Government regulations designed to promote social welfare can have unintended consequences on efficiency. According to the LeChatelier Principle, regulations that effectively limit substitution possibilities among inputs will reduce firm and industry-wide efficiency. In imperfectly competitive markets, however, government constraints on a strategic variable can facilitate coordination. An advertising restriction, for example, would improve efficiency if it enables firms to produce the same level of sales with less advertising spending. We use data envelopment analysis to estimate the effect of marketing regulations on efficiency in the U.S. cigarette industry. Unlike previous studies, we do not assume that marketing and production technologies are separable. Our results demonstrate that coordination effects dominate LeChatelier effects. Cigarette producers have benefited from advertising restrictions, a result consistent with the capture theory of regulation.

We use a sequential game to analyze an agency problem in the mutual fund industry where a representative fund manager considers window-dressing his portfolio holdings for the purpose of attracting fund flows from a representative investor. The manager is motivated to window-dress to improve the investor's perception of managerial skill which may positively affect fund flows in the next period. However, the investor may suspect window-dressing and thus downgrade perceived managerial skill. The model supports a Bayesian Nash equilibrium where the manager window-dresses only when receiving a low return in the first period and the investor withdraws funds only when observing low returns in both periods. Consequently, we show that window-dressing is a rational behavior even when fund outflows may result.  相似文献

This paper analyses some of the difficulties that human resource (HR) managers have in responding to problems of labour turnover and labour shortages.It provides a brief overview of the complex environments in which Singaporean HR managers operate. This paper suggests that, when the roles of management and personnel are ambiguous or when there is tremendous change, line managers and executives take over some of the functions of HR managers, a practice which is seen as a problem for HR managers. However, content analysis of interviews with HR managers shows that this encroachment becomes a problem only when the HR managers lack the skills necessary to perform their duties competently. Thus, it is suggested that HR managers should adopt an HRM approach which focuses on roles and skills necessary to manage ambiguity. In this respect, a more inclusive model should involve roles such as: reconciliation, recruitment and retention, employee relations, planning and internal management.  相似文献

This paper reports on a study of the networking and linkage practices of technology and non-technology firms within the Ottawa cluster. The work seeks to understand how and why particular patterns of networks and linkages evolve and it examines empirically the usage and value of networks and linkages. Previous work argues that technology firms need to be relatively more adept at developing external relationships in order to be successful than do non-technology based companies. This work, however, finds that technology firms exhibit fewer linkages than non-technology based companies do within the Ottawa cluster. The research suggests that the vitality of the Ottawa cluster could be further enhanced through the promotion of additional networking and linkages among regional firms. A key implication for management practice is that CEOs of technology-based firms should work towards establishing and maintaining additional valued relationships.  相似文献

Drawing on extensive academic research concerning clusters and networks, this paper seeks to create a framework capable of reviewing and monitoring different aspects of clusters and networks on an ongoing basis. The nine-element framework allows evaluation of the structures and processes for the eight basic cluster types identified from the literature. The use of this framework as a complimentary tool to the Multi-sectoral Qualitative Analysis (MSQA) methodology is then demonstrated using three examples (the construction, hardwood timber and higher education sectors). The data was gathered from three sets of key stakeholders (government, institutions and industry) provided from a recent study funded by the Welsh Assembly Government's Small Grants Research Programme. These cases illustrate the use of the framework in helping to generate the initial information necessary for subsequent cluster development policy (within overall regional economic development) by government to occur. The framework provides tools for reviewing and monitoring individual sectors. Information captured within the framework can also help in ameliorating problems in sectors likely to decline further. The need for further development research is also identified. Specifically at the level of the firm and network, there is a need to generate a more detailed framework of analysis of factors that contribute to successful processes of network management, learning and innovation, from which more detailed policy could be enacted in future.  相似文献

Northeast England, an old industrial region with higher than average unemployment, also contains state-of-the-art manufacturing plants, many owned by multinational companies. A recent project undertaken for the Northern Development Corporation by Segal Quince Wicksteed, found a very high level of interest among these firms in increasing local purchasing. For many, this was linked to the greater autonomy they had recently gained. Adaptation to competitive pressures and the need to control costs had led to much greater emphasis being placed on quality. This could be achieved only by working with a small number of key suppliers. Much local collaboration was already evident, and there was considerable interest in increasing this if suppliers could be found with the right capabilities and attitudes. In economic development terms, scope was found for new initiatives that could provide highly selective information on possible collaborators and support the development of these large firm: supplier relationships by publicizing the opportunities available and encouraging changes in expectation and attitude.

This article describes the outcome from a project commissioned by the Northern Development Company with funding from the Department of Employment's Regional Enterprise Unit. The project identified current purchasing practices within the northeast of England, in order to identify the scope for new initiatives that would increase the likelihood of large firms buying from locally based suppliers. It was undertaken during the first half of 1988 by Segal Quince Wicksteed, economic and management consultants, with the support of Durham University's Small Business Center.  相似文献
