浅谈国有企业人力资源管理中存在问题与对策

文中通过文献资料法,并结合实践经验,阐述了人力资源管理的概念及特点,分析了我国国有企业人力资源管理中存在问题,为了解决这些问题,提出了相应的结论与对策,以期为有关人力资源管理工作者提供参考。     

Commitment to Sustainability in Small and Medium‐Sized Enterprises: The Influence of Strategic Orientations and Management Values

Ecosystem degradation and social sustainability have become important issues in the corporate sphere during the last few decades. However, research discussing corporate social responsibility and related concepts has often focused on larger companies, sometimes neglecting the specifics of small and medium‐sized enterprises (SMEs). The main purpose of this study is to examine the relationships between two common strategic orientations, market orientation (MO) and entrepreneurial orientation (EO), in relation to sustainability commitment, sustainability practices and management values in SMEs. Questionnaire responses from 450 Swedish SMEs were analyzed, confirming the influence of MO, EO and sustainability practices on commitment to sustainability, implying that firms committed to sustainability see both market and entrepreneurial advantages of sustainability. The results also show that different parts of MO and EO differ in importance for commitment to sustainability among SMEs. Implications concern the importance for firms and policymakers to work with sustainability issues using both internal and external perspectives. © 2015 The Authors. 科技悬赏奖设置关键因素研究:基于对国际上135项科技悬赏奖的内容分析

科技悬赏奖是指为解决某一特定领域难题而专门征集科技创新成果的一种非周期性奖励制度安排,其设置是一个复杂的过程,能否成功受一系列因素的影响,具有整体性、系统性、关联性等特征。运用文本内容分析法,分析135项科技悬赏奖的设置特点,认为其在设置过程中有7大关键因素,即悬赏任务发布主体的权威性,参与悬赏的准入标准,参赛者动机与激励方式、风险及行为,解决悬赏难题所需运用知识的隐性程度,悬赏设计标准具体化程度,悬赏过程的可沟通反馈性,悬赏结束后技术成果的转化等,研究结论可为建立科学合理、运作高效的科学资助体系提供依据。     

Market Reaction to Seasoned Offerings in China

This study examines stock market reaction to the announcement of various forms of seasoned issues in China. Our empirical evidence demonstrates that market reactions differ in ways that suggest a difference between management's internal assessment and the market's assessment of the stock price. The market responds unfavourably to the announcement, notably in the case of rights issues and also with regard to open offers. Private placements experience an unfavourable pre‐announcement reaction, which contrasts with the favourable reaction after the event. Convertible bond issues generate positive excess returns consistent with the market's confidence that they can help to align management and shareholders’ interests. Further investigation shows that market reaction is related to factors specific to the issuer and issue by reference to the period immediately surrounding the issue. Specifically, ownership concentration, agency matters connected with equity offerings, investor protection connected with fund allocation and security pricing, and the influence of powerful moneyed interests together provide an instructive insight into market reaction. Institutional inefficiency pertaining to underwriting, auditing, analysts’ forecasts and credit ratings are found to have a weak association with market price, consistent with due public scepticism concerning management and their gatekeepers.     

Value-based network mobilization: A case study of modern environmental networkers

This article addresses current environmental issues by taking a network perspective to examine the initiatives to solve them. Previous investigations of network dynamics and mobilization concern the business context, but we broaden the analysis to the societal networks wherein business is embedded. Our aim is to investigate the early emergence of collective action around a common issue. We analyze the network mobilizers, who promote the issue and its solutions, and the mobilization mechanisms that they employ. We have conducted a case study that examines three initiatives to save the Baltic Sea, all involving business, governmental, and civil society actors. This rich case material leads us to formulate a conceptual model of value-based network mobilization. The mobilizing actors, values, and relationship sediments emerge as important factors in creating issue networks. Our key contribution is to show how the environmental issues bring new types of actors to networks and change the rules of the game. We propose that ‘modern environmental networkers’ should become more important in the future, and that business firms need to develop their skills in playing the new games with these new actors.     

制造业企业房地产投资与企业杠杆率

摘 要：21世纪以来,中国制造业企业进行房地产投资是其“多元化”投资战略的主 要形式之一。本文利用2010-2020年中国 A 股上市制造业企业数据,研究了制造业企业 房地产投资对企业杠杆率的影响,发现制造业企业房地产投资能够提升企业杠杆率。机 制分析表明,制造业企业房地产投资通过发挥挤压效应和抵押效应进而提高企业杠杆率。 制造业企业房地产投资对企业杠杆率的提升作用在非国有企业和小企业中更显著。在区 分长期杠杆率和短期杠杆率后,制造业企业房地产投资对企业杠杆率的提升作用表现在 长期杠杆率方面,同时该提升作用显著提高了企业的财务风险。本文提出企业应当加大 研发创新,促进自身高质量发展;政府监管部门完善系列政策避免制造业企业盲目进行房地产投资而导致“企业空心化”。     

县域经济发展战略的"四点论"

县域经济就是以县域为基本单元进行资源配置的经济,其实质仍然是一种区域经济。虽然每个县发展条件差异很大,在实际工作中也各有高招,县域经济发展思路不断创新,但是从战略高度综合分析,县域经济发展需要抓好稳定、富县、富民、科学发展观四件大事。对此观点,我们称之为县域经济发展战略的“四点论”。     

我国政府采购亟待解决的主要问题及对策

目前我国政府采购中存在的诸多问题,影响了这项工作的推广,应从建立有效的法律机制和有效的集中采购管理体系,以及加强培养政府采购专业人才等方面规范和改进这方面的工作。

根据笔者从事施放气球工作多年的经验,结合工作实际,在分析和研究的基础上,就施放气球过程中出现的安全问题,提出几点建议和应对策略。     

上市公司社会责任审计的理论建构与实践问题探索

随着上市公司履行社会责任情况的信息披露日益受到利益相关者的密切关注,作为履行第三方鉴证责任的上市公司社会责任审计也越来越受到理论界和实务界的重视,因此通过理论建构与实践操作两个层面对上市公司社会责任审计问题进行有关探索十分必要。上市公司社会责任审计的理论框架可以从审计依据、审计原则、审计主体、审计内容、审计目标五个方面来构建;上市公司社会责任审计的实践问题可以从强化上市公司社会责任审计信息披露的监管、构建上市公司社会责任审计的标准、巩固上市公司社会责任审计的依据、探索上市公司社会责任审计的辅助机制和培养上市公司社会责任审计人员几个方面来探索。
