This article used a data set containing information on 1267 households from Kuwait to investigate the determinants of demand for medical care services by examining households’ out-of-pocket expenses. To deal with the problems associated with households’ health expenditure data, a two-part model (TPM) was estimated. Given Kuwait’s demographic composition, the model was estimated for full sample, nationals only and expatriates only. Prior to estimating the model, tests were conducted to select a transformation that reduces problems associated with heteroscedasticity and non-normality of the errors. In the last 5 years, Lake Victoria water level has seen a dramatic fall that has caused alarm to water resource managers.
Since the lake basin contributes about 20% of the lakes water in form of discharge, with 80% coming from direct rainfall,
this study undertook a satellite analysis of the entire lake basin in an attempt to establish the cause of the decline. Gravity
Recovery And Climate Experiment (GRACE), Tropical Rainfall Measuring Mission (TRMM) and CHAllenging Minisatellite Payload
(CHAMP) satellites were employed in the analysis. Using 45 months of data spanning a period of 4 years (2002–2006), GRACE
satellite data are used to analyse the variation of the geoid (equipotential surface approximating the mean sea level) triggered
by variation in the stored waters within the lake basin. TRMM Level 3 monthly data for the same period of time are used to
compute mean rainfall for a spatial coverage of .25°×.25° (25×25 km) and the rainfall trend over the same period analyzed.
To assess the effect of evaporation, 59 CHAMP satellite’s occultation for the period 2001 to 2006 are analyzed for tropopause
warming. GRACE results indicate an annual fall in the geoid by 1.574 mm/year during the study period 2002–2006. This fall
clearly demonstrates the basin losing water over these period. TRMM results on the other hand indicate the rainfall over the
basin (and directly over the lake) to have been stable during this period. The CHAMP satellite results indicate the tropopause
temperature to have fallen in 2002 by about 3.9 K and increased by 2.2 K in 2003 and remained above the 189.5 K value of 2002.
The tropopause heights have shown a steady increase from a height of 16.72 m in 2001 and has remained above this value reaching
a maximum of 17.59 km in 2005, an increase in height by 0.87 m. Though the basin discharge contributes only 20%, its decline
has contributed to the fall in the lake waters. Since rainfall over the period remained stable, and temperatures did not increase
drastically to cause massive evaporation, the remaining major contributor is the discharge from the expanded Owen Falls dam. 相似文献

The mechanisms used to deliver agricultural beneficial management practices (BMPs) can influence the performance of these policies. Research has suggested that agri‐environmental instruments targeted based on specific economic or environmental characteristics can improve policy performance. Using a case study approach, we evaluate the relative performance of different mechanisms to target subsidized water retention pond BMPs to reduce phosphorus (P) runoff in an agriculture dominated subwatershed within the Lake Winnipeg watershed in southern Manitoba. The water retention pond BMPs were targeted based on estimated establishment costs (cost targeting), total phosphorus removal from surface water (benefit targeting), and pond‐specific benefit–cost ratios. The targeting was simulated using predictions of retention pond‐specific P removal from an adapted hydrology model and site‐specific pond construction and land opportunity costs assembled in a geographic information system database. Targeting of water retention pond BMPs has an impact on the cost effectiveness of the policy delivery with benefit–cost targeting being the most cost‐effective approach. Water retention ponds providing higher P removal at lower cost were smaller in size and on land previously used for the production of lower value crops. Des études suggèrent que le ciblage d'instruments agroenvironnementaux basé sur des caractéristiques économiques ou environnementales précises peut améliorer la performance des politiques. Au moyen d'études de cas, nous évaluons la performance relative de divers mécanismes pour cibler les PGB des bassins de rétention d'eau subventionnés pour réduire le ruissellement de phosphore (P) dans un sous‐bassin du bassin du Lac Winnipeg au sud du Manitoba. Les PGB du bassin de rétention des eaux ont été ciblées en fonction des coûts estimés d'établissement (ciblage des coûts), de l′élimination totale du phosphore de la surface de l'eau (ciblage des bénéfices), et des ratios avantages‐coûts liés au bassin. Le ciblage fut simulé au moyen de prédictions du taux de suppression de P spécifique à chaque bassin de rétention obtenues à partir d'une adaptation d'un modèle hydrologique et d'une base de données d'un système d'information géographique (SIG) contenant les sites de chaque bassin de rétention et le coût d'opportunité du terrain. Le ciblage des PGB des bassins de rétention d'eau a un impact sur la rentabilité de la mise en ?uvre de politiques, le ciblage coût‐avantages étant l'approche la plus rentable. To achieve sustainability in heritage tourism, tourists should be placed at the heart of the management and planning processes. Indicators and standards-based frameworks were developed in the field of outdoor recreation management to manage and measure crowding and other problematic issues in parks and related areas. Using normative theory and visual research methods, this article aims to examine crowding standards of tourists at Petra Archaeological Park, and compare these standards between the types of heritage tourists suggested by a model developed by Bob McKercher. Results showed that tourists’ acceptability levels go down with an increasing number of tourists, and tourists who are highly motivated to visit heritage sites (i.e. purposeful and sightseeing heritage tourists) had the most restrictive acceptable number of tourists at the park. In recent years, droughts with increasing severity and frequency have been experienced around the world due to climate change
effects. Water planning and management during droughts needs to deal with water demand variability, uncertainties in streamflow
prediction, conflicts over water resources allocation, and the absence of necessary emergency schemes in drought situations.
Reservoirs could play an important role in drought mitigation; therefore, development of an algorithm for operation of reservoirs
in drought periods could help to mitigate the drought impacts by reducing the expected water shortages. For this purpose,
the probable drought’s characteristics and their variations in response to factors such as climate change should be incorporated.
This study aims at developing a contingency planning scheme for operation of reservoirs in drought periods using hedging rules
with the objective of decreasing the maximum water deficit. The case study for evaluation of the performance of the proposed
algorithm is the Sattarkhan reservoir in the Aharchay watershed, located in the northwestern part of Iran. The trend evaluations
of the hydro-climatic variables show that the climate change has already affected streamflow in the region and has increased
water scarcity and drought severity. To incorporate the climate change study in reservoir planning; streamflow should be simulated
under climate change impacts. For this purpose, the climatic variables including temperature and precipitation in the future
under climate change impacts are simulated using downscaled GCM (General Circulation Model) outputs to derive scenarios for
possible future drought events. Then a hydrological model is developed to simulate the river streamflow, based on the downscaled
data. The results show that the proposed methodology leads to less water deficit and decreases the drought damages in the

