基于动态因子分析的我国金融稳定指数研究

金融稳定指数的构建是实现金融稳定有效测度的前提。首先综述了金融稳定的内涵和指标体系的演进，然后从宏观和微观两方面，设计金融稳定指标体系，并采用动态因子分析法赋予指标权重，最终合成综合金融稳定指数FSI。通过检验与测度发现，我国金融稳定水平发展较为平稳，并且略微显现出下降趋势，我国的金融风险也随之增加。最后提出政府应当加强国际监管合作，实现对跨国流动性风险的监管的建议。     

CANTILLON AND HUME ON MONEY AND BANKING: THE FOUNDATIONS OF TWO THEORETICAL TRADITIONS

The distinction between the ‘classical’ monetary theory and ‘quantity’ theory has been proposed in literature on money and banking. The overall feature of the classical theory of money is that it holds one principle of regulation for each kind of issue (metallic money, bank issues and paper money) whereas the quantity theory applied the causality and proportionality postulates for all kinds of monies. Without claiming to adjudicate the validity of such a distinction, the paper investigates the foundation of each tradition. In this respect, this paper, respectively, examines, and provides a survey of the secondary literature on, Cantillon's Essai and the Hume's Discourses.

尾矿库的项目设计是矿山安全的重要保障。本设计首先进行地质资料和水文气象资料的调查,其次确定尾矿库设计的工艺数据、库容表、服务年限及等级,再次进行洪水的计算、排洪能力的计算、尾矿坝体的设计及稳定性的分析。结论表明本次设计尾矿库项目设计符合要求。     

我国金融稳定指标体系构建

我国金融稳定水平总体较好,呈现阶段性特征,2008年全球金融危机对此没有产生太大影响。综合当前实际和国内金融稳定状况,首先,政府应吸取国际先进的金融监管经验,实施强制性手段,高效准确地完成数据统计工作,为量化金融稳定水平、加强金融监管提供数据支持;其次,应综合考虑外汇市场、货币市场、同业拆借市场等各市场之间的关联性,加强多市场协同监管;再次,应加强国际合作,在与国际接轨的同时,参与全球金融监管工作,及时调整各项货币政策和财政政策。     

澳门电子银行发展的现状与风险管理

最近几年，随着互联网、固定电话、移动电话等通讯设备在澳门的快速完善，澳门银行业积极发展电子银行业务。为了对这种新的银行业务形式进行有效的风险控制，澳门金融管理局于2008年出台了《电子银行风险管理指导原则》，对澳门电子银行监管的主要风险及其监管原则、程序、措施作了详尽的规定。澳门电子银行监管的最新发展可为其他国家或地区电子银行的监管带来有益的启示。     

THE ROLE OF CENTRAL BANKS IN FINANCIAL SUPERVISION AND REGULATION

This article describes thinking on the institutions of financial supervision and regulation prior to the current crisis and goes on to examine what lessons have been learnt subsequently. It concludes that the problem is not so much that central banks needed to be more closely involved in supervision at the outset but that many countries did not have satisfactory schemes in place for resolving problems in large institutions. Central banks and governments were then forced into ad hoc measures that could have unfortunate implications for moral hazard in the future unless fundamental problems are addressed.     

Market Integration in the Golden Periphery. The Lisbon/London Exchange, 1854–1891

Portugal was the first independent nation to follow Britain in joining the gold standard. Although beset by persistent current account deficits and heavily dependent on foreign capital inflows, it enjoyed a relatively stable tenure of 37 years on gold. This paper shows how it was possible to secure currency stability, despite a lower credibility for the peg and a higher incidence of gold point violations than in core countries. The explanation lies in the central role played by institutional actors, such as the Bank of Portugal and/or the government, whose interventions in the exchange market kept the parity within the band.     

基于生命周期的企业集群价值网稳定性分析

企业集群价值网是一个共生组织,稳定性是其重要的维生机制,稳定性越好,组织的维生能力越强。鉴于此,运用生物种群共生理论,针对不同生命周期阶段的企业集群价值网的不同形态分别建立了反映其收益增长规律的Logistic模型,得出了稳定共生的条件和原因,并分析了其经济学意义。     

人民币升值与银行危机的历史启示

历史上,许多国家在汇率制度改革后经历了银行危机。在对五个银行危机指标进行分析后,对中国与18个退出固定汇率制度后经历货币升值的国家进行了对比研究。实证分析结果表明,中国在实际退出固定汇率制度并保持人民币小幅升值的经济背景下,发生银行危机的概率没有明显变化。
