Country size and the rule of law: Resuscitating Montesquieu

In this paper, we demonstrate that there is a robust negative relationship between the size of country territory and a measure of the rule of law for a large cross-section of countries. We outline a framework featuring two main reasons for this regularity; firstly that institutional quality often has the character of a local public good that is imperfectly spread across space from the core of the country to the hinterland, and secondly that a large territory usually is accompanied by valuable rents and a lack of openness that both tend to distort property rights institutions. Our empirical analysis further shows some evidence that whether the capital is centrally or peripherally located within the country matters for the average level of rule of law.     

国家发展战略对城乡居民收入差距的影响研究——以西部大开发为例

通过对不同时期城乡居民收入差异系数的对比分析,发现国家发展战略(这里以西部大开发为例)对城乡居民收入差距的缩小有积极影响——尽管对城乡居民收入差异系数绝对值的影响甚微,该战略实施后该系数的增长率明显低于全国平均水平和东部地区的增长率。     

新疆新农村建设村庄体系规划研究——以昌吉榆树沟镇和乌鲁木齐县水西沟镇典型调查为例

本文以昌吉榆树沟镇与乌鲁木齐县水西沟镇的实地典型调研数据为基础,从农村社区整体规划和人居环境整治等方面进行研究,分析了村庄体系现状和存在问题,明确了未来规划的重点,注重规划的可实施性和公众的共同参与性,将新农村建设逐项落到实处。     

新中国成立以来我国人的发展轨迹及其启示

新中国成立以来，我国人的发展经历了从单向的“道德人”到异化的“政治人”，再到理性的“经济人”，并逐步走向理想的“全面人”的演进轨迹。从中给我们以深刻启示：生产力的发展是推进人的发展的坚实基础；理性“经济人”是实现人的全面发展的必经阶段；追求和促进人的全面发展是社会主义的本质要求；党和政府的正确领导是推进我国人的发展事业的根本保证。     

A framework to measure integrated risk

A framework underlying various models that measure the credit risk of a portfolio is extended in this paper to allow the integration of credit risk with a range of market risks using Monte Carlo simulation. A structural model is proposed that allows interest rates to be stochastic and provides closed-form expressions for the market value of a firm's equity and its probability of default. This model is embedded within the integrated framework and the general approach illustrated by measuring the risk of a foreign exchange forward when there is a significant probability of default by the counterparty. For this example moving from a market risk calculation to an integrated risk calculation reduces the expected future value of the instrument by an amount that could not be calculated using the common pre-settlement exposure technique for estimating the credit risk of a derivative.

Globalization: A Critical Introduction

The Millennium Development Goals (MDGs) were endorsed unanimously by all 189 UN member states and emerged as one of the central pillars of the global fight against poverty. However, the changes the MDGs brought about have been mixed at best. Though there are some notable successes, the MDGs have failed to bring about a substantial shift towards tackling global poverty and have had only a weak impact on the World Bank and International Monetary Fund. Several reasons are put forward for this failure: the continuing lack of political concern with poverty; the lack of a social movement behind the MDGs; and the lack of a well formed epistemic community for the MDGs to tie into. However, this paper argues that it would be wrong to dismiss the MDGs as a complete failure. The MDG project should instead be seen in a long term context as having played a role in changing international values and contributed to the emergence of an international norm that sees poverty in an affluent world as being morally unacceptable.

Vocational skills in the accounting professional profile: the Chartered Institute of Management Accountants (CIMA) employers' opinion

The increasingly dynamic environment in which accountants work has necessitated a reorientation of accounting education. In some countries this issue has raised great interest amongst accounting educators and practitioners. The ongoing debate has already resulted in the publication of several statements and research papers that have raised the question of the relevance of the role of vocational skills in accounting education. Examples of these vocational skills are communication skills, interpersonal skills, and problem-solving skills. This paper reports on the importance that the employers of management accountants gave to a specified set of vocational skills and capabilities and the level of ability of these skills exhibited by students. In order to prioritize future developments an integrated analysis of the two attributes, importance and exhibited level, is enabled by the use of strategic mapping. The results of this study suggest that the employers perceive deficiencies in several capabilities that they have identified as being quite important. These deficiencies exist, in the employers' opinion, both prior to recruitment and on professional qualification. The research also indicates that, in the opinion of these employers, the development of these skills should be a central concern for universities and professional bodies. The employers also indicated that vocational skills should be attained in an integrated way.