This research investigated the optimum on-farm water management methods for a summer crop (Maize). Water equity and productivity were optimized simultaneously by using genetic algorithms in Doroodzan Irrigation Network. Increase in water reduction fraction (WRF) (0.0 to 0.8) has the incremental effect on water equity (on average 19.4 %), however by increasing WRF, water productivity initially increased (on average 25.3 % at WRF?=?0.4) and then decreased. With increasing irrigation application efficiency (Ea) (40 to 90 %), the values of water equity and productivity increased by on average 52.8 and 91.5 %, respectively. Increment of conveyance efficiency of channels (Ec) (70 to 90 %) resulted in minimum incremental effect on water equity and productivity (on average 18.5 and 11.9 %, respectively). Furthermore, the values of performance measure decreased from wet water year to drought water year. Tape irrigation system was considered as the best choice at low quantities of WRF (<=0.4), however for higher values of WRF (>?=?0.6), sprinkler irrigation system was considered as the best choice for achieving higher values of water equity and productivity. Meanwhile, when equity and productivity were considered together for a specific method of deficit irrigation scheduling, under specified quantity of irrigation water, with increasing equity the water productivity reduction was negligible. 相似文献

The need of exchange rate forecasting in order to preventing its disruptive movements has engrossed many policy-makers and economists for many years. The determinants of exchange rate have grown manifold making its behavior complex, nonlinear and volatile so that nonlinear models have better performance for its forecasting. In this study the accuracy of ANFIS as the nonlinear model and ARIMA as the linear models for forecasting 2, 4 and 8 days ahead of daily Iran Rial/∈ and Rial/US$ was compared. The computational complexity, huge memory space requirement, and time-consuming nature of frequent pattern mining process are the most important motivations for distribution and parallelization of this mining process. On the other hand, the emergence of distributed computational and operational environments, which causes the production and maintenance of data on different distributed data sources, makes the parallelization and distribution of the knowledge discovery process inevitable. In this paper, a gossip based distributed itemset mining (GDIM) algorithm is proposed to extract frequent itemsets, which are special types of frequent patterns, in a wireless sensor network environment. In this algorithm, local frequent itemsets of each sensor are extracted using a bit-wise horizontal approach (LHPM) from the nodes which are clustered using a leach-based protocol. Heads of clusters exploit a gossip based protocol in order to communicate each other to find the patterns which their global support is equal to or more than the specified support threshold. Experimental results show that the proposed algorithm outperforms the best existing gossip based algorithm in term of execution time. 相似文献
