我国国家审计体制改革之我见

我国国家审计体制的改革一直是学术界重点研究的课题，许多学者提出了不同的构想。典型的观点如下：第一种，改现行行政模式的国家审计体制为立法模式，在立法模式下实行省以下审计机关的垂直领导(项俊波20001)；第二种，国家审计机构仍隶属于国务院，但改地方审计机构的双重领导体制为单一垂直领导体制(吴联生2002)；第三种，建立一种     

THE TENSILE STRENGTH OF WATER IN DEPRESSION TANK

This paper presents the data of tensile strength of water in depression tank whichwere measured by small venturi during cavitation investigation of a series of real project models.These measurements show that in depression tank water has slight tensile strength in case of highvacuum.But it influences the incipient cavitation number.In tests we also studied the influenceof tensile strength on scale effect of cavitation models.     

摺上川坝的溢洪道设计

摺上川坝在设计溢洪道时，对有长达300m以上的溢流堰顶的平面弯曲型侧水道式非常溢洪道进口、梯级二级消能工等进行了水工模型试验。二次消能工决定采用梯级有沟型式，布置沟可以获得使溢流水脉分散的消能效果。     

浅析乳化沥青在道路养护中的应用

一、乳化沥青 乳化沥青是由两种互不相溶的物质——沥青和水组成的混合物。其主要特性表现为它的储存稳定性、在混合过程中的稳定性、表面处治和粘度特性及养护速度。在这些特性中有许多是随着微粒尺寸和微粒在乳液中的分布情况而起作用的。     

EXPERIMENTAL RESEARCH ON EFFECT OF MAIN-FLOW SWING ON FLOW TURBULENCE STRUCTURE

It is mentioned in this paper that the adjustment of flow structure occurs when themain-flow swings.The changes of turbulence structure and flow energy loss in the indoor rivermodel are measured.The experimental data are presented for the first time for the further studyof complicated river flow structure.     

NUMERICAL STUDY ON SORET-EFFECT AND DUFOUR-EFFECT FOR DOUBLE-DIFFUSIVE NATURAL CONVECTION IN POROUS ENCLOSURE

The influences of Soret effect and Dufour effect on the natural convection and heat and mass transfer for a porous enclosure were investigated by means of the penalty finite element method. Numerical results indicate that the Soret and Dufour effects have significant influences on heat and mass transfer in the presence of large temperature gradient and concentration gradient.
