organizational leaders play in establishing a values based climate. We discuss seven mechanisms by which leaders convey the importance of ethical values to members, and establish the expectations regarding ethical conduct that become engrained in the organizations climate. We also suggest that leaders at different organizational levels rely on different mechanisms to transmit values and expectations. These mechanisms then influence members practices and expectations, further increase the salience of ethical values and result in the shared perceptions that form the organizations climate. The paper is organized in three parts. Part onebegins with a brief discussion of climates regarding ethics and the critical role of values. Part two provides discussion on the mechanisms by which leaders and members transmit values and create climates related to ethics. Part three provides a discussion of these concepts with implications for theory, research, and practice.  相似文献

The problems that social and labour market institutions are facing today are often attributed to globalisation and ageing. This article argues that globalisation merely exposes inherent weaknesses in social institutions while ageing aggravates them, but that neither of the two phenomena is the fundamental cause of the challenges. Moreover, there is no inherent trade-off between social and economic policies, but to reconcile the policies comprehensive modernisation is needed. Each country can face the challenges should they wish to do so and converging to a single social model is neither needed nor wanted. During a time when religious animosities were reaching their peak in Medieval Europe leading up to the violent crusades, Christians, Jews, and Muslims residing in close proximity in Medieval Spain experienced a period of relative peace, prosperity, and cultural exchange. This historical episode, referred to as La Convivencia, or the coexistence, is a puzzle to many period historians. This paper argues that this anomalistic period arose due to the emergence of commerce, which generated cooperation and mitigated conflict among these heterogeneous groups, à la the Doux-Commerce Thesis of the Scottish Enlightenment. Commercial exchange between Christians, Jews, and Muslims was established through the use of safe-conducts, a promise of protection sold to foreign merchants. This paper details the operation of safe-conducts and the civilizing role that commerce played among Christians, Jews, and Muslims in Medieval Spain.  相似文献

While the commercial ambitions of indigenous capitalists are continuously displayed in Australia, little is known about the origins and initial development of the class. In this essay one area of the country, the north‐west of Western Australia (WA), is chosen to show how changes in the principal agricultural industry opened space for Aboriginal commerce. Despite the opposition of State governments and existing firms that dominated cattle and sheep production, this space was enlarged as pastoralism underwent major changes. The rise of the indigenous bourgeoisie was also facilitated by the growing power of the class's political representatives in electoral and in executive politics. Parallel with changes in Australian federalism, which gave the national government increased financial and other powers, Aboriginal representatives captured this shift for commercial advantage.  相似文献
