县域中小企业人力资源开发策略研究——以延津县为例

县域中小企业肩负着实现经济、社会发展规划目标,以及调整农村经济结构、转移农村剩余劳动力、增加农民收入的重要任务,是发展区域经济体系的重要基础。文章以河南省新乡市延津县中小企业为例,系统地分析县域中小企业人力资源开发的现状及其存在的问题,结合县域中小企业特点,探讨有益于县域中小企业人力资源开发的对策,以促进县域中小企业又好又快发展。     

地方新建本科院校体育、艺术类学生英语自主学习能力培养研究

随着地方新建本科院校招生规模逐年扩大,体育、艺术类学生的招生量也在不断地增加。作为大学英语教学的对象,体育、艺术类学生是一个特殊的学生群体,他们普遍存在着英语基础差、学习自主性程度和水平不高、学习策略水平不高等特点。文章旨在通过行动研究的方法为体育、艺术类学生的大学英语教学提供一个课内外相结合的自主学习教学模式,以期提高学生的英语学习效率。     

The futures of offshoring FDI in high-tech sectors

This paper examines what is still a relatively new phenomenon in the literature, the outsourcing/offshoring of high-technology manufacturing and services. This has become a concern for both policy makers and academics for two reasons. Firstly, policy makers have become concerned that the offshoring of high-technology sectors in the West will follow the more labour intensive sectors, and move to lower cost locations. Secondly, international business theory has tended to view low costs, and high levels of indigenous technological development as being the two main drivers of location advantage in the attraction of FDI. We show that this may not be the case for offshored high-technology manufacturing or services.     

Communicating culture change

Using a case study of a large public sector department the relationship between communication and change in a public sector department and the human resource implications of that relationship are considered. Senior administrators of the department signified their intention to change the culture from one that was considered to be bureaucratic, technically oriented and inward-looking to one more outward-looking, continually learning, more relationship-oriented internally and inclusive of broader ‘whole of government’ objectives such as commercialization, the environment, social justice and community relations. Findings from the research indicate that, despite an objective of shifting to a state of continual change with the mode of communication becoming two-way and dialogic, the communication mechanism has faltered due to a failure to address the need of lower-level staff for a set vision and stated future direction. Implications of these findings are drawn for public sector organizations in general.     

The integration substitute: the role of controls in managing human asset specificity

As the integration solution to the problem of specific assets cannot be replicated on human asset specificity because slavery is illegal, economic theory states that control systems substitute for integration through a balanced structure to help align diverse interests. To understand the intricate design features of the balance, we examine a case‐study firm. For low human asset specificity, the restriction and segregation of usable decision rights link with standards. However, incentives are traced to individuals only to the extent task deviations do not create relevant future costs that are difficult to be self‐corrected. For high specificity, incentives are related to outputs rather than outcomes, because outcome variations reduce the attractiveness of maintaining the balance. Subjective assessment is used as an efficient alternate ‘balancing’ solution and decision control is shared when available subjective data are inadequate.

文章认为,基尼系数在衡量我国收入公平问题存在的局限集中表现在基尼系数自身存在、衡量收入公平和我国收入差距特殊性三个方面。基于此,要结合对居民主观性评判起影响作用的因素和科学的理性统计数据两方面对我国收入公平问题做出符合实际的科学判断。     

The social responsibility of international business: From ethics and the environment to CSR and sustainable development

This article examines how the international business (IB) literature has addressed social responsibility issues in the past 50 years, highlighting key developments and implications from a historical perspective. Specific attention is paid to the Journal of World Business (JWB), which has covered the whole period and published relevant articles related to these issues, in comparison to the Journal of International Business Studies (JIBS), the other long-standing IB journal. The article outlines that they illustrate different conceptualizations of IB and social responsibility. The 50-year review shows three subthemes: the (green) environment; ethics, rights and responsibilities; poverty and (sustainable) development. These are discussed consecutively, including main contributions and promising areas to further the field.

科技在国家竞争力中起着关键作用。科技人力资源对于企业的生存和发展至关重要。文章从数量和密度上分析了浙江省规模以上工业企业科技人力资源的发展现状,在企业科技人力资源评价体系构建的基础上,运用主成分分析方法,对浙江省11个城市规模以上工业企业的科技人力资源水平进行评价,提出了浙江省规模以上工业企业科技人力资源发展的建议。
