The government wants an infrastructure‐based public service to be provided. First, the infrastructure has to be built; subsequently, it has to be operated. Should the government bundle the building and operating tasks in a public–private partnership? Or should it choose traditional procurement (i.e., delegate the tasks to different firms)? Each task entails unobservable investments to come up with innovations. It turns out that, depending on the nature of the innovations, bundling can either stimulate or discourage investments. Moreover, we find that if renegotiation cannot be prevented, public–private partnerships might lead the government to deliberately opt for technologically inferior projects.  相似文献

Portfolio constraints are widespread and have significant effects on asset prices. This paper studies the effects of constraints in a dynamic economy populated by investors with different risk aversions and beliefs about the rate of economic growth. The paper provides a comparison of various constraints and conditions under which these constraints help match certain empirical facts about asset prices. Under these conditions, borrowing and short-sale constraints decrease stock return volatilities, whereas limited stock market participation constraints amplify them. Moreover, borrowing constraints generate spikes in interest rates and volatilities and have stronger effects on asset prices than short-sale constraints.  相似文献

Since the Lei dos Portos (“Ports Law”) of 1993, Brazilian ports have operated under the landlord regime, which places the management of ports in the hands of a national authority and provides for the rendering of private services inside the facilities. The model has enabled increases in capacity as well as gains in efficiency, both of which are currently limited due to infrastructure constraints. Expanding infrastructure by building additional ports was an option for the sector to meet the needs of a growing economy. In this context, this article discusses the adoption of public–private partnerships and project finance structure to propose a formula to compute the value of a new port.  相似文献

The Jurassic Coast World Heritage Site, declared in 2001, is Britain's first mainland World Heritage Site (WHS) inscribed for its natural values, and one of only eight in the world designated according to geological criteria. The study of exposed rock strata and dinosaur fossils found here has made – and continues to make – a major contribution to understanding the Earth's history; in addition, the WHS covers fine scenery and several nature reserves. Administratively, management of the site is complex because of its mosaic of owners and occupiers and, as WH status carries no statutory powers in the UK, the partnership approach was the only obvious solution. The Site's coastal towns and their rural hinterl and have been afflicted by economic and social decline in recent decades, and the Jurassic Coast initiative is being used as a tool for regeneration. There has been some success already in efforts by local entrepreneurs and the public sector to exploit the opportunities for a renaissance both of the economy and local morale. This paper examines the planning and early implementation stages of the Jurassic Coast programme, detailing successes and examining the linkages between the theory and practice of collaborative management.  相似文献

Tourism-conservation enterprises (TCEs), such as eco-lodges, are a relatively new strategy of the African Wildlife Foundation for enhancing community livelihoods and wildlife conservation in wildlife-rich areas outside state-protected areas in sub-Saharan Africa. This article investigates the extent to which TCEs succeed in meeting these objectives by focusing on two enterprises in Kenya: the Sanctuary at Ol Lentille and the Koija Starbeds. Empirical data were gathered between October 2010 and March 2013 through semi-structured interviews, focus group discussions, literature review and document analysis. Both TCEs demonstrated significant contributions to employment, education, healthcare and security. Compared with the Starbeds, the Sanctuary realised a much larger conservation area and more pronounced biodiversity recovery. The analysis showed that the contribution of TCEs to livelihoods and biodiversity conservation depends on the nature of the partnership arrangement, as well as the local, national and international contexts in which they operate.  相似文献

Consumer education is an integral part of the European Community's consumer policy. It plays a key role in consumer empowerment, helping consumers gain the skills, attitudes and knowledge they need to be able to gear the choices they make as consumers to their economic interests and to protect their health and safety. In its policy statement, the Directorate General for Health and Consumer Protection states that the European Community is aware that joint measures at national and Community levels should be more structured, in order to achieve maximum effectiveness. This paper aims to set out the current policy and strategic context for consumer education and empowerment in the UK; review the role of UK government bodies and other agencies concerned with developments; review recent literature; present the results of interviews with an extensive range of key stakeholders and the results of a survey of service heads for trading standards throughout the UK. It will consider implementation, partnership, resources, ideas and opportunities. The research found that the agenda for consumer education in the UK is at an interesting stage of development. The Enterprise Act 2002 gives the Office of Fair Trading (OFT) a statutory power to carry out educational activities. Consumer education is also moving up the agenda in the trading standards service. In addition, the teaching of citizenship in English schools is already stimulating new developments in consumer education. The paper will consider the need for organizations like these to work together to build on these policy developments and ensure that consumer education gains the profile it needs to influence consumer attitudes and behaviour.  相似文献

Abstract

The term ?sports marketing“ developed in the United States as a way to analyze and implement strategies in which innovative as well as tried and true marketing techniques are used to financially support amateur and professional sports. With costs increasing, purveyors of ports must look for additional revenue beyond ticket sales and television fees. Corporations are searching for ways to increase the effective use of the advertising dollar. The partnership of the two parties has never been stronger than today, in the U.S. and abroad. In fact, sports collectively currently make up the 11th largest industry in the country. This article reviews the various aspects of the sports marketing mix including sponsorships, partnerships, the athlete, as well as the upcoming role of the web. The implications to corporations, the rising female athlete, and future challenges and opportunities are discussed  相似文献
