An environmental and technical sustainability assessment methodology is developed for both centralized and dual water distribution systems (WDSs) with and without fire flow scenarios. Technical sustainability of potable and reclaimed water networks is measured by a sustainability index (SI) assessment using reliability, resiliency, and vulnerability performance criteria. The U.S. Environmental Protection Agency EPANET software is used to simulate hydraulic (i.e. nodal pressure) and water quality (i.e. water age) analysis in a WDS. Total fresh water use and total energy intensity are considered as environmental sustainability criteria. The procedure considers two separate alternatives for meeting fire flows: (1) adding pumping to a system or (2) adding a non-potable WDS. The reclaimed system is designed using linear programming (LP) optimization. For each alternative, multi-criteria decision analysis (MCDA) is used to combine technical and environmental sustainability criteria for an urban WDS. 相似文献

This article examines the various definitions of, and analytical approaches to, collaborative water governance (CWG). While the concept’s usage has increased over the past decade, there lacks any deep engagement with the concept of the political at the heart of CWG. This article argues that contemporary approaches to CWG risk emptying the concept of its utility and coherence. Correcting this deficiency requires a focus on the social and ideational constructions of water. money rewards, using the random round payment method in which the amount is determined by one randomly selected decision.

This paper offers the first economic analysis of wetlands mitigation banks. The banks are a new alternative for restoration of wetlands by developers before receiving regulatory approval for future development of wetlands in the same watershed. A stochastic optimal control model is developed which incorporates ecological uncertainty of wetlands restoration. The model helps in examining the decisions of how much to invest in a wetlands mitigation bank. The model is calibrated with data from California bioeconomic parameters. Numerical simulation of the model provides a sensitivity analysis of how model parameters of restoration costs, stochastic biological growth, interest rate, and the market value of credits affect the trajectory of investment and the optimal stopping state of wetlands quality when the investment ends. The analysis reveals that restoration of the whole site will occur when there is a reduction in restoration costs, an increase in biological uncertainty or an increase in the value of wetlands credits. Continued restoration is harder to justify with a higher interest rate. 相似文献
