When the Congress barred the importation of slaves into the United States in 1808, it left the internal slave trade intact. The trade took on a new importance as the slave states of the Old South saw their agricultural economies shift to a point that holding large numbers of slaves became too expensive. During this time, the large agricultural concerns shifted to the New South, where cotton and sugar plantations needed the cheap labour provided by the institution of slavery. As this transition intensified, Richmond, Virginia, became a central slave market that facilitated the interstate slave trade as Old South planters chose the course of selling slaves as a valuable commodity rather than the course of manumission. The records of two businesses—Dickinson & Hill and Hector Davis & Company—which plied the slave trade in the Richmond market, have survived into the twenty-first century. These records revealed a primitive, yet sophisticated, process to account for the consignment, purchase, and sales of human merchandise in this haunting story of the 'business of suffering'.  相似文献

For trade unions, the central problematic of globalization is the growing disparity between the mobility of capital and labour. The ability of capital to operate on a trans-national basis is widely perceived to have precipitated a process of cost cutting as international companies seek to cut workers' remuneration and other conditions of employment. However, systematic empirical evidence on the impact of globalization on human resource management is hard to find, as is any assessment of the differential impact of globalization on different occupational groups or the response of trade unions to any deterioration in their members' terms and conditions of employment. Focusing on the international civil aviation industry, we examine the effects of globalization on human resource management and the national and international strategies developed by organized labour in response. Although the evidence suggests that there is indeed a concerted effort by major airlines to cut costs, trade unions have been able to retard the pace of change and effectively defend the interests of some occupational groups. Moreover, the future course of globalization will be contested through new international strategies and repertoires of collective action developed by the trade union movement.  相似文献

我国在法律层面上目前并没有关于禁止变性(包括已婚者变性)的具体规定,但司法实践承认和保护自然人的变性权。按照"法无禁止即许可"原则,只要其符合医学上有关变性的一般条件,就应当确认和保护他们的变性权。同时,已婚者进行变性手术不应以离婚为条件。在立法上,应将变性明确作为夫妻感情确已破裂的法定理由。在离婚时,变性一方应承担婚姻关系解体的过错责任,无过错方有权请求婚姻过错方予以损害赔偿。  相似文献

The Requisition–Compensation Balance of Farmland (RCBF) is a strict policy in China aimed at controlling farmland conversion and replenishing farmland loss caused by urban expansion through a set of top-down quotas. These conflict with local interests, since land conversion from agriculture to construction is a key tool by which local governments attract investment and raise fiscal revenue. How should local authorities respond to this centralized policy? This paper presents a framework “quantity–quality–productivity–environment” to investigate local governments’ coping strategy and the holistic performance of the RCBF. The empirical study indicated that local jurisdictions placed economic and financial growth first and continued expropriating farmland on a large-scale, including land of high quality, for development. However, impelled by compulsory quotas and supervision from governments at higher levels, local authorities would partly replenish the quantity loss through farmland exploitation, regardless of the quality of the new cropland and the possible environmental impact. Consequently, fast requisition and unqualified compensation undermined the capacity of regional agricultural output. We suggest that the RCBF is not capable of guaranteeing food security, whilst farmland supplementation threatens the local environment.  相似文献

Governance structures have changed fundamentally since the beginning of New Public Management inspired reforms. Particularly local public service delivery nowadays can be characterized as diversified and fragmented, leading to internal management and external accountability challenges for politicians as well as public managers. In this context the use of performance information is seen as a crucial element for effectively dealing with both issues. Nevertheless, empirical research considering different actors and contexts within one study is rare. The present paper fills this gap by applying a multi-theoretical perspective and testing hypotheses on the antecedents of performance information use by politicians and public managers for internal management as well as external accountability purposes in small- and medium sized local governments in Austria. The study results show that both groups use performance information to a greater extent within external accountability relationships than for internal management purposes. Results further illustrate that driving factors show similarities for both groups with reference to the latter mentioned purpose, while a more diverse picture is shown regarding factors impacting their use behavior toward citizens and supervisory authorities.  相似文献

The article analyses the cost of using private finance to build, finance and maintain toll roads in Spain. Spain is the primary exponent of private finance for roads in Europe, where the case rested on the lack of public finance, in contrast to the UK that has stressed value for money. The evidence shows that more than half of the toll charge represents the cost of finance; the cost of private finance is nearly double the cost of public finance; and financing is underpinned by various forms of public support creating risks for the taxpayers.  相似文献

Idea Competitions (ICs) are becoming a popular mechanism chosen by firms to perform Open Innovation. They are a way to engage with external sources of knowledge such as individual entrepreneurs and small firms who are asked to submit ideas and compete for a prize. However, little is known about the success of ICs as acquisition mechanisms. The researchers conducted interviews in five multinational companies to evaluate the effects of using ICs as an acquisition mechanism. Although still preliminary, the results of this study show that the success of ICs as an acquisition mechanism remains uncertain because their output (i.e. the number of ideas acquired) is often low compared to the input (i.e. the number of ideas submitted) and effort required to run them (e.g. to vet ideas). Across the cases observed, ICs appear to be more successful at identifying and acquiring early-stage ideas, particularly those outside the current business focus. The study shows that ICs deliver other functional benefits such as improved intelligence and public relations and that these need to be considered as part of the evaluation of the IC's success. The paper concludes by discussing the conditions in which ICs are implemented and the implications for Open Innovation theory.  相似文献

The job of the board of directors is the least developed element in enterprise, whether public, business, or nonprofit. Incorporating insights from Mill, Hume, and the social contract philosophy of Rousseau, as well as the servant-leadership concept of Greenleaf, the author's Policy Governance® model constitutes a theory of governance applicable to any governing body. The model enables public boards to govern by making public values explicit, crafting the expression of those values for practical managerial effect. The new governance model compels radical change in the way boards conduct their business. One effect is more authoritative boards and more empowered management simultaneously; another is greater integrity in the relationship between the public and its boards.  相似文献

This article provides some insights into how performance contracting works in practice in a developing country context, using the case of the Ghana Water and Sewerage Corporation (GWSC). Performance contracting has been a useful instrument for restructuring the state-owned enterprises (SOE) sector in Ghana, and the GWSC has made some moderate improvements since its introduction. However, the article highlights some of the institutional constraints and capacity issues that reformers will have to pay attention to, including overstretched capacity of the monitoring agency, a weak information management system and inconsistent compliance to contract by government. The findings also highlight the difficulty of separating politics from operational/management issues, especially in politically sensitive public services, yet performance contracting relies on such separation to be effective. Also it shows how informal behaviour undermines the formality of performance contracting.  相似文献
