This article examines the claims of the school subject technology education (called Design and Technology in some countries) as a vehicle for inculcating creativity in the curriculum, by introducing children to the world of problem solving and invention. Core foundational underpinnings of the subject are explored, including its hands-on nature, its open-endedness, and its encouragement of generative cognitive processes. Issues relating to the teaching of problem solving are discussed. Examples of curricular approaches to the subject are set forth and their merits as bases for encouraging creative thinking are examined. Research on creativity in the subject is reflected upon briefly. The paper concludes by offering problem solving; and analogical, metaphorical, combination, and divergent thinking, as possible bases for pedagogy in technology education, and calls attention to the subject as a possible fruitful area of research based on creativity in the school curriculum.  相似文献

This paper investigates two market-based policy instruments, short-term water trading and volumetric water pricing, in a jurisdiction where historical water allocations are based on the seniority of appropriative water rights. The analysis identifies the potential effects of alternative surface water allocations on crop choices and on producer incomes in three irrigation districts in the Bow River Sub-basin of the South Saskatchewan River. The short-run effects of these alternative policy instruments are examined in scenarios where seasonal water supplies are reduced by 10–30% relative to the 2003 water usage levels. An important contribution of the paper is to present a computational, positive mathematical programming model that integrates both irrigation decisions and specific crop choices when characterizing agents' optimal responses to moderate water scarcity. The numerical results illustrate the manner in which the use of these market-based economic instruments can increase the irrigated land area and economic welfare relative to the allocations made based only on the seniority of water rights. Under full information with no transactions costs, the use of water pricing for allocation purposes can achieve the same production outcomes as could be reached under short-term water trading. However, the distribution of potential monetary gains and losses among agents would vary considerably across policies. Le présent article étudie deux instruments de politique fondés sur le marché, soit le commerce de l'eau à court terme et l'établissement du prix de l'eau en fonction du volume, dans une province où l'attribution de l'eau est historiquement fondée sur l'ancienneté des droits d'appropriation de l'eau. L'analyse a exposé les effets potentiels de divers moyens d'attribution de l'eau de surface sur le choix des cultures et le revenu des producteurs dans trois districts d'irrigation situés dans le sous-bassin de la rivière Bow qui s'écoule dans le sous-bassin de la rivière Saskatchewan Sud. Nous avons examiné les effets à court terme de ces moyens dans des scénarios où les approvisionnements saisonniers en eau ont été réduits de 10 à 30 p. 100 par rapport aux niveaux d'utilisation de l'eau établis en 2003. Le présent article visait, entre autres, à présenter un modèle de programmation mathématique positive intégrant à la fois les décisions concernant l'irrigation et le choix de cultures spécifiques au moment de caractériser les réactions optimales des agents face à une rareté modérée de l'eau. Les résultats numériques ont montré de quelle façon l'utilisation de ces instruments économiques fondés sur le marché pouvait accroître les superficies irriguées et le bien-être économique comparativement à l'attribution de l'eau fondée sur l'ancienneté des droits d'appropriation de l'eau. Selon les renseignements complets sans coûts de transaction, le recours à l'établissement du prix de l'eau en fonction du volume et le commerce de l'eau à court terme peuvent permettre d'obtenir les mêmes résultats en matière de production. Toutefois, la répartition des pertes et des gains éventuels entre les agents varieraient considérablement d'une politique à l'autre.  相似文献

Hiring‐halls, specializing in the placement of day‐laborers in temporary jobs, have in recent years been proliferating along major transport arteries in Chicago's low‐income neighborhoods. This article examines the phenomenon of low‐wage temporary work in Chicago from the perspective of the principal institutional actors in these highly ‘flexibilized’ or ‘contingent’ labor markets – the ‘temp’ agencies. Particular emphasis is placed on the labor‐market effects of temp‐agency strategies, both in respect to patterns of labor segmentation and in terms of the spatial (re)constitution of urban job markets. It is suggested that temp agencies are actively engaged in both the exploitation and facilitation of contingent labor‐market conditions. In this sense, they are assuming important new roles as privatized ‘labor‐market intermediaries’, with apparently deleterious effects for job security and social segregation in the lower reaches of urban labor markets. Their strategies can also be related to the social and geographic restructuring of these job markets, because the growth and polarization of temp employment has been associated with a ‘hardening’– and indeed ‘stretching’– of extant ethnic, gender and spatial inequalities. Des bureaux d'embauche, spécialisés dans le placement de journaliers sur des postes temporaires, ont récemment proliféré le long des grands axes de transport dans les quartiers défavorisés de Chicago. Cet article étudie le phénomène du travail temporaire à faible revenu dans cette ville, et ce, du point de vue des principaux acteurs institutionnels sur ces marchés du travail hautement ‘flexibilisés’ ou ‘aléatoires’: les agences de travail temporaire. Il insiste sur les conséquences des stratégies de ces agences pour le marché de l'emploi, à la fois au niveau des schémas de segmentation du travail et en termes de (re)constitution spatiale des marchés du travail urbains. Aussi peut‐on suggérer que ces agences sont activement impliquées dans l'exploitation et la facilitation des conditions aléatoires du marché du travail. En ce sens, elles jouent un rôle important et nouveau comme ‘intermédiaires du marché du travail’ privatisés, avec des effets apparemment néfastes pour la sécurité de l'emploi et la ségrégation sociale dans les circuits inférieurs des marchés urbains. Leurs stratégies peuvent aussi être liées à la restructuration sociale et géographique de ces marchés, la croissance et la polarisation de l'emploi temporaire ayant ètè associées à un ‘durcissement’, et assurément à une ‘extension’, des inégalités existantes au plan ethnique, spatial et des sexes.  相似文献

