完善海西中小企业融资信用担保制度的思考——基于福建省中小企业、担保机构需求的调查

福建省中小企业融资需求和融资担保机构对中小企业融资业务利益诉求的调查表明中小企业、信用担保机构、贷款银行间的利益冲突是难以避免的。正视当前融资担保体系中的利益冲突,建立起＂共担风险、共享利益＂的利益协调机制,是完善中小企业融资信用担保体系的重点,而担保制度、金融制度、信用制度的创新与完善,政府的支持和推动是当前的可行选择。     

社会融资总量与金融宏观调控新目标

社会融资总量是一定时期内实体经济从金融体系获得的全部资金总额,是反映金融业对实体经济资金支持的总量指标。目前,中国人民银行已经启动了对社会融资总量的统计监测工作,并致力于将其作为货币政策新的中介目标。社会融资总量包括信贷融资、证券融资、保险融资、其他融资等多种形式。加强对社会融资总量的统计、监测和调控,能够全面反映整个社会的流动性状况,有利于推进宏观审慎管理。     

Financing the sustainable management of Rwanda's protected areas

Rwanda's Nyungwe National Park is a biodiversity hotspot with the most endemic species in the ecoregion and the highest number of threatened species internationally. Nyungwe supplies critical ecosystem services to the Rwandan population including water provisioning and tourism services. Tourism in the Park has strong potential for financing enhanced visitor experiences and the sustainable management of the Park. This paper explores quantitatively the economic impacts of adjustment in Park visitation fees and tourism demand as a source of revenues to improve Park tourism opportunities and ongoing operations and maintenance. The methods developed in this paper are novel in integrating the results of stated preference techniques with a regional computable general equilibrium modelling approach to capture multisectoral, direct, indirect and induced impacts. Such methods have strong potential for assessing revenue generation alternatives in other contexts where park managers are faced with the need to generate additional revenue for sustainable park management while facing diminishing budget allocations. Results of this analysis demonstrate that adjustment of Park fees has a relatively small impact on the regional economy and well-being when compared with a strategy aimed at generating increased tourism demand through investment in improving the visitor experience at Nyungwe National Park.

我国商业银行代客境外理财业务发展的战略研究

央行"5号公告"和<商业银行开办代客境外理财业务管理暂行办法>为我国商业银行业务发展开启了一道新门--代客境外理财业务.本文采用SWOT方法,对我国商业银行开展代客境外理财业务的外部环境和内部环境进行辩证分析,指出面临的机会与威胁以及存在的优势和劣势,最后提出我国商业银行开展代客境外理财业务的战略选择--抓住机遇、避开威胁、发挥优势、消除劣势.     

结构性违约、信用分层与评级机构的策略性反应——来自中国信用债市场的证据

2014年以来,以主要集中于民企的"结构性违约"宣告了中国信用债市场刚性兑付的"结构性打破",债券市场进入了新的发展阶段。利用2013-2017年债券数据,本文深入分析了结构性违约对评级机构行为和效率的影响,主要有如下发现：首先,信用评级的市场公信力会因政府隐性担保导致的"刚性兑付"而削弱;其次,结构性违约爆发之后,信用评级的整体效率有所提升,但在不同发行主体呈现分化,对于非城投类企业,信用评级对发行利差的影响显著增大,意味着评级公信力的显著提升,而对于城投类企业,评级效率并未明显改善;进一步研究表明,出现这种情况的原因在于评级机构在违约后采取了差异化的评级策略,对于违约风险较大的非城投类债券,评级机构倾向采取"收紧评级"的策略;对于违约风险较低的城投债,评级机构倾向于采取"放宽评级"的策略。这种策略性行为是导致市场"信用分层"的重要原因,并有可能推升民营企业的融资成本。     

员工股权激励对中小企业创新会产生补充的促进效应吗？

高管与核心技术员工作用于创新的不同过程,同时也是股权激励计划的主要激励对象,两者股权激励的互动效应对创新的影响值得探讨。选取2009—2015年成功实施股权激励的深A上市中小板与创业板公司为研究对象,考察员工股权激励对高管股权激励在中小企业创新中的影响及其作用机制。研究结果表明：实施股权激励计划能够显著增加企业研发投入与创新产出;相较于高管,核心技术员工股权激励强度越大,企业创新数量越多、质量越高;高管股权激励降低了创新转化效率。进一步地,融资支持效应和人才激励效应是员工股权激励补充促进创新的重要机制;代理成本在高管股权激励与研发投入关系中起遮掩作用。     

The power of market mood — Evidence from an emerging market

This article focuses on investor behavior and, consequently, the mood in the market. By using a self-organizing network we develop a model which tries to capture the market mood and serves as an indicator of the reasonableness of selling or purchasing securities. In this sense, the final result of this model is the same as in the model-type prediction of future stock prices, with the only exception being that one is not required to know the concrete future values of the selected security. This will indirectly support the hypothesis that psychological factors are an important (if not key) market driving force.     

Analysing the effect of excess cash accumulation on financial decisions

In this current moment of crisis it is very important for firms to hold a suitable amount of cash. But it is also very important to analyse how this amount of cash affects firm value. Here an in-depth study is made of the determination of firm value centring our attention on the problem of excess cash accumulation. This article adds important value to the existing literature since, employing the panel data methodology in the sample of Spanish nonfinancial firms, it identifies whether excess cash holding affects firm value in general, and investment, financing and dividend decisions in particular. The results show how asymmetric information among the economic agents of the firm affects the cash reserves. In particular, shareholders could penalize the investment made by these firms and consider the positive effect that the debt in particular and the dividend policies exert on the firm. Moreover, the results reveal the importance of financial flexibility as opposed to the arguments provided by agency theory.
