Multi-sectoral interdependencies of regional public infrastructure investments

Public investment decision-making processes involve multiple and interrelated sectoral and regional policy objectives and budget constraints. This paper presents a dynamic spatio-economic model that considers multi-sectoral investment interdependencies using data at the prefecture level in Greece. The expenditure allocation dynamics of most types of regional public investment are found to be competitive with each other. This outcome is attributed to the lack of policy coordination, technological and budget constraints, geographical factors, and equity and political considerations. The investment interrelationships may have a significant effect on future state funding needs and the strategic assessment of infrastructure development at the country level.

辽宁是农产品出口大省,虽然出口额呈逐年上升趋势,但近几年受国内外不同问题和因素的影响,导致辽宁农产品出口出现了瓶颈。本文在总结了辽宁农产品出口的现状的基础上,探讨了辽宁农产品出口的问题,以此总结了影响出口的因素,并基于目标满意对影响因素进行了分析,最终提出了解决措施。     

Detecting log-periodicity in a regime-switching model of stock returns

Log-periodic precursors have been identified before most and perhaps all financial crashes of the Twentieth Century, but efforts to statistically validate the leading model of log-periodicity, the Johansen–Ledoit–Sornette (JLS) model, have generally failed. The main feature of this model is that log-harmonic fluctuations in financial prices are driven by similar fluctuations in expected daily returns. Here we search more broadly for evidence of any log-periodic variation in expected daily returns by estimating a regime-switching model of stock returns in which the mean return fluctuates between a high and a low value. We find such evidence prior to the two largest drawdowns in the S&P 500 since 1950. However, if we estimate a log-harmonic specification for the stock index for the same time periods, fixing the frequency and critical time according to the results of the regime-switching model, the parameters do not satisfy restrictions imposed by the JLS model.

以德国维尔道应用科技大学为研究对象,分析了德国应用科技大学的成立基础、科研定位和科研现状。德国应用科技大学是以培养应用型人才为目标的高等学校,从事以应用为导向和贴近实践的科研和发展,科研定位侧重于技术开发与应用。与获得政治资本相比,大学教师更倾向于通过科研活动在学术界赢得认可和声望。结合我国高职院校实际,学校应该在项目立项、科研奖励、职称评定等方面都应该更加重视技术开发,要把应用研究作为学校科研的重点。     

China in Global Economic Governance

China has made contradictory claims about its attitude toward the existing international order. Is China a “responsible stakeholder” in the existing international regimes? Or has China been a new type of great power seeking to reform the existing world order, making it more friendly toward the global South? In this article, we look beyond Chinese rhetoric and examine China's behavior in global economic governance. A comparison with other emerging powers and traditional major powers shows that China has been actively involved in global economic governance. But, thus far, China has not exercised substantive leadership nor has it pushed hard for change to benefit the developing countries. The level of its support of the current regimes varies across issue areas and is primarily driven by its changing economic interest.

R＆D项目中止决策是R＆D管理过程中一项非常重要的工作,有效、及时的中止决策对于优化科技资源配置、提高创新效率有着非常重要的意义。本文在对已有的R＆D项目中止决策方法简要回顾基础上,根据R＆D项目中止决策实质,给出了一种基于已有数据判别分析的R＆D项目中止决策方法和步骤,并进行了示例计算。结果表明,该方法较为简便有效,易于操作。     

China’s direct investment in the European Union: challenges and policy responses

The dramatic rise of Chinese direct investment into the European Union (EU) has sparked a debate about the control that China may be seeking to take over European economies. Quite naturally, these concerns have led to repeated calls that action be taken to slow down, if not to halt entirely, this growing trend. The objective of the article is to shed light on this debate. Following a thorough analysis of Chinese direct investment in the EU, this article suggests that the challenges posed by these inflows are widely overblown. Despite this, the article concludes that it is necessary to have a systematic approach to regulating inbound foreign investment (including from China) in the EU. Such an approach may help guard against the risk of a protectionist drift inside the EU, as well as the possibility that some investors may one day pose a threat to national security. This article concludes that although the current fragmented regulatory approach is unsatisfactory, because of the difficulties associated with a unified EU-wide review process, the most realistic option is to promote a more systematic and coordinated use of existing mechanisms such as competition policy. Also, pushing for the negotiation of a China–EU BIT is certainly a promising avenue to enhance the EU’s bargaining leverage based on the principle of positive reciprocity.
