本文基于河北省藁城市实际和供热需求,因地制宜,充分挖掘城区内可用资源,并采用新型热泵技术,合理利用。以现实分散的区域供热完成城市的集中供热。     

Facilitating and restricting a challenger: Patents and standards in the development of the Bull-Knutsen punched card system, 1919–1938

This paper discusses the various ways that patents and standards framed a challenger's opportunities. It recounts the history of the Bull punched card system, both in Norway in the 1920s and France in the 1930s, as it developed and became a challenger to IBM's monopoly. Bull faced the first mover's patents and standards differently. Standards paved the way for the challenger's actions, while patents hampered certain facilities for their duration.     

信贷人权利保护与中小企业融资：德州案例

根据世界银行的研究，信贷人权利保护的有效性是影响中小企业融资的决定因素。我国由于法律不健全，对信贷人权利保护不足，严重影响到了中小企业融资，而山东省德州市以行政手段加大信贷人权利保护力度，提高了银行放贷的信心和积极性，中小企业贷款增长重新进入快车道。本文结合该案例深入分析行政推动信贷人权利保护对中小企业融资问题的重要性、必要性和有效性，以期对解决我国当前阶段中小企业贷款难问题有所裨益。     

The information content of option-implied information for volatility forecasting with investor sentiment

This study explores the effect of investor sentiment on the volatility forecasting power of option-implied information. We find that the risk-neutral skewness has the explanatory power regarding future volatility only during high sentiment periods. Furthermore, the implied volatility has varying volatility forecasting ability depending on the level of investor sentiment. Our findings suggest that the effectiveness of volatility forecasting models based on option-implied information varies over time with the level of investor sentiment. We confirm the important role of investor sentiment in volatility forecasting models exploiting option-implied information with strong evidence from in-sample and out-of-sample analyses. We also present improvements in the accuracy of volatility forecasts from volatility forecasting models derived by incorporating investor sentiment in these models.     

某铁路深埋地下车站水消防方式研究

本文分析了目前铁路消防主要采取的消防系统分类及特点,研究了高压细水雾消防系统灭火机理及作用。结合具体铁路深埋地下车站消防系统,研究采用高压细水雾灭火系统的保护范围、系统组成等设计参数,并初步对设备进行选型,为深埋地下车站的水消防方式提供了新思路。     

论环境人格权的独立与民法保护

环境人格利益作为人格的应有内容,是在良好的环境中生活,构成人之所以为人的要素或者条件。它体现了人对环境资源生态价值与精神价值的需求,包括环境物质性人格利益和环境精神性人格利益两个方面。在现行的民法制度无法对环境人格利益提供全面保护的情形下,应当将以环境人格利益为客体的环境人格权独立为一项具体人格权。这不仅是现代人格权的发展趋势,也是环境权私权化的必然要求。与其他具体人格权相比,环境人格权的客体具有特定性。它是一项总括性权利,具体包括生命安全和健康权、清洁空气权、清洁水权、宁静权、眺望权和景致权等。鉴于环境人格权的特殊性,对环境人格权的民法保护也具有保护限度和保护方法上的特殊性。     

李斯特经济理论及其现实意义

纵观经济学史,李斯特是首位建立了一套完整的经济学理论对今天仍处于正统地位的斯密学说进行系统批判的经济学家。李斯特认为,由于古典经济学家混淆了价值理论和生产力理论,从而只是探讨了个人经济学和人类经济学,忽视了国家经济学。如果考虑到国家经济学,动态的贸易保护政策才能最终实现自由贸易,并最终符合所有人的利益。李斯特的经济理论无论对经济学本身还是对广大发展中国家对外贸易政策的制定仍然具有非常重要的理论和现实意义。     

A survey of corporate perceptions of short-termism among analysts and fund managers

There is a popularly held view that institutional investors and stockbrokers' analysts take a short-term view when making or advising on investment decisions. Short-termism is held to be a particular problem for economies such as the US and the UK which rely heavily on stock exchanges to price securities and help reallocate resources through take-over. This is deemed to be detrimental to long-term corporate development and overall economic growth. The paper seeks to show the extent to which directors of large UK companies perceive that analysts and institutional investors evaluate their companies on short-term criteria. The role of institutional investors in the context of short-termism is important because they own a large proportion of equity. The paper then seeks to explain why some company directors appear to believe in short-termism while others do not. Hence the paper is not investigating whether ‘the City’ is short-termist but is examining the reasons why directors of large publicly quoted companies believe ‘the City’ is or is not short-termist about their company. The conclusion of this paper is that there is some evidence to support the view that ‘the City’ is perceived as being short-termist towards some companies but that the phenomenon is more narrowly focused and of lesser importance than its supporters claim.     

加强国有企业投资管理的建议

本文针对目前国有企业投资管理中普遍存在的问题，从企业发展战略、法人治理结构、风险防范机制、审计监督控制、效益评价及责任追究等方向，对如何使国有企业的投资真正做到科学、民主、理性、稳健，提出了相应的建议。     

Estimation for sensitive characteristics using optional randomized response technique

This paper considers the problem of procuring honest responses to estimate the population mean of sensitive quantitative characteristics. It aims at pointing out that potential difference between sub-populations seems to be unnoticed under the usual optional randomized response technique. To make an extension to cover all the situations, we propose two alternative survey procedures that enable us to estimate the mean and the variance unbiasedly. Estimation for the sensitivity level of a question is under consideration as well. Efficiency comparisons have also been carried out to study the performances of the proposed procedures.