The European Union grants preferential market access for sugar to a group of African, Caribbean and Pacific (ACP) countries. Sugar exported under these quotas receives between two and three times the world price. These trade preferences are intended as a form of aid, but they tend to stifle productivity growth in the recipient countries. The European Union could better assist ACP countries by providing direct development assistance in place of sugar subsidies, for example by investing the aid transfers into infrastructure or other essential public services. This paper tests this proposition for the case of Fiji using a computable general‐equilibrium model. It is found that significant gains in economic performance can be achieved by employing such alternative strategies for aid. These gains are particularly strong over the medium to long term when the aid funds are diverted to infrastructure development. However, there are issues of equity to consider since, in the case of Fiji, the rural poor would be the losers if trade preferences were to be removed. Moreover, the degree of benefit in alternative strategies such as infrastructure development will be contingent on the economy's flexibility, which in turn depends upon the country's regulatory regime and education performance.  相似文献

Historically, manufacturers held the upper hand in consumer goods supply chain relationships. There has been a pervasive shift of power to retailers over the past 20 years, however, ushering in an era of waning consumer loyalty to manufacturers' brands and increasing loyalty to retailers. While there is extensive research focusing on the manufacturer‐consumer relationship, retailers' increased ability to influence consumer purchases suggests that manufacturers should understand not only consumer perceptions of delivery service, but also retailer perceptions. We incorporate social network theory to examine the manufacturer‐retailer‐consumer linkages in the consumer durables industry, with the emphasis on the retailer in the role of the “broker” (Burt 1992). Specifically, we examine whether retailer perceptions of a manufacturer's order fulfillment service (OFS) positively impacts retailer perceptions of the manufacturer's brand, the importance of the product, and the likelihood of the retailers' salespeople to recommend the product to consumers. The research bridges OFS and retailer purchase behavior in a consumer durables industry characterized by high levels of consumer involvement, brand presence, and personal selling.  相似文献

This paper argues that a certain amount of partner conflict must exist for knowledge creation to occur in a strategic alliance. We argue that such tensions can generate opportunities for firms to challenges each other's assumptions and paradigms, leading to novel perspective and new solutions. This position is contrasted to existing theories that present conflict minimization as the route to alliance success. The paper exploits the generative or double-loop learning process (Liedtka et al. 1997; Argyris and Schon 1996) to build a model of inter-organizational knowledge creation and explicitly considers the implications for partner interactions. We suggest that knowledge creation often occurs in turbulent and discontinuous environments associated with the tension between alliance partners of different cultural origins. This paradox is critical to understanding the reasons why strategic alliances often fall short in their potential to create new knowledge.  相似文献

It has been estimated that the costs of remediating contaminated sites in Central and Eastern Europe (CEE) will be very high. These contingent environmental liabilities have emerged precisely at the time CEE countries are attempting to privatize their capital stocks, creating major challenges for privatization agencies. It is also generally agreed that an inadequate handling of these liabilities in the past has reduced sales of state-owned enterprises in Central and Eastern Europe.This paper uses an analytical model to identify optimal policies for minimizing the damage to privatization processes from environmental liabilities. Policy simulations are conducted which evaluate the effects of the use of liability indemnifications and environmental audits on privatization sales, prices and government revenues net of environmental costs. The major finding of the paper is that goals to mitigate the effects of environmental liability on privatizations and maximize government net revenues from privatization sales require equivalent environmental liability policies. Both goals require optimal provision of information and indemnifications to investors, and moreover it is found that the two policies are complementary rather than substitutes.  相似文献
