欧洲2020战略旗舰计划：创新型联盟（上）

“创新型联盟”是欧洲2020战略七大旗舰计划之首,由欧委会2010年10月公布,欧盟理事会2011年2月批准,是欧盟未来10年的科研与创新战略文件。该战略以10年内把欧盟建设成为“创新型联盟”为目标,要求欧盟把创新作为首要和压倒一切的政策目标,提出了加强研发投入、提高资金使用效益、实现教育现代化、4年内建成统一的欧洲研究区、简化科研计划管理、促进成果产业化、实现欧盟单一专利、启动“欧洲创新伙伴”行动、推动社会创新、加强国际合作等十项工作重点,并提出部署相关配套措施,开展欧盟层面的科研与创新绩效监测工作,确保“创新型联盟”各项目标的实现。本文是“创新型联盟”旗舰计划的译稿,供国内相关部门参考。     

欧美债务危机对我国电子商务业的影响及策略探析

尽管欧美债务危机的肆虐使得我国电子商务业面临业务扩展受限,行业盈利率下降,融资困难等问题。但同时也为国内电子商务业提供了市场机会增加,转型意识得以提升,获得定向宽松政策扶持,海外投资和效益凸显等机遇。因此,国内电子商务业应积极通过转变发展方式,审慎选择融资渠道,提高非系统风险防范力度等措施实现自身又好又快发展。     

Gold dinar for the Islamic countries?

The Malaysian state of Kelantan has made a historical launch of Gold Dinar and Silver Dirham on 12th August 2010. For the first time in almost 100 years since the fall of the Ottoman Caliphate, a Muslim government introduces Shariah currency. In the eyes of many Muslim scholars, the present interest-based fiat monetary system is flawed as it is incompatible with the objectives of the Islamic law or the Shariah. There have been calls for the resurgence of Islamic Gold Dinar (together with the silver dirham) as it is deemed to be the most appropriate medium of exchange to be used in the Islamic economies. Using data from 1970 to 2007, this paper assesses the empirical desirability of the Organization of Islamic Conferences (OIC) countries to an alternative monetary system (Islamic Gold Dinar) that can potentially enhance the exchange rate stability and credibility. The Structural Vector Autoregression (VAR) method is employed to assess the nature of macroeconomic disturbances among the OIC countries. Specifically, the symmetry in macroeconomic disturbances of the OIC economies is examined as satisfying one of the preconditions for forming an Optimum Currency Area (OCA). In addition, this paper also investigates the output and price responses of OIC countries of the underlying structural shocks used to shed light on the suitability of these countries to form a monetary union. The preliminary findings of this study suggest the lack of broad linkages within the entire OIC, although there exists scope among some smaller clusters for potential monetary integration based on the symmetry of their business cycles.     

Union–firm bargaining: Order of play and efficiency

This paper shows that a modified alternating offers Rubinstein model can provide a Pareto superior outcome in the context of the right-to-manage union–firm bargaining. Two examples of bargaining protocols that yield a superior outcome are provided. In the first example, the parties engage in a game in which the order of play is determined as part of the bargaining. We show that the game has a unique subgame perfect equilibrium in which the firm always moves first in the wage bargaining game. The equilibrium wage is, therefore, unique. In the second example, we examine a two-part-tariff alternating offers bargaining protocol, where the parties bargain over the wage and transfer payments. We show that this bargaining protocol has a Pareto efficient, unique subgame perfect equilibrium. Thus, although the parties do not bargain over the level of employment, the outcome under this protocol is, nevertheless, socially optimal.     

阿苯达唑及其代谢物在欧洲鳗鲡体内的药代动力学及残留研究

在试验水温（25±2）℃条件下,按2 mg/kg的浓度给欧洲鳗鲡浸浴阿苯达唑36 h,高效液相色谱法测定血浆和肌肉组织中的药物浓度,研究阿苯达唑在欧洲鳗鲡体内的代谢及消除规律。结果显示：阿苯达唑和阿苯达唑亚砜的血药时间数据符合一级吸收二室开放模型,阿苯达唑砜符合一级吸收一室开放模型;其消除半衰期分别为34.15h、99.34h、46.00 h,最大血药浓度分别为3.887、6.830、1.738 mg/L,达峰时间分别为7.27h1、8.00h、40.67h,药时曲线下面积（AUC）分别为129.71、921.95、236.58 mg.h/L。选取可食组织肌肉作为残留检测的靶组织,以农业部残留限量100μg/kg为最高残留限量,在本试验条件下,建议休药期不低于23 d。     

欧盟国际投资规则的源与流

欧盟在其近年来的国际投资协定谈判中,提出了不少对国际投资规则进行革新的内容。中国为应对将来中欧自由贸易协定谈判,除了分析欧盟国际投资规则本身之外,更应该对欧盟国际投资规则的形成与发展趋势有清晰的把握。欧盟投资规则的形成受到《里斯本条约》的影响,在发展过程中欧盟法院又起到了至关重要的作用。同时,欧盟的国际投资规则发展面临着一致性问题的影响。欧盟如何协调内部投资规则的冲突,如何协调欧盟与欧盟成员在外部的国际投资仲裁中的主体地位等问题都将影响着欧盟国际投资规则的发展,更影响着中国应对中欧双边贸易投资规则的谈判策略。     

欧盟关于人员自由流动的立法特点及其启示

欧洲联盟内部人员自由流动,同商品、服务和资本的自由流动一起,构成了欧洲经济一体化的基本内容.人员在成员国之间自由流动,直接冲击成员国现行的经济、社会等制度,因此往往遭遇障碍和歧视.欧盟从建立时起,就注重对人员自由流动的法律调整,并形成了自己鲜明的立法特点.我国正处于城市化的高潮时期,人员流动正迅速发展.我们应该借鉴欧盟的经验,加强人员流动方面的立法,以确保人员流动有序进行,促进改革开放的健康、和谐发展.     

一种基于欧式范数的第三方物流服务商评价方法

随着市场竞争的加剧,越来越多的企业开始关注物流成本的控制。而通过与第三方物流合作能够帮助企业提高物流效率和降低物流成本。因此,选择一个合适的第三方物流服务商对企业具有极为重要的影响。文中提出了一个基于欧式范数的第三方物流服务商评价方法,运用该方法能使企业更为方便快捷地对候选物流服务商进行评价,以帮助企业寻找到合适的合作伙伴。     

论十月革命对20世纪及当今世界产生的积极意义

尽管受到历史条件的制约,十月革命仍具有一定的历史意义。苏联的建立是十月革命的直接后果。从这个角度说,苏联在历史舞台上发挥的积极作用便是十月革命的历史意义之一。苏联的建立给20世纪乃至当今的国际政治以重大影响,具有积极意义的一面。
